Meeting of Board of Commissioners for County of JohnstonJune 29, 1981The Johnston County Board of Commissioners reconvened in regular session Monday,,June 29, 1981, at 730 pm, in the Commissioners Room of the Johnston County Courthouse,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B, Holding, Vice Chairman, James W Cash, JohnM Booker, DVM, and Howard Benton,Members Absent NoneThe Chairman called the meeting to order and the following business was transacted1 Water - Town of PrincetonGeorge Carlisle, Commissioner, Town of Princeton, appeared before the board seekingassistance to enable the Town of Princeton to have an adequate source of water supply fortheir residents Mr Carlisle continued that they can not encourage and seek industrybecause of the water shortage, and further, they feel that the Town of Princeton needs anddeserves immediate consideration from the county regarding the water problemThe board members assured Mr, Carlisle and other Princeton board members that thecounty is committed to help solve Princetons water problem and they are included in theoverall water study plan, as the county is waiting for the water study report from RagsdaleEngineers, as to the best possible solution to resolve the countys water problemsChairman Denning again assured Mr Carlisle that they were not forgotten and theboard would do everything feasible and reasonable to alleviate,this -problem as soon aspossible2 School BudgetThe board again discussed at length the 1981 -82 School Budget request with the Boardof Education members and school officials They discussed the Benson school projectand theBoard of Commissioners strongly emphasized that they felt this project should be doneThe Board of Education has requested local funds in the following amounts; CapitalOutlay 989,000; Current Expense 2,983,489; Special and Vocational1,498,199; making a totalbudget request of 5,470,688 The board indicated that the Current Expense request should bereduced by 161,000, as they have tentatively approved only a 57a salary increase for countyemployees The Board of Educations request included a 107o salary increase for employeesAt this meeting, the board agreed tentatively to appropriate 750,000 to the CapitalOutlay Budget, with the understanding that 500,000 would be committed to the Benson project,2,822,489 to Current Expense and 1,498,199 to Special and Vocational BudgetsThe Board of Education felt that they could not get by with the 750,000 in CapitalOutlay and would need a minimum of 805000,The Board of Commissioners made no final commitments at this time, pending furtherbudget work3 Sheriffs Department and Jail BudgetsThe board again discussed the Sheriffs budget request, Sheriff Johnson and FreddyNarron, Chief Deputy, appeared before the board with a revised budget request at the boardsrequest for the Sheriffs Department and the county jail, Sheriff Johnson emphasized thathis first request was very conservative and this revised request was more than conservativebased on what the county needs in law enforcement The Sheriffs first budget request showedan increase of 3370 and the revised request-was a 19 increase over last years budget Theboard discussed this request -at 11 gtla dx greed tentatively to add a secretary positionand five cars for the Sheriffs Department and a cook for the county jail The nevi deputysposition tentatively agreed on earlier was deleted at this timeThe board discussed the over - expenditures in the Sheriffs budget and the county jailbudget After discussion, Conmissioner Frank B Holding moved that the following budgetamendment be madeFrom Contingency Fund 43,47874To Sheriffs DepartmentJail 30,59004 12,88870Commissioner Howard Benton seconded the motion which was carried by unanimous voteloo iJune 29, 1981 Continued4 Health Department BudgetThe board again discussed the Health Department Budget request with emphasis on afive 5 per cent salary increase and that the- request for a copy machine and stero be deletedfrom the budget request at this time5 Mental Health BudgetThe board discussed the Mental Health Budget request at length and tentatively agreedto increase the county contribution by 9,285 This amount represents a five 5 per centincrease on the countys participation in salaries at the Mental Health Center,6 Public Library BudgetThe board again discussed the Library Budget request, tentatively approving a five5 per cent salary increase for library employees and discussing some appropriation to theendowment fund7 Landfill BudgetThe board again discussed the Landfill Budget request, Harold Blizzard, CountyPlanner, presented optional budget requests for the board consideration The board tentativelyagreed on option # 2 for the County Landfill8 Livestock ArenaThe board again discussed the Livestock Arena Budget and tentatively agreed toappropriate funds to fence part of the Livestock ArenaEXECUTIVE SESSIONUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner JohnM Booker, and carried by unanimous vote, the board went into Executive Session to discusspersonnel mattersAfter Executive Session, Commissioner Frank B Holding moved that regular session beresumed and further that the board recess until Tuesday, June 30, 1981, at 7,30 pm, tocontinue work on the 1981 -1982 Proposed Budget,•Norman C Denning, ChairmanEleanor N Creech,Clerk to the BoardIDetailsAnnotationsEntry PropertiesModified11192013 20110 PMCreated4222003 100713 AMTemplateMinutesFieldsMinutes - TypeRecessedMinutes - Date6291981Book17
