Meeting of Board of Commissioners for the County of JohnstonMay 21, 1979Meeting of Board of Equalization and ReviewThe Board of County-Commissioners reconvened as the Board of Equalization anReview at 730 pm, Monday, May 21, 1979, in the Commissioners Room of the JohnstoCounty Courthouse, Smithfield, North Carolina Those present were as followsNorman C Denning, Chairman, Frank B Holding, Vice Chairman, John M Booker, DVM,James W Cash, J E Rogerson; also John Stott, Tax Supervisor and Secretary to theBoard of Equalization and Review, Kramer Jackson, County Administrator, Jack Lewis,Representative of Associated Surveys and Earl Bradley, County Real Estate AppraiserThe following appeals were heard and the board took the following action1 Mr H G Herring complained that his property value had gone from6,370 to 14,890 The board explained the problem that utilities etcpresented to apply pressure on the counties to bring all properties inline The board tried to be understanding and expressed a sincere desireto keep the rate as low as possible No specific instructions were givento make changes2 Mr Milton Allen complained that his property was valued too high whencompared to others Stated that he had read that no property was valuedless than 100 per acre but he knew of some that was lower Mr Allen statethat property owners were being ripped -off in this new revaluationStated that the property was swamplandThe board directed Mr Lewis and Mr Bradley to take another look at theproperty and assured that the acreage breakdown is correct, and makerecommendations to the board for any adjustments deemed necessary3 Mr William C Phillips complained that 800 is too much value for 12acres of wooded swamp land He stated that is was changed from 2500 to 80 The board directed Mr Lewis and Mr Bradley to recalculate on the basis ofswamp land value4 Mr Joseph Padgett complained that his value was increased approximately5070 and that seems too high He expressed concern over limited income Theboard expressed concern and sympathy and explained that the rate-would beas low as possibleMr Padgett stated also that hefelt that construction of a new restaurantwould decrease the value of his propertyThe board directed the Tax Supervisor to make a note to revisit the propertyin January 1980 to make a determination as to the effect the restauranthas on the value of Mr Padgetts property5 Mr Vernon D Johnson complained that his property value of 11,400 isstill too much considering the fact that he has no road frontage He alsostated that his acreage was wrongThe board directed Mr Lewis and Mr Bradley to readjust figures to ASCSacreage breakdown and make corrections A new Notice of Value is to sentto Mr Johnson6 Mr J W Langston complained that the value of his lots were too highdue to the fact that he had only 2 lots left that are saleable The restof the lots would not perkThe board directed Mr Bradley to visit the property with Mr Langston andmake recommendations to the board7 Mr Samuel Price complained that 8 acres of his property was valuedas open land and should be valued as woodland The board directed Mr Lewisand Mr Bradley to recheck and revalue as woodland8 Mr Allen Tew complained that the commercial building inClayton wasvalued too high compared with other buildings The board directed Mr Bradley to revisit wlthMr Cash and makerecommendations9 Mr Paul Howard complained that 26 acres_of land was-valued too highbecause it is only being used for pasture laidThe board directed Mr Bradley to revisit and assessment should be made inaccord with other pasture land10 Mr W G Massey of Clayton_complained,that, his property was valuedtoo ,high in accord with his cost Also, he stated that the acreage was notcorrectThe board directed Mr Bradley and Mr, Lewis to recheck the acreage andadjust accordingly584Board of Equalization and Review con t May 21, 197911 Mr William Sugg of Princeton complained that he was charged withtwo lots and only owns one He stated also that his acreage breakdownwas incorrectThe board directed the Tax Supervisor to work with Mr Sugg tostraighten itout12 Mr J E Wilson, Jr, of Smithfield complained that he has no rentersfor the buildings up town and they should not be valued as high as they areThe board asked Mr Lewis to personally review the property in questionand if possible take the rental figures into consideration13 Mrs Ellen Taylor complained through a letter to Mr Kramer Jackson,County Administrator, that the property located behind Burlington Industrieswas valued too high due to it being hard to get to and the use of thepropertyThe property was valued at 3,000 per acre The board directed the TaxSupervisor to lower the value to 1,000 per acreThe Board of Equalization and Review recessed its third session to meetagain Tuesday, May 29, 1979, at 730 pm,dohnnie Stott, SecretaryBoard of Equalization and ReviewEleanor N Creech, ClerkBoard of Commissioners53179
