a February 3, 1981The Johnston County Board of Commissioners reconvened in regular session Tuesday,February 3, 1981, at 7 oclock pm, in the Commissioners Room of the Johnston County Court-house, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice - Chairman, John M Booker, JamesW Cash and Howard BentonMembers Absent NoneThe Chairman called the meeting to order and the following business was transacted1 Windows - County Jail - Bid AcceptedCommissioner Howard Benton moved that the contract to install five 5 new windowson the fourth floor of the Courthouse jail be awarded to the low bidder, Ernest Glass andTile Company, Incorporated, Goldsboro, North Carolina, as per specifications; at a bid priceof 3,37600 Commissioner Benton further moved that the contract to build scaffolding up tothe windows of the county jail, cut out all five 5 windows, build temporary wall over windowsuntil new windows are installed, and fix inside jams, be awarded to Howell and ParrishContractors, at a bid price not to exceed 2,68000Commissioner James W Cash seconded the motion which was carried by unanimous vote2 Water Study Committee - AppointedNorman C Denning, Chairman, appointed Commissioners Frank B Holding and James WCash as a committee to meet and work with the Smithfield Town Board in regards to water demandsand the need of expansion of the Smithfield Water Plant3 ReportsJohnnie Stott reported on the cost of utilities for the Courthouse and other countybuildings The board commented that the cost was not as high as they had anticipated However,they authorized Johnnie Stott to check into the cost and feasibility of an automatic timer tocut off lights for the District Court building and report back to the boardWith the other board members in agreement, Commissioner Frank B Holding suggestedthat the County Administrators Office notify the Smithfield Garden Club that thecounty is making every effort to hold down the cost of utilities for the county in view of theenergy situation and rather not put lights on the World War I Statue However, the boardstated they appreciated the interest shown in this matter and ie appearance of the courthousegroundsMr Stott also reported that he and Frank Stephenson of Ragsdale Engineers had todayinspected Manning Road in response to a complaint from Mrs T G Upchurch, a resident MrStott advised that this road, in their opinion„ has been -` -eft, inx gba -co `ditionir`iFebruary 3, 1981 ContThe board instructed Mr Stott to have the Maintenance Supervisor put a load f crushedstone on Manning Road4 Mileage Reimbursement Increase RequestedJohnnie Stott advised the board that he had received a request for an increase inmileage reimbursement for county employeesThe board deferred action at this time5 Salary Increase - 1981 -82 Fiscal YearJohnnie Stott asked the board to begin to think about the 1981 -1982 Budget work withregard to consideration of salary increases for county employees The board indicated theywould consider this matter at a later dateAt this time, Commissioner John M Booker moved that the board go into ExecutiveSession to interview an applicant for the County Administrators positionCommissioner James W Cash seconded the motion which was carried by unanimous voteAfter the interview, Commissioner Frank B Holding moved that the Executive Sessionbe closed and further that regular session be resumedCommissioner Howard Benton seconded the motion which was carried by unanimous voteUpon a motion by Commissioner John M Booker, duly seconded by Commissioner James WCash and carried by unanimous vote, the board recessed subject to the call of the ChairmanNorman C Denning, Chairmanv JEleanor N Creech, Clerk to the BoardaDetailsAnnotationsEntry PropertiesModified11192013 123437 PMCreated4222003 92201 AMTemplateMinutesFieldsMinutes - TypeRecessedMinutes - Date231981Book17
