Nursing Home Advisory Committee and Domiciliary Home Advisory CommitteeIt was brought to the boards attention that Mildred Strickland of Smithfield hadresigned from the Johnston County Nursing Home and Domiciliary Home Advisory Committee, andthat Ann Warren, Route # 3, Benson, had been recommended to fill this unexpired termAfter discussion, Commissioner Howard Benton moved tht Ann Warren of Route # 3, Benson,be appointed to the Johnston County Nursing Home Advisory Committee and Domiciliary HomeAdvisory Committee to fill the unexpired three year term of Mildred Stricklando this?term - -expiring February, 1983Commissioner James W Cash seconded the motion which was carried by unanimous vote3 Subdivision - James Overbee - Section IIUpon the recommendation of the County Planner, Commissioner Frank B Holding movedthat the James Overbee Section I1 Subdivision,Boon Hill Township, located off SR # 2310,approximately 14 mile south of Highway 70 east, 3 lots, be approved and the Chairman authorizedto execute this platCommissioner Howard Benton seconded the motion which was carried by unanimous vote4 Bulk Container Site - Percy Flowers SiteThe County Planner reported to the board that the bulk container site located on S R #1003, about 14 of-,a mile North of Percy Flowers Store was under construction and shouldbe completed in a couple of weeks The County Planner also reported that he is looking foranother possible site in the northern part of the county around Corinth Holders The Chairmanasked Commissioner Frank B Holding and Kramer Jackson, County Manager, to work with the plannerin securing land for the new bulk container site in this area5 Subdivision Regulations - Amendments to be ConsideredHarold Blizzard, County Planner, advised the board that the County Planning Board hadreviewed some amendments to the County Subdivision Regulations and agreed to seek the Board ofCounty Commissioners consideration, and further that the commissioners should hold a publichearing on these proposed amendmentsAfter discussion, Commissioner Frank B Holding moved that a public hearing date be setfor December 6, 1982, at 1030 am, in order to give the public the opportunity to respond tothe proposed amendments to the Johnston County Subdivision RegulationsCommissioner James W Cash seconded the motion which was carried by unanimous votef a267November 1, 1982 Continued6 Appointment to Area Mental Health Board DiscussedThe board discussed the vacancy on the Area Mental Health Board, however, deferredaction on this matter until the December board meeting7 Nursing Home - Health Development Services, IncAnderson Howell, Attorney, representing the proposed nursing home under considerationfor construction in Johnston County Health Development Services, Inc, met with the boardand reported that the final resolutions and documents that he had hoped to have prepared andready for final adoption by the board were not ready at this time Mr Howell asked theboard if they would bewilling to call a special meeting at such time as he can get thesedocuments prepared and in hand Mr Howell advised that the State has approved this facilityTheChairman advised Mr Howell to contact the County Attorney and Manager when heneeded a special meeting to be called8 Road Petition - S R # 1180Commissioner Howard Benton moved that the petition presented to the board requesting thepaving of Secondary Road # 1180 located in Ingrams Township be mailed to the North CarolinaDepartment of Transportation for considerationCommissioner James W Cash seconded the motion which was carried by the followingvoteAye Howard Benton, James W Cash, John M Booker, DVM, and Norman C DenningNay NoneAbstaining Frank B Holding9 Miscellaneous Items DiscussedaCommissioner Howard Benton mentioned that he felt the Board of Commissioners shouldconsider adopting some type of policies requiring members on comity` appointed -buirds ,tos ttendmeetings on a fairly regular basis Commissioner Benton stated that poor attendance of boardmeetings and committee meetings causes a hardship in trying to conduct business, and in hisopinion, these policies should require a good attendance record, or removal from the boardThe board discussed this matter and asked the County Manager to make some recommendatiofor the boards consideration and studyb The County Attorney and County Manager reported on the Lionel Richardson suit thatwent to trial in Federal Court in Fayetteville The County Attorney stated to the board thatthe case was dismissed by the judge, however, the plaintiff had appealedc Commissioner Howard Benton mentioned to the board that the Cable TV receptionin the Benson area was substandard10 US 70 and US 70 -A IntersectionWayne Bailey, Paul Anderson and Wade Pridgen, Engineers, North Carolina Department ofTransportation, Division of Highways, and Mr George Eason, Area Traffic Engineer, and othertraffic engineers, along with a delegation from Princeton, including Representative ElectBarney Paul Woodard, met with the Board of County Commissioners regarding the US 70 and US 70 -AIntersection leadiiginto PrincetonThe North Carolina Department of Transportation proposes to improve this intersectionbecause of the number of accidents two fatal this year that have occurred here and thehazardous conditions of entering this intersectionState Highway officials and engineers have agreed on a plan which will close thecross -over from Highway 70 -A to State Road # 2532 The access across Highway-70-A, leads tobusinesses located on this secondary road The Princeton people are concerned and opposed tothe closing of this cross -over stating that it would create traffic hazards at other near byintersections and hurt the businesses located on this roadBarney Paul Woodard and others suggested traffic lights at this intersection MrEason, Traffic Engineer, advised that the Highway Department, through experience, has learnedthat traffic lights at an intersection on a high speed highway often causes more accidentsthan they eliminatel f{xydt,November 1, 1982 ContinuedPhillip_Edwards, owner of a business on State Road # 2532 presented another plansuggesting that eastbound traffic be routed through Smithfield and westbound traffic throughSelma, which Mr Edwards said would reduce the 70 -A traffic The Highway Engineers and theboard agreed that an additional flow of traffic should not be routed through downtownSmithfield and its intersectionsThe Princeton Town Board has gone on record opposing this plan submitted by theHighway Officials to close the cross -over to State Road # 2532 at this intersection They saythat their main concern is economic and safety with concern regarding the businesses on thisState RoadChairman Norman C Denning emphasized that closing the cross -over to State Road # 2532would paralyze these businesses and urged the State Highway Engineers toconsider analternate plan that would leave an access to this roadRealizing that something has to be done, Mr Eason stated that they would like to goahead and implement the plan as presented and evaluate it tosee if it works Mr Easonfurther stated that if the plan improves safety at this intersection, then the State couldconsider a new service road that would open up an access to these businesses Mr Easonagain emphasized that they can not redirect traffic at this intersection if they do not closeoff the cross -over, because as long as the median is open you have got problems and confusionIn conclusion, the Board of Commissioners asked the State Highway officials to giveconsideration, if possible, to implementation of this plan without closing, the access toState Road # 2532Upon a motion by Commissioner Frank B,Holding, duly seconded by Commissioner JohnM Booker and carried by unanimous vote, the board adjournedEleanor N CreechClerk to the Board-INorman C Denning, Chairman1I?iDetailsAnnotationsEntry PropertiesModified11192013 25958 PMCreated4222003 74951 AMTemplateMinutesFieldsMinutes -
