594June 15, 1979The Johnston County Board of Commissioners reconvened in regular sessionFriday, June 15, 1979, at 12 oclock noon in the Commissioners Room of theJohnston County Courthouse, Smithfield, North Carolina with the following memberspresentNorman C Denning, Chairman, Frank B Holding, Vice- Chairman, J ERogerson, John M Booker, DVM, and James W CashMembers Absent NoneThe Chairman called the meeting to order and the following business wastransacted1 Board of Elections - BudgetLib Hoyle, Chairman, Johnston County Board of Elections, met with the board,and the board again discussed the Board of Elections budget request The boardhad previously tentatively budgeted for nine 9 Valtec Voting Machines, however,Mrs Hoyle explained that six new machines would be sufficient and the was reduced to the amount needed to purchase the six machines and one programmer2 Mental Health BudgetDan Searcy, Director, Earl Marett, Finance Director and C W Tarlton, ViceChairman, Mental Health Board, met with the Board of Commissioners again to makea final appeal for the 107,077 requested for the Mental Health Clinic The boardindicated they are very proud of the Mental Health program in Johnston County,however, made no further commitments to this agency3 Agricultural Extension ServiceBruce Woodard and Clifford Massengill met with the board asking the board toreconsider the request for an additional secretarial position with the CountyExtension Service Mr Massengill told the board the secretarial work load hasincreased 35 in the past few years at the Extension Service OfficeThe board made no further commitments on this position as this time,4 Johnston County AirportJimmy Flowers, Chairman, Johnston County Airport Authority, met asking theboard to fund the entire amount requested for the Johnston County Airport BudgetMr Flowers reviewed the entire airport budget Chairman Denning indicated he wasstill opposed to funding this entire request }I5 Johnston County Board of Education { fThe board again discussed reducing the Board of Education Current ExpenseBudget by 23,000June 15, 1979 Cont6 Mental Health BudgetThe board again reviewed the Mental Health budget request of 107,077Commissioner John M Booker and Commissioner James W Cash favored this requestCommissioner Holding and Commissioner J E Rogerson were opposed to funding thisentire request7 Extension Service Budget RequestThe board again discussed the request of the Agricultural Extension Serviceto fund a new position The board did not approve this request at this time8 Technical InstituteBudget RequestThe board again discussed the Capital Outlay request from the TechnicalInstitute Commissioner Frank B Holding indicated that he would favor a countymatch of funds if the Technical Institute could get a state grant for the newbuilding9 Johnston Memorial HospitalThe board tentatively appropriated 240,000 for Johnston Memorial Hospitalto be used for Capital Outlay and not Operating Expenses10 1979 - 1980 Budget - Public HearingCommissioner Frank B Holding moved that Kramer Jackson, County Administratobe authorized to advertise for a Public Hearing on the 1979 -1980 Budget to be heldJuly 2, 1979, at 10 oclock am, in the Commissioners Room of the Johnston CountyCourthouse, Smithfield, North CarolinaCommissioner J E Rogerson seconded the motion which was carriedunanimouslyUpon a motion by Commissioner James W Cash, duly seconded by CommissionerJ E Rogerson and carried unanimously, the board adjourned7Norman C Denning, Chairman44?1? 1 ? - auciEleanor N Creech62879
