Meeting of Board of Commissioners for the County of JohnstonJuly 27, 1982The Johnston County Board of Commissioners reconvened in regular session on Tuesday,July 27, 1982, at 730 pm, in the Commissioners Room of the Johnston County Courthouse,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, James W Cash, John M Booker, DVM, and Howard BentonMember Absent Frank B HoldingThe Chairman called the meeting to order and the following business was transacted1 Community Development Block Grant Application - Wilsons Mills Community - ResolutionsDavid Blaha, Triangle J Council of Governments, met with the board and discussed atlength the proposed Community Development Block Grant application for the Wilsons MillsCommunity Mr Blaha explained that the federal funds would be used to make improvements insubstandard areas of this community The board questioned Mr Blaha as to specific ways thegrant money would be spent, and he further explained that certain amounts would be spent for awater system, septic -tank systems, repairing dwellings and improvement of roadsRelative to a Community Development Block Grant being awarded to Johnston County forthe Wilsons Mills community, as the countys contribution, the board intends to construct abulk container site for the collection of trash and household garbage at an estimated cost of25,000 in the Wilsons Mills area,After further discussion and upon motion by Commissioner Howard Benton, duly secondedby Commissioner James W Cash and carried, the following resolution was adoptedA RESOLUTION TO APPLY FOR FUNDS UNDER THE NORTH CAROLINA COMMUNITY DEVELOPMENTBLOCK GRANT PROGRAM AND ADOPTING A PROGRAM THEREFOREWHEREAS, The County of Johnston is interested in making itselfan excellent place fordiving and working for all its citizens and is anxious to work for the removal of all factorsthat make the accomplishment of such a goal difficult, including any cause and evidences ofblight and deterioration; andWHEREAS, The North Carolina Community Development Block Grant Program authorizedunder the Housing and Community Development Act of 1974 as amended in 1981 offers incentivesto local governments to develop viable communities by providing decent housing and a suitableliving environment and by expanding economic opportunities, principally for persons of low andmoderate income; andWHEREAS,_ TheCounty of Johnston agrees that there is a need to continue a comprehensiveand coordinated plan and program in order to meet its community development needs in the mosteffective manner;NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County of Johnstonthat the Community Development Application for the Wilsons Mills Target Area and the contentstherein including all understandings and assurances are hereby adopted; and, The County ofJohnston will work diligently to implement the proposed program if these requested grant fundsare awarded; andBE IT FURTHER RESOLVED THAT Kramer Jackson is authorized to act as the officialrepresentative of the County of Johnston in connection with this application and to providesuch additional information as may be required by the North Carolina Department of NaturalResources and Community Developmentthe 27th day of July, 1982Norman C DenningNORMAN C DENNING, CHAIRMANRES LUTION WAIVING ACREAGE FEES AND ASSESSMENTS FOR STREET IMPROVEMENTS ANDTAP ON FEES FOR WATER IMPROVEMENTS IN COMMUNITY DEVELOPMENT TARGET AREAWHE EAS, the Board of Commissioners of Johnston County has carefully considered therequirement for application for assistance from the Housing and Community Development Act of1974; andWHEREAS, the Commissioners of Johnston Countyhave expressed their intention to applyfor Communi y Development Funds to concentrate on improvements of the area known as WilsonsMills andJuly 27th ContinuedWHEREAS, improvements in this area will include water service and street improvementsto be installed entirely with Community Development funds; 1iNOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Johnston County thatthis board agrees to waive acreage fees and assessments for street improvements and to waiveacreage fees, assessments, and tap -on fees for water improvements installed in the CommunityDevelopment target area with Community Development funds, jCommissioner John M Booker moved the adoption of the foregoing resolution CommissioneJames W Cash seconded the motion and, upon vote, the motion carried, this the 27th day of July, ` {1982Upon a motion by Commissioner John M Bookej , duly seconded by Commissioner James WCash and carried, the board adjournedNorman C Denning, ChairmansKram Jackson Recording in theabs ce of Eleanor N Creech, Clerkto the Board8r1 f II? 1DetailsAnnotationsEntry PropertiesModified11192013 12558 PMCreated4222003 74322 AMTemplateMinutesFieldsMinutes - TypeRecessedMinutes - Date7271982Book17
