Apri,l 15; `1981The Johnston County Board of Commissioners reconvened in regular session Wednesday,April 15, 1981, at 1 oclock pm, in the Commissioners Room of the Johnston County Courthouse,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, John M Booker, DVM,James W Cash and Howard BentonMembers Absent NoneThe Chairman called the meeting to order and the following business was transacted1 Farm Building at LandfillCommissioner Howard Benton moved that the old farm buildings at the county landfillproperty be sold as advertised to Wilson J Stewart, R -2, Smithfield, for 2500 CommissionerBenton further moved that the property to be cleared, debris removed with no liability to thecounty during the removal of the buildings and the clearingCommissioner James W Cash seconded the motion which was carried by unanimous vote2 Dumping Sites Throughout CountyHarold Blizzard, County Planner, talked to the board again regarding illegal dumpingsites throughout the county and on private property Mr Blizzard and the board discussedbriefly a county ordinance to prevent illegal dumping in Johnston County The board asked MrBlizzard to work on this and report back to the board at a later date3 Bulk Container SiteThe board, at this time, again discussed possible sites for another bulk containersite in the county4 Generator for CourthouseCommissioner Howard Benton moved that the county purchase a 15 KW generator for thecourthouse from W W Grainger, Inc, Chicago, Illinois, provided that it can be purchasedwith a timer that will allow 5 minutes running time per day instead of 15 minutesCommissioner John M Booker seconded the motion which was carried by unanimous vote5 Generator - InstallationThe board received the following bids for the installation of the generator at theCourthouseToms Electric Service 2,450,00B T Electrical Contractors 3,684,00Beasleys Electric Service 4,003,40,After review and discussion, Commissioner Frank B Holding moved that Toms ElectricService, Smithfield, North Carolina, be awarded the contract to install the emergency generatorat the Courthouse, subject to confirmation of purchase and ddilivery,Commissioner John M Booker seconded the motion which was carried by unanimous vote6 Tax Refund - Herman C VinsonCommissioner Frank B Holding moved that Herman C Vinson be granted a tax refundfor an over charge of county taxes for 1979 and 1980 in the amount of 31464 Mr Vinsonwas assessed with 141 acres and should have been assessed with 41 acresCommissioner John M Booker seconded the motion which was carried by unanimous voteEXECUTIVE SESSIONAt this time, Commissioner Frank B Holding moved that the board go into ExecutiveSession to discuss the County Administrators positionCommissioner Howard Benton seconded the motion which was carried by unanimous voteAfter discussion in Executive Session, Commissioner John M Booker moved thatExecutive Session be closed and regular session be resumed,Commissioner Frank B Holding seconded the motion which was carried by unanimous vote7, 201 Wastewater Facility Planning AreaTim Broome of Ragsdale Engineers made a slide presentation and progress report to theBoard on the Johnston County 201 Wastewater Facility Planning AreaDuring the day the board also toured the Johnston County Wastewater Treatment Facilityat SmithfieldThe Board of Commissioners also asked Harold Blizzard to work with Tim Broome on atemporary basis in °the administration of user charges for a few months until somethingpermanent could be worked outUpon a motion by Commissioner John M Booker, duly seconded by Commissioner HowardBenton and carried by unanimous vote, the board recessed until Wednesday, April 22, 1981, at730 pmcijEleanor N Creech,Clerk to the BoardNorman C Denning, Chairman¦jiDetailsAnnotationsEntry PropertiesModified11192013 113925 AMCreated4222003 94131 AMTemplateMinutesFieldsMinutes - TypeRecessedMinutes - Date4151981Book17
