Meeting of Board of Commissioners for the County of JohnstonMarch 16, 1982The Johnston County Board of Commissioners met in special session Tuesday, March 16,1982, at 11 oclock am, in the Commissioners Room of the Johnston County Courthouse,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, John MBooker, DVM, and Howard BentonMembers Absent NoneThe Chairman called the meeting to order and the following business was transacted1 Secondary Road Construction Program CriteriaPaul Anderson, Engineer, N C Department of Transportation, Division of Highways,along with C A Gardner, Jr, Division Engineer, Jack Murdock, Secondary Road Officer, andPhil Badour, Fourth Division Commissioner, met with the board to further discuss and explainnew criteria adopted by the Board of Transportation for the utilization of State Road BondFunds for the calendar year 1982The Board of County Commissioners on March 1, 1982, passed a resolution opposing theuse of any Road Bond money to maintain secondary roads and notified the engineers and SecondaryRoads Officer of this action In response, the highway officials requested an opportunity tomeet with the board regarding the program for 1982Mr Badour, Highway Commissioner, stated they realized the Secondary Road Program wasimportant to Johnston County and the Highway Department wants to work with the board Mr Badoexplained the new policy adopted by the Board of Transportation, whereby 20 of the SecondaryRoadConstruction Fund will be used on state maintained paved secondary roads and 15 will beusedfor spot stabilization of unpaved roads The 20 for maintaining paved roads will includewidening, strengthening, intersection improvements, and bridge improvements replacementJack Murdock; Secondary Roads Officer, addressed the rationale behind the new policy,stating the Board of Transportation has made an effort to look at the entire Secondary RoadSystem in each 100 counties, as they feel unpaved roads have been neglected in the State foryears The new system will slow up paving, however, will improve and help the overall countysystemThe Commissioners explained to Mr Murdock and Mr Badour that one of the biggestproblems here in Johnston County is trying to explain the priority rating system when roadpriorities jump around so muchThe Board of Commissioners again explained that their main concern, with regards to thenew program, is to make the Highway Department well aware that they are very much opposed toany Road Bond money being used to maintain secondary roads, and strongly emphasize that thismoney should be used for paving unpaved secondary roads in the county Mr Badour assured theboard that no bond money will be used for maintenance nor to improve paved roads and furtherthat the bond money will be used for pavingThe 1982 -1983 Secondary Road Program was left with the board for study, to be consideredfor approval on first Monday April 5th This program shows Road Bond funds allocated only topaving projectsThe board thanked Mr Badour, Mr Murdock, Mr Gardner, Paul Anderson and Wade Pridgenfor meeting with the board to explain the new policy2 District Highway Engineer - ResolutionUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner James WCash and carried, the following resolution was adoptedRESOLUTIONWHEREAS, Johnston County has been served by Paul Anderson as District Engineer with theNorth Carolina Department of Transportation, Division of Highways, for many years; andWHEREAS, Mr Anderson has done an outstanding job for the citizens of this county; andWHEREAS, it is only a short while before Mr Andersons retirementNOW, THEREFORE, BE IT RESOLVED, as an expression of sincere appreciation, on behalf ofthe`Johnston County Board of Commissioners, it is hereby requested that the State of NorthCarolina employ Paul Anderson in the position of District Engineer until such time as he iseligible for retirement3 Executive SessionAt this time, Commissioner Frank B Holding moved that the board go into ExecutiveSession to discuss a personnel matter Commissioner Howard Benton seconded the motion whichwas carriedAfter Executive Session and upon motion by Commissioner Frank B Holding, duly secondedby Commissioner James W Cash and carried, regular session was resumedUpon motion by Commissioner Howard Benton, duly seconded by Commissioner James W Cashand harried, the board adjournedg ?Norman C Denning, ChairmanEleanor N CreechClerk to the Board
