Meeting of Board of Commissioners for the County of Johnston, SmithfieldJune 30, 1981The Johnston County Board of Commissioners reconvened in regular session, Tuesday,June 30, 1981, in the Commissioners Room of the Johnston County Courthouse, Smithfield, NorthCarolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, John M Booker, DVM,James W Cash and Howard Benton,Members Absent NoneThe Chairman called the meeting to order and the following business was transacted1 School BudgetThe Johnston County Board of Education; principals, educators and superintendents metwith the board again in support of the 1981 -1982 School Budget requestWade Stephenson, Chairman, Johnston County Board of Education, advised the Board ofCommissioners that their board, by resolution, decided they could not go along with anyadditional budget cuts, and further that they stand firm on the original request ChairmanStephenson further advised the board that the Board of Education request that the county fundsbe appropriated undesignated David Godwin, Principal, Meadow School, spoke on behalf of the county principals,stating that a 400,000 cut in the school budget would affect every school in the countyAfter much discussion with school board members and others, and after muchconsideration, the Board of -Commissioners agreed to increase the school capital outlayappropriation by 50,000, from 750,000 tentatively agreed on earlier to 800,000;with500,000 of this capital outlay appropriation to be earmarked for the new building at BensonThe board concluded with appropriations to the school budget for the 1981 -1982 fiscalyear in the following amounts; Capital Outlay 800, 000; Current Expense2,822,489; andSpecial and Vocational 1,498,199, a total of 5,120,688 The Board of Commissioners advisedthe Board of Education and Dr Ellerbe that they were very proud of the Johnston County SchoolSystem2 1981 -1982 Proposed BudgetJ`6hnrie Stott, Interim County Administrator, presented a revised balanced budget to theboard ftr consideration Mr Stott advised that the balanced budget represents a 752 taxrate The board reviewed each departments request at length, making- reductions and adjustmentin various parts of the budget in an effort to reduce the 75,5 tax rate The board instructedJohnnie Stott, Interim County AdministratorS4;withdraw Johnston Countys membership from theTriangle J Council of Governments and td`„advr- Nthem of the boards action The board furtherinstructed that the dues for Capital Health Systems Agency, Inc, be paid on a monthly basisIn review of the entire Budget Ordinance for the 1981 -1982 Fiscal Year, the boardagain discussed the Technical College, Mental Health Center, Public Library, Revenue Sharing,Contingency Fund, Debt Service and Revaluation Fund and each county departments request, alongwith the various agencies, in an effort to keep the tax rate down as much as possible3 BUDGET ORDINANCE for Fiscal Year 1981 -1982Upon a motion by Commissioner Howard Benton, duly seconded by Commissioner Frank BHolding, and carried by the following vote;Ayes Howard Benton, Frank B,Hblding, James W Cash, John M Booker, DVM, andNorman C DenningNays None;the following Budget Ordinance for the Fiscal Year 1981,1982 was adopted at a tax rate of074 per one hundred 100 valuation in the following manner and amountsBUDGET ORDINANCE -
