1979 -1980 Proposed BudgetAs theChairman opened the meeting for discussion, he announced that theBoard of Commissioners had reconsidered the Transportation Program request and hadagreed to reinstate the 48,000 previously cut from the Transportation Budget,funding this program for the 1979 -1980 fiscal year as requested in the amount of148,000A large delegation of people was present in support of the countytransportation program and many citizens praised the transportation programsbenefits to the needy people in Johnston CountySupervisors and representatives from Johnston Lee Community Action, Councilon Aging, Johnston County Industries and Social Services were also present tosupport this programs fundinga Paul Keller asked the Board of Commissioners to adopt a resolutionpermitting the collection of fees from ineligibles for use of thetransportation system and asked the board to appoint a TransportationAdvisory Committee to be responsible to the Board of Commissioners Thiscommittee to check into the funding for transportation The board advisedMr Keller they would take this request under advisementLeon Penny, Executive Director, Johnston Lee Community Action, concurredwith Mr Kellers requestb C W Tarlton, Vice Chairman, Board of Mental Health, along with otherboard members, met with the Board of Commissioners to again ask for funds tenable the Mental Health employees to receive a 7 salary increase MrTarlton explained they were asking for an additional 17,563 in order tobring their salaries in line with other county employeesThe Board of Commissioners and Mental Health board members discussed thismatter at length The County Commissioners showed much concern over the continatioof federal participation at the Mental Health Center Commissioner Bookercommented that more patients are being treated locally, therefore, fewer patientsare being sent to Dorothea Dix so it would seem that State money should divertback to th6 area centersHelen Spence, Executive Director, Mental Health Association, asked theBoard of Commissioners to adopted the following resolutionU11 e M _TTrP T 1RTBE IT RESOLVED THAT WE, the Mental Health Association of Johnston County,a non - profit volunteer citizens group, do hereby ask that the record show that westrongly oppose the budget cut proposed by the Johnston County Board of Commissionefor the Johnston County MentalHealth Center,In accordance with our philosophy, the Mental Health Association feels thatthe people of Johnston County deserve a viable and strong mental health programwhich is readily accessible to them -- a program that is wholeheartedly supportedby our countys commissioners and one that is carried out by an intelligent andcapable staff at the Mental Health CenterIf this proposed budget cut of 17,56300 is allowed to pass from theCommissioners hands either one or both of the following consequences will takeplace1 the Mental Health Centers staff will face a five percent 5 increasin salary for the next fiscal year which will be inconsistent not only witha cost of living raise but also with the salary increase other countyemployees will enjoy; and or2 the Johnston County Mental Health Center will have to reevaluate itsservices and possibly reduce program services which are already availableto the people of Johnston CountyThe Mental Health Association of Johnston County strongly feels that thisproposed budget cut will be extremely detrimental to the well - being of our countysmental health programsgly_hI1July 2, 1979 ContWe would like the Commissioners to take note of the following1 our Mental Health Center is the only county agency which has been citedstatewide as a model agency in these two areasa the Mental Health Center treats more of Johnston Countys mentallydeficient residents in their home county than any other mentalhealth center in the state; andb the Mental Health Centers rehabilitation treatment services havebeen recognized to be the best by state officialsThe Mental Health Association of Johnston County is proud of our countysmental health center and would hate to see it suffer a financial setbackWe ask you to reinstate these funds so that the excellent services from theJohnston County Mental Health Center to Johnston Countys people can be maintainedSubmitted by Helen M SpenceExecutive DirectorMental Health Association ofJohnston CountyMrs Julia Elsee spoke supporting the Mental Health request of 17,563 inorder to give 7 salary increases at the Mental Health CenterThe Board of Commissioners advised they would take this request undercareful consideration1 c Percell Holland, Johnston County Rescue Squad Association, met with theboard requesting funds in the amount of 710 to up -date the county rescuesquads communications system Mr Holland explained the county -wide rescueradio is now located at the Smithfield Police Station and should be in theSheriffs Office This 710 is requested to cover the cost of relocating thecommunications radio in the Sheriffs OfficeThe board advised Mr Holland they would take this request under advisement1 d Spence McCullers questioned the appropriation for the Johnston CountyAirport and also questioned how the entire county benefits from the airportCommissioner Frank B Holding and board members responded to Mr Cullersinquiry in that you must have a community of mixed services The airport is vitalto industrial and economic growth and the airport will increase the tax base andindirectly help the entire countys economic growthJimmy Flowers, Chairman, Johnston County Airport Authority, advised in re-questing funds for the airport, that with a larger parking area the airport willbe able to bring in more revenue by having more planes based here1 e Lacy Coats spoke supporting the request for a Soil Scientist positionto be funded in the Johnston County Health Budget1 f Sheriff George Johnson thanked the board for all their considerationand again requested the board to fund one additional deputy positionNat Sanders spoke in behalf of Sheriffs request for additional deputyAt this time, the Chairman called for anyone else that wished to speak withregard to the 1979 -1980 Proposed BudgetThere being no further response to the 1979 -1980 Proposed Budget, CommissioneJames W Cash moved that the Public Hearing be closedCommissioner Frank B Holding seconded the motion which was carriedunanimouslyAt 12 oclock noon, Chairman Denning called the Board of Commissioners intoregular session in the Commissioners Room of the Johnston County Courthouse,Smithfield, North Carolina1 Town of Clayton - Cutter Labs - Wastewater TreatmentBill Brewer, Administrator, Town of Clayton, and Gene Cobb, Engineer, metwith the board in regards to up- grading the treatment of wastewater from CutterLabs Mr Brewer advised that Claytons wastewater treatment facility will notaccomodate the increased load of wastewater coming from Cutter Labs Mr Brewer,alexplained this industry with the expansion has outgrown the present wastewaterpumping equipment and the pumps need to be replaced with larger ones Mr Brewerasked the board for consideration of 15,000 to replace the present pumps in orderto increase the capabilities of the pumping station to accomodate a greater loadof wastewater from Cutter LaboratoriesThe board advised Mr Brewer they would take this request under advisementand careful consideration? 598July 2, 1979 ContinuedGene Cobb, Engineer, explained to the board there will be an over -run of10,000 on the 114,500 already appropriated for the Clayton Wastewater TreatmentFacilityAfter much discussion, the board tentatively agreed to appropriate one -halfof the pump replacement cost of 7,500 and Cutter Labs tentatively agreed toappropriate the other half The Board of Commissioners also tentatively agreed toappropriate funds to take care of the`10,000 over -run on the Clayton WastewaterTreatment Facility Tentative total of 17,500002 Budget Study and Discussion - 1979 -1980The board discussed at length the requested amount of 90,000 for theJohnston County Airport Chairman Denning strongly opposed 72,000 of the 90,000request that is to be used for Capital Outlay, however, agreed to go along with therequested amount of 18,000 for operating expenses Chairman Denning emphasizedthat it was his understanding the airport was to be self - supporting afterconstruction Chairman Denning further advised the other board members that hewould refuse to accept and vote favorably for this budget with 90,000 appropriatedfor the Johnston County Airport Authority at the expense of other county agenciesand other more needed programs that had been cutChairman Denning emphasized again that he strongly opposed approval of the90,000 airport requestCommissioner Frank B Holding with a different opinion about airportfunding, stated that the airport runways need to be extended to accomodate theindustrial growth in Johnston Countya the board tentatively agreed to appropriate 3,000 for the operationalcosts of the fire departments foam truck, stating that final approval wouldbe when the budget was adoptedb School Budget - the board discussed an additional request from theBoard of Education in the amount of 176,828 The amount includes allproceeds from Vocational and Special taxes current and prior years and23,000 request previously cut by the boardThe board at this time tentatively agreed to reinstate the 23,000 and anestimated amount of delinquent tax collections in the amount of 30,744c Mental Health -
