June 17, 1981 IThe Johnston County Board of Commissioners reconvened in regular session Wednesday,June 17, 1981, at 7;30 pm, in the Conrnissioners Room of the Johnston County Courthouse,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, John MBooker, DVM, and Howard BentonMembers Absent NoneThe Chairman called the meeting to order and the following business was transacted1 PUBLIC HEARING- 1981 - 1982 PROPOSED BUDGETa Robert Watson, Commissioner, Town of Pine Level, appeared and reminded the boardagain that Pine Level, by state requirement, will have to have an alternate source of watersupply for their residents by December 1, 1981II The board assured Mr Watson that the county is committed to help Pine Level with itswater problem in the near futureb Barry Godwin of Pine Level met with the board showing much concern over the amountof taxes citizens have to pay Mr Godwin asked the Board of Commissioners not to raise thetax rate this year Mr Godwin indicated that in his opinion „ people are ready for programsto be cut in order to relieve the tax burdenBobby Thompson, Commissioner, Town of Pine Level, also spoke to the board showingconcern of how small towns will be able to survive in the future and also seeking advise onhow these small towns can build their tax basec Sheriff George Johnson again asked the board for permission to have smokedetectors installed in the county jail in order to meet state requirements These requirementsare suppose to be met by July 1, 1981 Sheriff Johnson further advised the board that he hadreceived informal bids, with the low bid being about 3,300for the smokedetector unitsAfter discussion, Commissioner Frank B Holding moved to accept the low bid of 3,28637from North Carolina Fire and Safety Equipment Company, Inc, to have a fire detection systeminstalled in the county jailCommissioner Holding further moved that the following budget amendment be made for thispurposeFrom Contingency Fund 3,30000To Jail Capital Outlay1052074 3,30000Commissioner James W Cash seconded -the motion which was carried by unanimous voteJune 17th ContinuedThe Chairman asked if there were any, more comments from the audience with regard tothe 1981 - 1982 Proposed Budget,There being no further comments from the audience on the 1981 -1982 Proposed Budget,the Chairman advised that the board would continue with other business2 Moldex International, IncA representative of the Johnston County Industrial Facilities and Pollution ContolFinancing Authority appeared before the board and advised the board of the Authoritysadoption of a resolution expressing its intention to issue revenue bonds and authorizingthe execution and delivery of and inducement agreement pertaining to the financing of anindustrial project for Moldex International, Inc, The representative delivered copies of theresolution and the inducement to the board A discussion of the project took placeCommissioner Howard Benton introducedthe following resolution which was read atlengthRESOLUTION APPROVING IN PRINCIPLEA`PROPOSED INDUSTRIAL PROJECT FOR MOLDEXINTERNATIONAL, INCTOBE FINANCED BY THE JOHNSTON COUNTY INDUSTRIAL FACILITIESAND POLLUTION CONTROL FINANCING AUTHORITYWHEREAS, the Board of County Commissioners has created a political subdivision andbody corporate and politic of the State of North Carolina known as The Johnston CountyIndustrial Facilities and Pollution Contol Financing Authority the Authority andWHEREAS, the Authority is authorized under the Industrial and Pollution ControlFacilities Financing Act, Chapter 159C of the General Statutes of North Carolina the Act ,to issue revenue bonds for the purpose, among others, of paying all or any part of the costof and industrial project for industry; to acquire, construct, improve and equip any suchproject; and to make and execute financing agreements, security documents and other contractsand instruments necessary or convenient in the exercise of such powers; andWHEREAS, the Authority has determined to issue its revenue bonds to pay all or aportion of the costs of the acquisition, construction and installation by Moldex International,Inc, of an industrial facility in Four Oaks for the manufacture of toilet seats, includingthe construction of a building and the acquisition and installation of machinery and equipmentthe project to be operated by Moldex International, Inc,,; andWHEREAS, the Authority intends to file an application for approval of the Projectwith the Secretary of the Departmentof Commerce the Department , as required by the Act;andWHEREAS, the Department has, by regulation, provided that no application for approvalof a project will be officially received until the governing body of the county from whichthe application is made has, by resolution, approved in principle the proposed project and acertified copy of such resolution has been provided to the Department; andWHEREAS, the Board of County Commissioners desires to approve the Project inprinciple; NOW, THEREMRE,followsBE IT RESOLVED by the Board of County Commissioners of the County of Johnston, as1 The Project is hereby approved in principle2 The Clerk of the Board of Commissioners is hereby authorized and directed toprovide a certified copy of this resolution to the Department3 This resolution shall take effect immediately upon its passageCommissioner Howard Benton moved the passage of the foregoing resolution andCommissioner James W Cash seconded the motion, and the resolution was passed by the followingvoteAyes Howard Benton, James W Cash, John M Booker, DVM, Frank B Holding, andNorman C DenningNays None3 Budget WorkThe board continued work on the 1981 - 1982 Proposed Budget, discussing the library,Board of Elections, Planning Department, Johnston Memorial Hospital and various otherdepartments and agenciesCommissioner Howard Benton reminded the board that the hospital was not asking thecounty for any operating budget,in this fiscal year, as the board discussed the Hospital BondReferendum in regard to the county -wide tax rate,At this point, the board could see no reason why the Hospital Bond Referendum shouldaffect this years tax ratea Board of Elections - Budget In discussion of the Board of Elections budget, theboard indicated intentions to budget money for four or five new electronic voting machinesb Buildings and Grounds - Budget In discussion of the Maintenance Department, theboard instructed Commissioner Howard Benton to work with Buck McLamb, Maintenance Supervisor,to check on the heating of the county jail, to see if it would be feasible to install a heatpump in the jail The board was advised that offices on the first floor have to run airconditioners in the winter time because of heat, trying,to get heat to the top floor jailc Sheriffs Department;- Budget In discussion of the Sheriffs budget request,the board tentatively approved two new positions;
