578Meeting of Board of Commissioners for the County of JohnstonMay 14, 1979The Johnston County Board of Commissioners reconvened in regular session inthe Commissioners Room of the Johnston County Courthouse, Smithfield, NorthCarolina, Monday, May 14, 1979, at 8 oclock pm, with the following memberspresentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, J E Rogerson,James W Cash and John M Booker, DVMMembers Absent NoneThe Chairman called the meeting to order and the following business wastransacted1 Solid Waste Study Presentation - Tom Moore, EngineerTom Moore, Engineer, Ragsdale Engineers, met with the board and presentedthe Preliminary Solid Waste Study for Johnston County Ragsdale Engineers wasemployed by the Board of Commissioners to study and evaluate the solid waste needsof Johnston CountyMany interested citizens from all over the county were present to hear thispresentation, including Sarah Ann Sasser, President, Keep Johnston County Beautiful,IncMr Moore, Kramer Jackson and Roland Hatcher, Landfill Manager, visitedseveral counties to see how their solid waste programs are operated and they werevery impressed with Wilson Countys Landfill operationMr Moore, made a lengthy report on alternative methods of collecting anddisposing of solid waste It was recommended in this study that the 180 dumpstersites using small containers be replaced with large bulk containers at 13 sitesThe study also recommended that the Board of Commissioners consider a special taxlevy for rural residents and an annual fee for municipalities to assist theoperation of the county landfillThe board discussed the present system and Mr Moores preliminaryrecommendations at length They showed much concern overthe abuse of the presentsmall container system, however, indicated they are not yet ready to abandon thissystem, as it provides a good service for the rural residents Neither did theboard seem ready to impose a special solid waste tax levyAfter further discussion, Commissioner Frank B Holding moved that KramerJackson, County Administrator, be authorized to work with Tom Moore, Engineer, andRoland Hatcher, Landfill Supervisor, in selecting three heavily used sites in thecounty for bulk containers Commissioner Holding further moved that this committeereport back to the board at the next meeting with the three recommended sites forthe boards considerationCommissioner J E Rogerson seconded the motion which was carriedunanimouslyThe Preliminary Solid Waste Study for Johnston County is on file in theCounty Administrators OfficeUpon a motion by Commissioner John M Booker, duly seconded by CommissionerJames W Cash and carried unanimously, the board recessed to meet again Wednesday,May 16, 1979, at 730 pmNorman C Denning, Chairman4h ct4?czjEleanor N Creech, ClerkiltIµ
