July 20, 1981The Johnston County Board of Commissioners met in special called session Monday,July 20, 1981, at 12 oclock noon, in the Commissioners Room of the Johnston County CourthouseSmithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice- Chairman, John M Booker, DVM,James W Cash and Howard BentonMembers Absent NoneThe Chairman called the meeting to order and the following business was transacted1 New CETA Funding AvailableMartha Cranford, Area Planner, Division of Employment and Training, North CarolinaDepartment of Natural Resources and Community Development, met with the board regarding newCETA allocations under Title II -B in Balance- of- StateRegion J that are available shouldthe county desire to bid for the funding Mrs Cranford explained there are six activitiesthat will be funded under the new program 1 three 3 programs for class room training;2 adult work experience; 3 in- school youth work program; 4 on the job training forindustryNathan Sykes, Johnston Technical College, and Bruce Sloan, Johnston County Schools,were present as they administered CETA funds for the schools and were asked for their in -putin getting the application completed for the new program by the July 29, 1981, 12 oclocknoon deadline, should the board decide to bidThe board discussed the new CETA program and its requirements and regulations atlength with Mrs Cranford and Johnnie Stott, Interim County Administrator,After much discussion, Commissioner Frank B Holding moved that Johnston Countysubmit a bid to the North Carolina Department of Natural Resources and Community Developmentfor Title II -B CETA funds Commissioner Holding further moved that Mrs Evelyn Ray be askedto administer the new CETA Program should Johnston County receive the bid contractCommissioner Howard Benton seconded the motion which was carried by unanimous voteUpon a motion by Commissioner Frank B, Holding, duly seconded by CommissionerJohn M Booker, DVM, and carried by unanimous vote, the board recessed until Wednesday, July22, 1981, at 6 oclock pmNorman C, Denning, Chairmanr CdEleanor N CreechClerk to the BoardI?
