Meeting of Board of Commissioners for the County of JohnstonJune 16, 1981The Johnston County Board of Commissioners reconvened in regular session Tuesday,June 16, 1981, at 730 pm, in the Commissioners Room of the Johnston County Courthouse,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash,John M Booker, DVM, and Howard Benton,Members Absent NoneThe Chairman called the meeting to order and the following business was transacted1 Resolution - North Johnston Baseball Team - State ChampionshipWHEREAS, the North Johnston High School Baseball Team completed the 1981 baseballseason with an overall 19 -3 record, andWHEREAS, the North Johnston Panthers fought long and hard and showed great abilityto win the Eastern North Carolina Title, andWHEREAS, the NORTH JOHNSTON PANTHERS participated in the 2 -A State Baseball Champion-ship at Thomasville and captured the State Championship from East Davidson High School, andWHEREAS, the Johnston County Board of Commissioners feel it appropriate that theyshould give due public recognition for the splendid record of this outstanding baseball team;NOW, THEREFORE, upon motion by Commissioner John M Booker, duly seconded byCommissioner Frank B Holding, and carried by unanimous vote, the Johnston County Board ofCommissioners does hereby resolve that great praise be given to the North Johnston High SchoolBaseball Team and that they be highly commended for bringing great credit to the people ofJOHNMN COUNTY2 Fire Work Display - Town of Pine LevelCommissioner John M Booker moved that the Town of Pine Level be granted permissionto have a 4th of July fire works display on Saturday, July 4th, at the Pine Level RecreationParkCommissioner Frank B -Hdlding seconded the motion which was carried by unanimous vote3 Technical College - Budget RequestDr John Tart, President, Johnston Technical College, met with the board and reviewedhis budget request The Technical College request seeks 259,380 for operating expenses forthe 1981 -1982 fiscal year Dr- Tart also has requested county funds to help construct abuilding for diesel mechanics wool Dr Tart further advised the board that he is seekingcontributions and donations`forother sources for this project, however, the school will need -matching funds from the countyThe board discussed this matter at length, and asked Dr Tart to seek every possiblemeans in contributions for this building The board further indicated and agreed to assist thisproject over a period of time4 1981 -1982 Budget StudyThe board reviewed and studied the 1981 -1982 budget requests at length, makingtentative decisions on some of the departments requests, In discussion of the Library request,the board indicated that, at this point, they felt the Library budget should be held to a 570increase as other departments However, no final decisions were made at this time5 Leak - Department of Social ServicesCommissioner Frank B Holding moved that the Maintanence Supervisor be instructed torepair the roof on the porch of the building housing the Department of Social ServicesCommissioner John M Booker seconded the motion which was carried by unanimous vote6 Roof - Adult Day Care BuildingCommissioner Frank B Holding moved that Buck McLamb, Maintenance Supervisor, andCommissioner James W Cash examine the roof of the Adult Day Care 1ilding and that CommissionerCash make a recommendation to the board as to the repair of the roof,Commissioner John M Booker seconded the motion which was carried by unanimous vote132June 16th Continued7 Executive SessionUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner John MBooker and carried by unanimous vote, the board went into Executive Session to discusspersonnel mattersAfter discussion in Executive Session, Commissioner Frank B Holding moved that regularsession be resumed and further that the board recess until Wednesday, June 17, 1981, at 730pm, at which time a Public Hearing will be held on the 1981 -1982 Proposed Budget,Commissioner John M Booker seconded the motion which was carried by unanimous voteEleanor N CreechClerk to the Board
