Mental Health BoardThe board was advised that the following terms on the Area Mental Health Board had anexpiration date of October 1, 1982; Jean Massengill citizen - female; Dr Donnie H Jonesphysician; Carolyn Ennis female- organization and Thelma Hearley citizen- femaleCommissioner John M Booker, member of the Mental Health Board, reported that Dr Joneshas notified him that he would like to retire with the expiration of this term from the AreaMental Health Board, however, the other three members are willing to continue servingAfter discussion, Commissioner Frank B Holding moved that Jean Massengill citizen -female; Carolyn Ennis female - Migrant Healthj Helen Ray, Director, Johnston County Health Department, asked the board to appropriate340 from the State Migrant grant to the Health Department to cover expenses incurred forhealth services to migrant farm workersAfter discussion, Commissioner Frank B Holding moved that the following budgetamendment be approved;Health Department Reserve 34000 from 80000082Commissioner James W Cash seconded the motion which was carried by unanimous vote At this time, when the board was discussing the 20,000 appropriated to the countyfrom the State of North Carolina for migrant expenses, Commissioner Howard-Benton called to theboards attention that the Hospital had incurred expenses for migrant services in the amountof 88,587 since April, 1982, with reimbursements of only 4,429 In further discussion,Commissioner Frank B Holding indicated that in his opinion, some of the 20,000 should beappropriated to the hospital to help off -set this expenditure The board asked CommissionerBenton to verify that the 88,587 was all hospital cost and that no doctors fees were includedin this amount12 Budget Amendment - Subdivision Regulations ComplaintThe County Planner reported to the board that he had discussed the complaint made byLewis Wilson, Developer, with the County Planning Board, in that Mr Wilson had questioned thelot size regulations in the Johnston County Subdivision Regulations; stating that the number oflots allowed on a private street do not agree with the regulations of the North CarolinaDepartment of Transportation The County Planner advised that the Planning Board will call aspecial meeting to discuss this matter and will make a recommendation to the Board of CountyCommissioners15 Subdivisionsa Upon a recommendation of the County Planner, Commissioner James W Cash movedthat the Gayle Ray Anderson Subdivision, 5 lots, Wilders Township, located SR 1742, approximatel14 mile northeast of Buffalo Creek;restriction; lot # 5 not approved for well and septic tankbe approved and the Chairman authorized to execute the platCommissioner Howard Benton seconded the motion which was carried by unanimous voteb Upon the recommendation of the County Planner, Commissioner James W Cash movedthat the William E Johnson Subdivision, 4 lots, Clayton Township, located SR 1574, approximatel2 miles north of Little Creek Church, be approved and the Chairman authorized to execute theplatCommissioner John M Booker seconded the motion which was carried by unanimous votec The County Planner in presenting the next Subdivision for approval explained thatSection I of Kozy Korner Subdivision consists of five 5 lots all fronting on astate maintainedroad Section II of Kozy Korner Subdivision was approved with two 2 private roads in August,1979, prior to the adoption of any restrictions on the number of lots allowed on a private roadIronically though, the number of lots approved on these two private roads would have conformedto the current private road restrictions and there would be room for two 2 more lots However,the owner of Lot # 6, which is a corner lot, built his house to face the wrong road This inturn means that only one more lot could be approved for the private road the house is facingSince the area now up for approval of two lots is completely landlocked and would haveconformed to the current private road restrictions had the owner of Lot # 6 built his house toface the road as proposed, the Planning Board feels that to deny approval of the two lots wouldcause unnecessary hardship and therefore have recommended that a variance be _allowed and thatSection III be given final approvalAfter discussion and recommendation of the County Planning Board, Commissioner JamesW Cash moved that the variance be allowed and that Section III of the Kozy Korner Subdivisionbe approved and the Chairman authorized to execute the platCommissioner Howard Benton seconded the motion which was carried by unanimous vote16 Indirect Cost Recovery StudyThe County Manager advised the board that David Griffith and Associates, a consultantfirm, has proposed to do an Indirect Cost Recovery Program for Johnston County at a cost not toexceed 7,500 annually The indirect cost study will be to recover additional money from thestate and federal government for programs related to human services The County Managerexplained that this firm had made indirect cost recovery studies for 35 counties in NorthCarolina, and that each of the managers in these counties that he had talked with has beencompletely satisfied with the work done by this firm The firm expects to recover at least50,000 this year in additional state and federal aid for Johnston CountyAfter a lengthy discussion and afavorable recommendation by the County Manager,Commissioner Howard Benton moved that David Griffith and Associates be employed to do an IndirectCost Recovery Program for Johnston County with the understanding that the cost of this programwill not exceed 7,500, which will come from the new money recovered ,11 Commissioner James W Cash seconded the motion which was carried by unanimous vote17 Water Tank - Painting Contract Awarded - KenlyIndustrial ParkGerald Horton, Engineer, Ragsdale Consultants, met and reviewed with the board the fivebids received to paint and repair the elevated water tank at the Kenly Industrial Park MrHorton explained that the bids consisted of a base bid for complete interior and exteriorsurface preparation of the 200,000 gallon tank and three alternatesInman Construction Company, Inc, of Southport, North Carolina, was the low bidder onthe base bid of 15,200, and still the low bidder on the three alternates; 1 to add a sumppump in base vault for 550; 2 provide lettering on one side of the tank to read JohnstonCounty for 500; 3 paint the Johnston County Seal on one face of the tank only for 1500After review of the bids by the board, and the recommendation of Ragsdale Consultants,Commissioner Frank B Molding moved to award the contract to paint and repair the water tankat Kenly Industrial Park to Inman Construction Company, Inc, Southport, North Carolina, lowbidder, as follows; Base Bid at 15;200; Alternate I -Add sump pump in base vault at 550;Alternate II - lettering on one side of tank to read Johnston County at 500; total bid of16,25000Commissioner James W Cash seconded the motion which was carried by unanimous vote18 County Financial ReportThe County Manager made a financial report for period ending September 30, 1982 Thisreport showed that revenues and interested earned were up as compared to last year19 Angier Rescue Squad- Request Financial AssistancePaul Bailey, President, Angier Rescue Squad, and Lee Wayne Tudor, Treasurer, andseveral other rescue squad members met with the Board of County Commissioners seeking financialassistance for emergency rescue squad service provided frequently in western Johnston County,mainly in the Pleasant Grove Community Mr Bailey and Mr Tudor explained to the board theAngier Rescue Squad is supported by a 13? special tax in the Black River Township of HarnettCounty, however, they provide service to residents in Johnston County that are not taxed MrTudor did advise the board that the squad does send bills for service rendered outside theBlack River District, and they do receive contributions from residents served in JohnstonCounty Mr J W Johnson, Past President, of the Angier Rescue Squad advised that even withthe donations and contributions they still receive complaints from the taxpayers, however, theywill continue to answer emergency calls, whether they receive help from Johnston County or notMr Johnson toad the board they would like an appropriation of 10,000, but would certainlyappreciate a lesser amount should the board agree to assist the Angier SquadThe Chairman and board members in discussion of this request, explained that JohnstonCountys Rescue Squads render services in other counties, and further that other countiessquads coming into Johnston County would deserve the same consideration should this board honorthis request The board advised sending money into another county for rescue service wouldbe a hard and difficult thing for the board to do, and the answer to this problem may be aspecial tax district including the area in Johnston County and other counties that the AngierRescue Squad serves The board agreed that if these residents want service provided by theAngier Rescue Squad and are willing to be taxed the Board of Commissioners will cooperateMr Bailey again emphasized that the main issue was that the Angier Rescue Squad wasset up for the Black River District which is taxed for this service and they are seekingassistance for these services provided to Johnston County residents outside the Black RiverDistrict The Angier Squad has made 64 calls in Johnston County in the past two years at17100 per call Mr Bailey also advised that the Town of Angier was seeking funds from theBlack River District to help pay for dispatchers handling calls for the rescue serviceIn conclusion, the Board of Commissioners asked the County Manager to talk with theHarnett County Manager to see if some agreement can be reached whereby the Angier Rescue Squadas well as other squads that operate across county lines could benefit20 To Williford - Road Paving Request and Industrial Recruitmenta Tommy Williford of Pippin Motors and a Smithfield resident, White Oak Drive, offBooker Dairy Road, asked the board for guidance in getting a portion of this road paved MrWilliford explained that a short distance of this road is unpaved and gets in bad shape duringwet weatherThe board asked that the County Manager and Paul Anderson, with the North CarolinaDepartment of Transportation, investigate the road and report back to the boardb Mr Williford also asked the board to consider employing a full time industrialco- ordinator to recruit industry for Johnston County Mr Williford stated that he isconcerned about his future as well as the communitys^The board advised that Commissioner Frank B Holding acts as the countys industrialco- ordinator on a part -time basis They told Mr Williford that Johnston County has spentits money wisely, in their opinion, in the past several years by running water and sewer linesto new industrial sites to attract industrywOctober 4 Continuedc` Mr Williford also spoke to the board about the purchase of county vehicles,asking that the local dealers receive an opportunity to submit a competitive bid21 Princeton Community Development ProjectThe board discussed a letter received from the U S Department of Housing and UrbanDevelopment concerning the September 8 and 9th visits to the Town of Princeton CommunityDevelopment ProgramThe purpose of this visit was to monitor real estate and relocation policies andprocedures to determine compliance This letter pointed out a number of discrepancies in theadministration of this program The board was most concerned with item number one #I letterof September 29th which reads as followsRelocation 1 Correctable OConnor Walker- A review of the file shows that thisperson was paid a fixed moving expense payment in the amount of 41000 The record does notcontain evidence which established the persons eligibility ie, that he is a displacedperson for this payment See 24 CFR 4249 and 24 CFR 42357b The County must eitherprovide evidence acceptable to this office that Mr Walker was eligible for this payment orreturn the amount of the Payment 41000 to the program and remove the cost from the projectaccountThe commissioners were concerned enough to try to meet with the Princeton Town BoardThe Princeton Town Board was not available Commissioner Holding requested Carl Gurley,Chairman of the Advisory Board, to meet with the County Commissioners Commissioner Holdingexpressed to Mr Gurley the boards concern and desire to see that the grant funds were spentin compliance with HUD regulationsMr Gurley advised the board that he would meet with the Princeton Town Board and thatthey would resolve all matters in the September 29, 1982, letterAfter further discussion, Commissioner Frank B Holding moved that the County Managerwork with Red Smith to get a response letter in order Commissioner John M Booker secondedthe motion which was carried by unanimous vote22 Squelch Control for Fire Communications SystemAt this time, and after further discussion of the communications problem with the firedepartments because of the interference from Richmond, Virginia, and Henrico County, Virginia,Commissioner Howard Benton moved that the county purchase squelch control devices for allcounty fire departments communications equipment Commissioner Benton further moved that thefollowing budget amendment be approvedContingency Fund Debit 8000008215,00000Credit 104340353Squelch Control 15,00000Commissioner Frank B Holding seconded the emotion which was carried by unanimous vote23 County Buildings - Rear Portion To Be Torn DownCommissioner Frank B Holding moved that the County Manager instruct the CountyMaintenance Supervisor to tear down the rear portion of the two county owned buildings facingThird Street Pollys Department Store and Value Pak Commissioner Holding further movedthis work should be done without working a hardship on the businessesCommissioner James W Cash seconded the motion which was carried by unanimous vote24 Sheriffs ComplaintGeorge Johnson, Sheriff, at this time, appeared before the board in regards to thereport furnished the board members by the County Manager The Sheriff asked the board for moretime in order that he might study the report and respond accordingly The board granted thisrequest advising the Sheriff that he could respond at the next regular board meeting Theboard also asked the County Manager to work with the Sheriff concerning this report if need be25 Hospital Cost -
