Meeting of Board of Commissioners for County of JohnstonFebruary 4, 1982The Johnston County Board of Commissioners reconvened in regular session Thursday,February 4, 1982, at 7 oclock pm, in the Commissioners Room of the Johnston County Court-house, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, John M Booker, DVM,James W Cash and Howard BentonMembers Absent NoneThe Chairman called the meeting to order and the following business was transacted1 Water Study Committee Recommendation to Board - Upgrade Smithfield Water PlantTim Broome, Engineer, Ragsdale Consultants, reported that the Water Study Committeehad met, studied and discussed the water supply and water supply needs in Johnston CountyThe engineer reported that sources of the Cape Fear, Little River and expansion of theSmithfield Water Plant Neuse River had been studied and considered at lengthThe Water Study Committee and the engineers have determined that the expansion of theSmithfield Water Plant, the Neuse River source, would be the most feasible and most economicalway to go This concept is to expand the Smithfield Water Plant to treat 6 million gallons ofwater aday at an expansion cost of approximately one million dollars The engineer explainedthe technical aspects of the expansion plan stating that it could be done in three phases overapproximately a three year period and keep up with the demand on the plant without watershortagesIn discussion of the cost, the county anticipates financing with Clean Water BondGrant money of about 250,000 balance of Clean Water Grant funds reserved for Johnston Countyand 750,000 from county funds The board discussed this capital expenditure and pay -back byuser charges with interest based on 5 annually The board also discussed anticipated ratecharges for out -of -town customers and other users drawing water from the Smithfield WaterPlant The board speculated that if a large industry should locate in the county it couldpossibly help reduce water rates for out -of -town customersIn discussion of water sources and water needs in Johnston County, CommissionerJohn M Booker reminded the board that they needed to look down the road and not disregardthe Little River alternative as a source of water expansion in the futureAs a result of this discussion, Commissioner John M Booker moved that the engineersseek an alternate bid on the Selma to Pine Level Water Line construction for a twenty 20 inchor twenty -four 24 inch water lineCommissioner Frank B Holding seconded the motion which was carriedCommissioner Holding again stressed that Johnston County has three choices; 1 expandthe Smithfield Water Plant; 2 get water from Dunn Cape Fear River; or 3 build a waterplant near Princeton Little River, however, the expansion of the present plant at Smithfieldwill cost the county much less than the other two proposalsThe board members expressed they had worked to accommodate water needs of the people,the towns, and the industrial development in Johnston County and feel good about what theyhave been able to accomplishThe engineer explained that the urgency for a decision was because of the demand forwater and the expiration date for applications for clean water bond moneyAfter a lengthy discussion of expanding the water supplies for the county, the Boardof Commissioners agreed that the Smithfield Water Plant expansion was the feasible thing to doThe board also agreed that water consumers should be charged for the amount of water used topay for the expansion cost At this point, the Board of Commissioners indicated they are readyto find out what the Town of Smithfield is willing to doThe Board of Commissioners tentatively agreed that 1 it needs to be decided whowill make application for the grant money;
