AppointmentsCommissioner John M Booker moved that James W Smith of Selma be appointedto the Selma Planning Board for a one year term effective May 1, 1979 Thisappointment as recommended by the Selma Town CouncilCommissioner James W Cash seconded the motion which was carried unanimously3 Banner Fire District Commission - AppointmentCommissioner John W Booker moved that Fulton Moore, Edward Dixon and W CLee, Jr be appointed to the Banner Fire District CommissionCommissioner J E Rogerson seconded the motionwhich was carriedunanimously4 Princeton Planning Board - AppointmentsAs recommended by the Princeton Town Council, Commissioner J E Rogersonmoved that Bryant Wellons and Tony Haddock be appointed to the Princeton PlanningBoardCommissioner John M Booker seconded the motion which was carriedunanimously5 Technical Institute - AppointmentCommissioner John M Booker moved that Dr John N Denning be reappointedto the Johnston Technical Institute Board of Trustees for an eight 8 year termeffective June 30, 1979Commissioner J E Rogerson seconded the motion which was carriedunanimously6 Library Board - AppointmentsCommissioner J E Rogerson moved that Lucy DeLaine and Harold Medlin bereappointed to the Public Library Board of Trustees for three 3 year termseffective June 30, 1979Commissioner John M Booker seconded the motion which was carriedunanimously7 Wynn Fire District Four Oaks - Special TaxKramer Jackson, County Administrator, received a letter from the Wynn FireDistrict Commission requesting that action be taken by the Board of Commissionersreducing the special fire tax rate of the Wynn Fire District from 80 to 60The Board of Commissioners concurred in the requestsssJune 4, 1979 Continued8 Oneals Fire District - Special Fire TaxKramer Jackson, County Administrator, received a letter from the OnealsFire District Commission requesting that a special fire tax rate of 6? be setfor this districtThe Board of Commissioners concurred with this request9 Johnston County Council on Status of WomenCommissioner J E Rogerson moved that the terms of all the members of theJohnston County Council on the Status of Women be extended for one 1 yearpursuant to the by -laws adopted by the council Commissioner Rogerson furthermoved that Lela Sloan be appointed to fill the vacancy created by the resignationof Claudette LaneCommissioner James W Cash seconded the motion which was carriedunanimously10 Community Action Board - Resignation of Paul KellerPaul Keller advised the Board of Commissioners by letter that his healthno longer will permit him to serve on the Johnston -Lee Community Action Board ofDirectors Mr Keller requests that the Board of Commissioners replace him onthis boardThe board accepted Mr Kellers resignation with much regret and askedMr Jackson, County Administrator, -to write him a letter of appreciation for allthe services he has rendered with dedication to the County of JohnstonThe board deferred action on a replacement to the Community Action Boardat this time11 ReportsThe following reports were filed with the boardElectrical Inspector, Dog Warden, Tax Collector12 State Affirmative Action ProgramThe Board of Commissioners instructed Kramer Jackson, County Administrator,to write a letter to the State of North Carolina stating that Johnston Countysupports the States Affirmative Action Plan13 Joseph Overby_- Request County to Secure Note for LoanJoseph Overby met with the board again asking the county to secure a loannote from Wachovia Bank Trust Company, Raleigh, North Carolina The boarddiscussed this matter again at length and advised Mr Overby they would make adecision later on during the day and instruct Mr Jackson to notify him of theirdecisionLater in the afternoon, Commissioner Frank B Holding moved that the CountyAdministrator contact Mr Overby advising the county is willing to pay off thedebt on the Overby property orthe installment payment agreement will remain asit is now, the county is not willing to secure a loan from Wachovia Bank andTrust Company to Mr OverbyCommissioner John M Booker seconded the motion which was carriedunanimously14 Revenue Sharing Funds - Proposed Use HearingKramer Jackson, County Administrator, advised the board that as requiredby law a Proposed Use Hearing for Revenue Sharing Funds was held May 17, 1979,at 3 oclock pm, and no one appeared at the hearing15 Day -By -Day Home - Request for FundsSam Stallings, Jr, Chairman, Day -By -Day Home of Johnston County, Inc,met with the board seeking funds in the amount of 7,41460 for next fiscal yearMr Stallings explained what the center does and how it operates, however, heemphasized they do not know how they will continue to operate without help fromthe countyThe board assured Mr Stallings they would discuss this request with muchconern9s1iIJune 4,1979 Cont 16 Budget StudyThe Board of Commissioners began work on the 1979 -1980 Health Budget requestIn discussion of line items on travel and expenses the Commissioners decided andtentatively agreed it was a good time to set the travel reimbursement rate for theuse of personal vehicles on official county business at the rate of 170 per mileThe board further discussed the expenditures for out -of -state travel andexpenses incurred by various county agenciesAfter much discussion, Commissioner Frank B Holding moved that all countyagencies obtain approval from the County Administrator prior to any out -of- statetravel allowance and or expenses related theretoCommissioner James W Cash seconded the motion which was carriedunanimouslyThe board again reviewed the requests of the Department of Social Sorvicesand School Board They discussed at length the Current Expense, Vocational andSpecial and Capital Outlay requests The boardstrongly emphasized they are notin favor of funding any new positions in this years budget; and are striving tohold each departments funding to a 7 increase In further discussion of thecounty transportation program budget TitleXX; Commissioner Frank B Holdingsuggested reducing this budget line item from 148,000 to 100,000proposedKramer Jackson, County Administrator, had presented the budget to the boardbased on a 69 690 tax rate17 Veterans Service Officer - AppointedUpon a motion by Commissioner J E Rogerson, duly seconded by CommissionerJames W Cash and carried unanimously, it was moved that Earl Wayne Peedin, Route 1,Princeton, N C, be appointed as Veterans Service Officer to serve at the pleasureof the Board of CommissionersThe board instructed Kramer Jackson, County Administrator, to communicatewith Mr Peedin regarding his salary and starting date18 Acting Veterans Service Officer - Retroactive PaCommissioner James W Cash moved that Marie Creech, Acting Veterans ServiceOfficer since June 14, 1978, be paid 75 per month retroactive to June 14, 1978Commissioner J E Rogerson seconded the motion which was carriedunanimouslyThe board further instructed Mr Jackson to write Mrs Creech a letter ofappreciation for the excellent services she has and is rendering to the JohnstonCounty veterans and their familiesUpon a motion by Commissioner Frank B Holding, duly seconded byCommissioner John M Booker and carried unanimously, the board recessed to meetagain Tuesday, June 5, 1979, at 730 pmsNorman C Denning, ChairmanEleanor N Cree h, ClerkJune 25, 1979
