Meeting of Board of Commissioners for the County of JohnstonDecember 17 1979The Johnston County Board of Commissioners reconvened in regular sessionMonday, December 17, 1979, at 12 oclock noon, in the Commissioners Room of theJohnston County Courthouse, Smithfield, North Carolina, with the following memberspresentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, J E Rogerson,John M Booker, DVM, and James W, Cash,Members Absent NoneThe Chairman called the meeting to order and the following business wastransacted1 Council on Aging County Funds to Match Federal Grant Simon Jones PropertErlene Benton, Executive Director, Johnston County Coundilon Aging, at theboards request, again met to seek county matching funds in the amount of 3,62100for renovation and equipping of the Simon Jones house for a new Senior CitizensCenterCommissioner Frank B Holding and Commissioner John M Booker reported theyhad visisted this property for evaluation as requested by the board CommissionerHolding reported he questioned the wisdom of repairing this house, however, he wouldgo along with the board if they decided to fund Mrs Bentons request CommissionerBooker concurred with Commissioner Holdings report,After further discussion, Commissioner J E Rogerson moved that the countymatch federal funds with 3,62100 for renovation and equipping the Simon Jonesproperty for a new Senior Citizens Center, Commissioner Rogerson further movedthat the Council on Aging budget be amended by 3,62100 from the county contingentfundCommissioner James W Cash seconded the motion which was carried by unanimouvote2 Produce Market Steering CommitteeHenry Whitley met with the board again and discussed the proposed countyproduce market Mr Whitley asked the board for land owned by the county 301 siteadjacent to Jones Brother Furniture, and whatever support the board is willing togive to promote a market for produce growers in Johnston County In discussion,Commissioner James W Cash indicated he felt the county should be involved in someway, but questions if the county should go into this project one hundred percentMr Whitley says he feels the Produce Market can be a success with the support andbucking they have had so far Commissioner Holding, more reluctant, says he feelsit will be a hard struggle for the facility to make its way, however, pledged hissupport, indicating the operation should be in best interest of growers andconsumers The board asked Mr Whitley and his committee to seek the assistance ofBruce Woodard,and the County Extension Service and to bring more specific overallplans and specifications; such,as 1 amount of land needed 2 marketing program,and 3 design-and cost of building, and 4 operating budget; back to the boardon January 7, 1980 for consideration,The board further advised Mr Whitley they would like to see the wholepicture before making any commitments for a county produce market operation3 Town of Kenly - Wastewater Treatment Facility Expansion - Request FundsGerald Whitehurst, Mayor, Town of Kenly, members of the Kenly Board ofCommissioners, and other interested citizens, including Mr J Dobbin Bailey,former County Commissioner and Board Chairman, met with the board seeking financialassistance in the amount of 125,000 to modify and up -date the Town of KenlysWastewater Treatment FacilityMayor Whitehurst and Tom Moore, Engineer, explained that the present facilithas reached its maximum capacity and it does not meet the state and federal anti-pollution requirements to flow into Little River Only single family hook -ups arepermitted by the state at the present time Mr J Dobbin Bailey asked the boardto seriously consider this request as it will affect Kenlys potential growth,residential and commercial, and the town is not financially able to meet theimmediate needs of the plant-December 17th ContinuedNorman C Denning, Chairman, asked the County Administrator for a budgetreport, with respect to any possible means of granting this request, KramerJackson, County Administrator, advised the board that the county is faced with amarginal cash flow and any large obligation at this time would work a hardship onthe countyThe board, at this point, and after much discussion, expressed support tothe Kenly group, however, advised this request could not be met in this yearsbudget The board further indicated the county is willing to appropriate funds rJul year next provided the Town of Kenly agrees to pay back the moneye Y July 1 ? 1980 ? pby applying 507o of all out -of -town sewer charges toward the indebtednessThe Board of County Commissioners asked Mayor Whitehurst to take thisproposal to the Town Council for considerationUpon motion by Commissioner Frank B Holding, duly seconded by CommissionerJohn M Booker, DVM, and carried by unanimous vote, the board adjourned,Norman C Denning, ChairmanEleanor N Creec , Clerk11080l I
