Meeting of Board of Commissioners County of JohnstonJune 12, 1979The Johnston County Board of Commissioners reconvened in regular sessionin the Commissioners Room of the Johnston County Courthouse, Smithfield, NorthCarolina, Tuesday, June 12, 1979, at 7 30 pm, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice - Chairman, John MBooker, DVM, J E Rogerson and James W CashMembers Absent NoneThe Chairman called the meeting to order and the following business wastransacted1 Landfill Budget RequestRick Cannity, County Planner and Landfill Director, met with the boardalong with Roland Hatcher, Landfill Supervisor, and presented the County LandfillBudgetrequest for 1979 -1980In discussion and upon motion by Commissioner Frank B Holding, dulyseconded by Commissioner J E Rogerson and carried unanimously, the board decidedto eliminate the secretary position at the Landfill Office and switch the telephoneservice from the Landfill Office to the County Planning OfficeIn further discussion of the Landfill budget the board tentatively agreedto add a welder - mechanic one person, one truck driver and three clean -up men, allof these, but one clean -up position, were funded through June 30, 1979 on a part -time basis Tentative approval was also granted to retain two of the part -timeemployees The board also considered an appropriation of 65,000 to constructthree rural dumping sites equipped with 40 cubic yard containersThe board discussed the possibility of placing an employee part -time at theLivestock Arena and part -time at the Landfill; and discussed each line item requestfor the Landfill The board also tentatively approved funds for fencing in front ofthe Livestock ArenaBy motion of Commissioner Frank B Holding, duly seconded by CommissionerJohn M Booker and carried unanimously, the board instructed Kramer Jackson, CountyAdministrator, to sell the old 1967 Dodge truck at the Landfill2 Budget StudyThe Board of Commissioners reviewed and discussed at length each departmentand agencys request and made tentative approval and adjustments in various requests,still trying to keep these departments operating expenses within a 7 increaseThe board also reviewed the Hospital, Revenue Sharing, Library, Debt Service,Revenues and Contingency Fund budgetsThe board tentatively approved a secretary position for EnvironmentalHealth, a typist position at Mental Health Center and a Soil Technician for the SoilConservation Service3 Budget Study - Board of EducationThe Board of Commissioners tentatively reduced the Johnston County Board ofEducation request for 1979 -1980 by 23,000 when they learned the Board of Educationwould receive this amount in extra funds for school clerical employees for the comingyear4 Budget Study - Sheriffs OfficeThe board again discussed the Sheriffs Department request and tentativelyfunded a secretary position and three matrons for the county jail The board alsoasked Mr Jackson to work on the jail food cost line item to see if it could bereduced5 Budget Study - Board of ElectionsAt this time, the Board of Commissioners tentatively approved funds for theBoard of Elections for nine new Valtex Voting Machines, however, asked Mr Jacksonto request Lib Hoyle, Election Board Chairman, to attend the next board meeting fordiscussion on the voting machines before a final decision is made6 Budget Study - Johnston County AirportIn discussion by the board of the Johnston County Airport request of 72,00for Capital Improvements and 18,000 for Operating Exenses, there were some of theboard members that favored the entire request, however, Chairman Denning expressedfeelings as to whether this request should have priority over more valid requeststhat have not been met in this years budgetChairman Denning further instructed Kramer Jackson, County Administrator,to furnish the board with a list of all_ aircraft housed at the Johnston CountyAirport, the owners and valuations placed on these airplanes594June 12, 1979 Continued7 Budget Study - Regional Wastewater FacilityThe board discussed the revenues and expenditures for the Regional Waste-water Facilities and asked Mr Jackson to review the contracts between the townswith regards to billing the towns for servicesUpon a motion by Commissioner John M Booker, duly seconded by CommissionerFrank B Holding and carried unanimously, the board recessed to meet again Friday,June 15, 1979, at 12 oclock noon for further budget studyEleanor N Creech, Clerk62679
