The Johnston County Board of Commissioners reconvened in regular session Monday,June 8, 1981, at 730 pm, in the Commissioners Room of the Johnston County Courthouse,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, JohnM Booker, DVM, and Howard BentonMembers Absent NoneThe Chairman called the meeting to order and the following business was transacted1 Housing Assistance Payment Program Budget PresentedPatsy Johnson, Director, Johnston County Housing Assistance Payment Program, presentedthe 1981 -1982 Budget to,the board for consideration Mrs Johnson emphasized that this programwas totally funded by the federal government and provides rent subsidies for low - incomefamilies This subsidy enables the landlords to repair and remodel rental dwellings, whichprovides better housing in Johnston CountyThe board thanked Mrs, Johnson for her presentation2 Historical Survey - Johnston CountyMrs Ellen Taylor, representing the Historical Properties Survey, met with the boardregarding funds appropriated in the 1980 -1981 Budget in the amount of 12,711 for a survey ofhistorical properties in Johnston County, Mrs Taylor explained that, initially, when thisproject was approved county funds were to be matched with federal funds, however, due tofederal cuts this match will not be available Mrs, Taylor asked that this board allow theexpenditure of these funds to employ a person to work in Johnston County for eight months toinvestigate historical propertiesAfter discussion, Commissioner James W, Cash moved that this budget appropriation of12,711 for a historical survey be released to the treasurer of Keep Johnston County Beautiful,Incorporated, and further that this money be used for professional services to investigatehistorical properties in Johnston CountyCommissioner John M Booker seconded the motion which was carried by unanimous vote3 Board of Elections - BudgetLib Hoyle, Chairman, Johnston County Board of Elections, talked with the boardregarding the purchase of electronic voting machines explaining that they could purchase thesemachines under a lease purchase plan saving the county over a five year period The boarddiscussed this matter and asked Commissioner Benton and Commissioner Cash to work with MrsHoyle on investigating this proposal and report back to the board4 Maintenance Department -- BudgetBuck McLamb, Maintenance Supervisor, met with the board and explained the increase inhis budget request with regard to the high cost of fuel oil Mr McLamb also talked with theboard about the maintenance staff shortage as he will be losing six CETA employees Theboard talked with Mr McLamb about working jail trustees, The board decided that some memberwould talk with the Sheriff about working trustees5 Planning DirectorHarold Blizzard, County Planner, reported to the board on county inspectors salariesin surrounding counties so that the board could consider a salary for Johnston Countys newinspectors The board also reviewed new building inspection fees proposed by the CountyPlanner, however, took no action at this time130iJune 8 Continued6 Landfill - Test BoringsIn discussion of the soil testing at the Landfill, Commissioner Frank B Holding movedthat should the drilling cost more than originally discussed that the Chairman be authorized toapprove this workCommissioner John M Booker seconded the motion which was carried by unanimous vote7 Airport Authority BudgetPaul Johnson, Chairman, Johnston County Airport Authority, reported to the board thatthey are not seeking any county funds for operations at the county airport Mr Johnsonadvised that the sale of aviation fuel and the fees charged provide for the airport to be selfsupporting at this time Mr Johnson also advised the board that the airport authority hasbeen investigating the feasibility of extending the runwayEXECUTIVE SESSIONAt this time, Commissioner John M Booker moved that the board go into ExecutiveSession to discuss personnelCommissioner Frank BH61ding seconded the motion which was carried by unanimous voteAfter discussion in Executive Session, Commissioner Frank B Holding moved that regularsession be resumed11 Commissioner John M Booker seconded the motion which was carried by unanimous vote,8 Recreation Grant Extension -- South Smithfield Elementary School PTACommissioner James W Cash moved that the South Smithfield Elementary School PTA begranted an extension of ninety days on the use of their Revenue Sharing Recreation Grant for1980 -1981Commissioner Howard Benton seconded the motion which was carried by unanimous vote9 Susan Barbour -
