June 11, 1979The Johnston County Board of Commissioners reconvened in regular session inthe Commissioners Room of the Johnston County Courthouse, Smithfield, NorthCarolina, Monday, June 11, 1979, at 730 pm, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, J ERogerson, John M Booker, DVM, and James W CashMembers Absent NoneThe Chairman called the meeting to order and the following business wastransacted1 Rescue Squads - Budget RequestPercell Holland, President, Johnston County Rescue Squad Association, alongwith other members of Rescue Squads, met with the board again and requested anincrease in county contributions to the eight rescue squads in the county MrHolland requested an increase from 250 a month to 300 a month for each squad foroperating expenses Mr Holland further requested that the ambulance contributionsbe increased from 25,000 to 32,000 annually Mr Holland continued, the RescueSquad Association is recommending that the ambulance appropriation of 32,000 ayear be divided equally between the eight rescue squads at 4,000 annually for thepurchase of new ambulances when the squad determines one is needed He furtherexplained this money ambulance appropriation will be spent only for the purchaseof ambulances Mr Holland told the board the total request from the JohnstonCounty Recue Squad Association is 60,800The Board of Commissioners discussed this budget request at length andseemed to favor the 300 per month request for operating expenses, however, werenot as willing to make any commitments to appropriate the 4,000 annually to theeight rescue squads for ambulances The board members expressed tentativeapproval for funding ambulances as they had in the pastThe Chairman advised Mr Holland the board would take this request underconsideration and study2 Council on Aging - Budget RequestSusan Lassiter, Acting Director, Johnston County Council on Aging, met withthe board and introduced the new Director for the Council on Aging, Mrs EarleneBentonAt this time, Mrs Lassiter presented the Council on Aging budget requestof 29,387 Mrs Lassiter explained to the board this amount represents 1170 ofthe Council on Aging budget and represents funding for the Nutrition Program,Transportation Title XX matching funds and a Transportation Co- ordinatorThe board discussed this budget request with Mrs Lassiter at length andadvised they would take it under advisement1 592June 11, 1979 Continued3 Health Department Budget DiscussionDr C W Sanders, Chairman, and members of the Health Board, along withHelen Ray, Director, Johnston County Health Department, met with the Board ofCommissioners to renew the 1979 -1980 budget requests The Health Department hasrequested an Administration Budget of 609,385 Dr Sanders, John Dail and HelenRay discussed at length various phases of this budget request, making anotherrequest that this budget be approved and funded4 Mental Health Budget DiscussionDr Dan Searcy, Director, and Earl Marett, Finance Director, JohnstonCounty Mental Health Department, met with the Board of Commissioners to discussthe Mental Health Budget request This budget request is in the amount of 107,077and includes one new position, a clerk - typist This request is 32,077 more thanthe 1978 -79 appropriation C W Tarlton, Vice - Chairman, Mental Health Board,asked the board to favorably consider this requestThe board discussed this request, however, made no final decision at thistime5 Department_ of Social ServicesBen Niblock, Director; Johnston County Department of Social Services, againmet with the board to reinstate a request to retain the Medicaid Applicationworker Ila Lamm now funded by CETA Mr Niblock explained to the board that bycourt order all Medicaid applications are to be processed within forty -five dayswith the exception of disability cases, which must be processed in sixty days Mr Niblock advised the board that Mrs Lamm consistently works above averageMr Niblock also asked the board for further consideration for matching funds forthe Transportation Program6 Budget WorkThe Board of Commissioners discussed the following departments budgetsGovernmental, Administration, Board of Elections, Finance,Tax Supervisor, Tax Collector, Legal Charges and Courts,Register of Deeds, Planning, Fire Departments and FireMarshallThe board tentatively approved one additional position for the TaxCollectors Office and the Tax Supervisors OfficeThe board discussed at length the Board of Elections request for ninenew Valtex voting machinesUpon a motion by Commissioner Frank B Holding, duly seconded byCommissioner John M Booker and carried unanimously, the board recessed to meetagain Tuesday, June 12, 1979, at 730 pm for further budget studyEleanor N Creech, Clerk62679Norman C Denning, Chairman i?J
