iMeeting of Board of Commissioners for the County of JohnstonJune 5, 1979The Johnston County Board of Commissioners reconvened in regular sessionTuesday, June 5, 1979, at 730 pm, in the Commissioners Room of the JohnstonCounty Courthouse, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice - Chairman, J ERogerson, John M Booker, DVM, and James W CashMembers Absent NoneThe Chairman called the meeting to order and the following business wastransacted1 Budget Study and DiscussionThe Board of Commissioners again discussed the Health Department budgetrequests; Family Planning, Maternal and Child Health and other special projectsfunded by the State The board asked Mr Jackson to verify some of the 1007o Statefunding in these projects to reassure them of the countys participation2 Sheriffs Department - Budget PresentationGeorge Johnson, Sheriff, met with the board and presented his budgetrequest for the 1979 -1980 Fiscal Year Sheriff Johnson advised the board thatcrime was increasing-and his department needs additional officers and detectiveequipment and supplies to work with the rising crime rate The Sheriff also askedthe board to fund positions for matrons in the county jail The State requires thejail to have matrons to secure women prisoners Sheriff Johnson also told theboard his employees are willing to work, but they need the equipment to work with ,and further the people of Johnston County are demanding and deserve good lawenforcement Chairman Denning and the board members advised the sheriff they realizethe work load is getting more demanding every yearAfter much discussion, Commissioner Frank B Holding moved that KramerJackson, County Administrator, be authorized to work with the Sheriff and proceedto order the detective equipment and office furniture and supplies the Sheriffneeds to up grade the Sheriffs Office Commissioner Holding further instructedMr Jackson and the Sheriff to use their best judgement and discretion in orderingthis equipment and furnitureCommissioner J E Rogerson seconded the motion which was carriedunanimously3 Budget Amendment - Sheriffs DepartmentCommissioner John M Booker moved that a budget amendment be made to fundthe expenditure of furniture and equipment for the Sheriffs Department by trans-ferring 12,300 from the Contingency Fund to the Sheriffs Department Budget1051074Commissioner Frank B Holding seconded the motion which was carriedunanimously4 School Budget DiscussionThe board again discussed the school budget requests, and the teacherssupplement request in this years budget Commissioners John M Booker and JamesW Cash expressed favor of approving the teachers supplement requestChairman Denning stated that he was very proud of the county school system,as he was of all the county departments and agencies, but with all due respect, heindicated he would have to stay with the decision of the board of 7 increases andno new positions, unless absolutely necessary, for all agencies and departmentsChairman Denning continued that it will be hard on county employees with the costof living increase compared to a 7 increase in salary Chairman Denning furtherindicated he was not opposed to the teachers supplement requestThe Board of Commissioners showed the same concern with regards to theincreased requests in the entire budget, and the county wide tax rate it wouldrequire if all the needs were metChairman Denning asked the board members if they were ready to make adefinite decision on the School Budget The Commissioners stated they needed moretime before making the final decision on the School Budget, even through theythought the budget soundJune 5, 1979 Cont5 Public Library BudgetKen Reading, Director, Public Library of Johnston County and Smithfieldmet with the board to discuss briefly the Library budget request The board membersindicated very quickly they are willing to do what the Town of Smithfield does,they are willing to appropriate funds on a 50 -50 basis as in the pastUpon a motion by Commissioner James W Cash, seconded by CommissionerFrank B Holding and carried unanimously, the board recessed to meet again Monday,June 11, 1979, at 730 pmNorman C Denning, ChairmanEleanor N Creech, Clerk
