May 17, 1982The Johnston County Board of Commissioners reconvened in regular session Monday, May17 1982, at 730 pm, in the Commissioners Room of the Johnston County Courthouse, Smithfield,North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash and HowardBentonAbsent John M BookerThe Chairman called the meeting to order and the following business was transactedPUBLIC HEARING - 1982 -1983 PROPOSED BUDGETThe Chairman opened the Public Hearing on the 1982 -1983 Proposed_ Budget for anyone thatwished to speak or had any comments on the budget;1 Mental Health Association Charles Hester, President, Johnston County Mental HealthAssociation, spoke on behalf of the association and informed the board of services that will becut and curtained unless federal funds that will be cut are replacedIt appears at this time that the in- patient treatment services at the Mental HealthCenter will be closed unless Johnston County is able to secure funds from a block grant madeto the State from the Federal Government to be distributed among the local programs, or fromsome other source If the in- patient unit should have to be closed this means that patientswill have to go to Dorothea Dix for treatmentDr Dan Searcy, Director, Johnston County Mental Health, again advised the board theyare doing every thing they can to get their share of the block grant and are hoping that theState will come up with some kind of program,that will enable the Mental Health Clinic tocontinue to render needed services to the citizens of Johnston CountyThe board discussed the Mental Health Budget request at length and with much concern,but concluded they would have to wait and see what the North Carolina General Assembly does inappropriating funds for Mental Health and related services, and further that they will do allthey possibly can to help as they appreciate the job the Mental Health Department is doing2 Micro Water AssociationCarl Smith, Secretary- Treasurer, Micro Water,Association, appeared and again asked theboard to consider funding the request to run a water line from Micro to North Johnston HighSchool3 Airport AuthorityColonel Paul Johnson, Chairman, Johnston County Airport Authority, appeared reportingthat the operational status at the airport was sound and that the Airport Authoritys requestwas only for the county to match funds on a 50 -50 basis for improvements at the airport toextend the runway and taxiway and prepare the area beyond the terminal to expand hangarsColonel Johnson reported that so far they have had a very safe operation at theairportThere being no one else present to speak regarding the 1982-1983 Proposed Budget,the Chairman declared the Public Hearing closedIn further discussion by the board of the 1982-1983 Proposed Budget, CommissionerHolding showed concern that the Capital Outlay items might be falling behind and indicatedthat,,,-,In his-?iopiniorilr- the county needsto maintain capital outlay projectsUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner JamesW Cash and carried, the board adjournedNorman,C Denning, ChairmanEleanor N CreechClerk to the Board¦IDetailsAnnotationsEntry PropertiesModified11192013 24041 PMCreated4222003 73116 AMTemplateMinutesFieldsMinutes - TypeRecessedMinutes - Date5171982Book17
