June 22, 1982The Johnston County Board of Commissioners reconvened in regular session on Tuesday,June 22, 1982, at 730 pm, in the Commissioners Room of the Johnston County Courthouse,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash,John M Booker, DVM, and Howard BentonMembers Absent None11 The Chairman called the meeting to order and the following business was transacted1 Town of Selma - Clean Water Bond Funds - ApplicationMayor Grover Dees and Joe Moore, Councilman, Town of Selma, met with the board regardingthe Town of Selmas application for Clean Water Bond money to improve their water facilitesOn March 1, 1982, the Board of Commissioners endorsed the Town of Selmas projectand application for bond money for improvements to their water supply system Recently theTown of Selma has filed an application for CleanWater Bond money in the amount of 49,525At the time the board endorsed Selmas application, it was the intent of the boardthat the Selma project be given primary consideration and that the countys application besecondary to Selmas application The State has advised the county manager that in order togive Selmas application first priority, it will be necessary that the county and the Town ofSmithfield relinquish Clean Water Bond money in the amount of 49,525 The county has soadvised the state, however, the Town of Smithfield had not at the time of this meeting and theengineer advised that June 24th was the deadline dateThe Board of Commissioners indicated that it is the intent of the county to contributeto the Water Treatment Plant expansion project the total amount of Clean Water Bond moneyreceived by the Town of SelmaAfter further discussion, Commissioner Frank B Holding moved that the countyrespectfully request the Town of Smithfield write a letter to the States Department of HumanResources endorsing Selmas project for Clean Water Bond money and that Smithfields applicationbe secondary to Selmas application Commissioner Holding further moved to hold the Town ofSmithfield harmless in the amount of 49,525, and any loss in grant funds will be absorbed bythe countyCommissioner James W Cash seconded the motion which was carried by unanimous vote2 Fire - Rescue Training FacilityJoe Moore, Fireman, met with the board requesting funds from the county to assist withthe development and construction of a Fire - Rescue Training Facility to be started at JohnstonTechnical College Mr Moore advised the board they have been working on this project andmaking plans for two or three years and are to the point they needs funds and assistance fromthe county to enable them to start to work on this facilityJune 22, 1982 ContinuedThe board discussed this project very favorably and tentatively agreed to put 50,000in the 1982 -1983 Budget for a Fire - Rescue Training Facility at Johnston Technical College3 Recreation Grant Extension Town of Pine LevelCommissioner John M Booker moved that the Town of Pine Level be granted an extensionof 60 days, until August 31, 1982, for the expenditure of their 1981 -1982 Recreation Grant inthe amount of 2,000Commissioner Frank B Holding seconded the motion which was carried by unanimous vote4 Fire Works Display,--Optimist Club of Smithfield - Town of Pine LevelCommissioner John M Booker moved that the Optimist Club of Smithfield and the Townof Pine Level be granted permission to hold a 4th of July fire works display at their designatedlocationsCommissioner Frank B Holding seconded the motion which was carried by unanimous vote5 Angier Rescue SquadThe Chairman and Commissioner James W Cash advised that a representative of the AngierRescue Squad had contacted them seeking an annual contribution of 3,000 for services renderedin Johnston County in areas near the Harnett County lineThe board took no action on this requestUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner John MBooker, and carried by unanimous vote, the board recessed to meet again on Monday, June 28,1982, at 730 pmNorman C Denning, ChairmanEleanor N CreeClerk to the Board416j;d1IIDetailsAnnotationsEntry PropertiesModified11192013 15709 PMCreated4222003 73640 AMTemplateMinutesFieldsMinutes - TypeRecessedMinutes - Date6221982Book17
