M11 IJohnston County Board of Commissioners meeting as a Board of Equalizationand ReviewApril 3, 1979The Board of County Commissioners of Johnston County convened as the Boardof Equalization and Review at 700 PM, in the Commissioners Room of the Court-house Those present were; Norman Denning, Chairman, Frank B Holding, Vice- Chair-man, Dr John M Booker, James Cash and J E Rogerson Also in attendance wereJohnnie Stott, Tax Supervisor and Secretary to the Board of Equalization and Review,Kramer Jackson, County Administrator, Eleanor N Creech, Clerk to the Board ofCommissioners and Mr Jack Lewis, Representative of Associated Surveys CompanyactionThe following property appeals were heard and the board took the following1 Mr Ayden Barefoot of Meadow Township complained about the value ofbuilding sites on his property He stated that 2,000 was too much whencompared to the other values of his property Mr Barefoot also statedthat according to ASCS records, his acreage was wrong on the tax books -a change of acreage in each category would directly affect his totalvaluationThe Board of Equalization and Review directed that the Tax Supervisor andMr Jack Lewis to meet with Mr Barefoot and make corrections on acreageaccording to the best records available and make recommendations ofadjustments if justified2 Mr Hinton C Davis of Smithfield complained that the valuation on hisproperty increased from 23,500 to 54,760 His complaint is based oncomparison of values with neighbors valuesThe Board of Equalization and Review directed the -Tax Supervisor and theappraisal firm to recheck the houses in the ,imme,diate area and, have adirect comparison of unit values and make recommendations for adjustmentsto bring Mr Davis value in line with neighbors3 Mr Ranson Massengill of Clayton stated that his valuation hadincreased 224 and by not knowing what the rate would be, he was concernedwith the ability to pay the taxesThe Board of Equalization and Review expressed concern also and statedthat the Board of Commissioners would set the tax rate as low as possiblein JulyNo further action needed on Mr Massengills appeal4 Mr Alpheus Cockrell of Route 2 Kenly complained that the value of hisproperty was too high in accord with the amount of cleared acreage andwoodlandThe Board of Equalization and Review directed the appraisal firm and theTax Supervisor to recheck Mr Cockrells property and make properrecommendations5 Mr William C Edwards of Four Oaks complained that one tract containina store building and lot increasedf Rm000 to 37,900 He also stated thatthere was a mistake in his house and lot value due to one acre being as abuilding site and the other acre being swamp areaThe Board of Equalization and Review directed the appraisal firm and TaxSupervisor to revisit the property and get back in touch with Mr Edwards6 Mr Willard Langston complained about the value of metal buildings hehad that were on leased land He stated that the buildings had value onlyin accord to the length of the lease and the buildings should depreciatedown to zero value at end of leaseThe Board of Equalization and Review asked`Mr Lewis to personally visit,this property and make recommendations7 Mr Othal Minshew of Four Oaks complained about the valuation of theFuneral Home property He stated that the valuation was too high inaccord with his cost Mr Minshew did much of the labor himself thussaving the normal labor costsThe Board of Equalization and Review requested that Mr Lewis personallyvisit this property before a decision is made¦570Board of Equalization and Reveiw Cont8 Mr Elton Earl Allen of Selma complained that his house had beendouble assessed; to him and to his father -in -law, James Larkin PeedinThis problem had been brought to the attention of the Tax SupervisorsOffice and had been taken care ofThe Board of Equalization and Review expressed their thanks to Mr Peedinand Mr Allen for their appearance and directed the Tax Supervisor toinsure that the situation be taken care of and should there be anydiscrepancy in the value placed on the house, that the lower value be theone now assessed9 Dr Donnie Jones of Princeton appeared before the Board of Equalizatioand Review to express concern over the entire tax structure He made manyj statements that were directed toward a general increase instead of anindividual appraisal He expressed concern over the valuation of hisproperty increase from 18,440 1971 to 36,880 in 1974, and 83,000+ in1979The Board of Equalization and Review listened to the comments of DrJones but took no action in regards to any specific valuationUpon motion, duly seconded and carried unanimously the Board ofEqualization and Review recessedel- _0Norman C Denning, Chairmanohnnie Stott, SecretaryQprd of Equalization and ReviewEleanor N Creech, ClerkBoard of Commissioners
