Meeting of Board of Commissioners for the County of JohnstonJanuary 4, 1982The Johnston County Board of Commissioners met in regular session Monday,January 4, 1982, 10 oclock am, in the Commissioners` Room of the JohnstonCounty Courthouse, Smithfield, North Carolina, with the following memberspresentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James WCash, John M Booker, DVM, and Howard BentonMembers Absent NoneThe Chairman called the meeting to order and the following business wastransacted1 MinutesThe minutes of the December 7th and December 14th board meetings wereapproved as recorded2 SubdivisionsAfter approval of the County Planning Board and upon recommendation ofHarold Blizzard, County Planner, the following subdivision plats were presenteda A G Creech, Oneals Township, 5 lots located on Secondary Road# 1726Commissioner James W Cash moved that the A G Creech Subdivision beapproved as presented and the chairman authorized to execute the platCommissioner John M Booker seconded the motion which was carriedb H T Pope, Oneals Township, 5 lots located on Secondary Road# 2151Commissioner Howard Benton moved that the H T Pope Subdivision beapproved as presented and the chairman authorized to execute the platCommissioner James W Cash seconded the motion which was carriedC Norman Richardson, Oneals Township, 10 lots located on SecondaryRoad # 1733 on Little River between Highway 39 and Highway 96Commissioner James W Cash moved that the Norman Richardson Subdivisionbe approved as presented and the chairman authorized to execute the platCommissioner-John M Booker seconded the motion which was carried3 Tax Refund Request - Leawon JohnsonJohnnie Stott, Tax Supervisor, presented a tax refund request fromLeawon Johnson representing American Dryco, Inc, in Ingrams Township TheTax Supervisor advised the board that Mr Johnson had paid 1981 taxes in theamount of 94646 under protest These taxes were assessed on an airplanevalued at 127,900, and Mr Johnsons protest was based on the statement thatthe airplane was not in Johnston County on January 1, 1981 In submittingsupport information, the Tax Supervisor told the board that a purchase orderdated December 24, 1980, was presented and the County Airport Manager hadreported that Mrs Johnsons airplane was stationed at the Johnston CountyAirport on January 1, 1981The board discussedthis matter withhad been paid on this airplane in any otherstated they had notIn view of the fact that Mr Johnsonbefore the board to be heard regarding thisuntil a later date when Mr Johnson can comthe Tax Supervisor asking if taxeslocation The Tax Supervisorhas requested permission to comematter, the board deferred actione before the boardI Fj1? page 19111 Budget Amendment - Johnston Technical CollegeCommissioner Frank B Holding moved that Johnston Technical Collegebe granted permission to transfer 1,000 from the Operating Budget to theCapital Outlay Budget in order to make building renovations necessary to provideadditional office and classroom spaceCommissioner John M Booker seconded the motion which was carried12 Appointments - Johnston County Airport AuthorityCommissioner John M Booker moved that the following individuals bereappointed to the Johnston County Airport Authority for four year termsexpiring February, 1986;Dr Norman B Grantham, JrJimmy N MassengillGraham HinnantCommissioner Howard Benton seconded the motion which was carried13 Appointments - Johnston County Council on the Status of WomenCommissioner Howard Benton moved that the following individuals beappointed to the Johnston County Council on the Status of Women with terms asindicated;Rev James Sheares Term- July, 1982 jJulie Gooding Term - July,1982Jane Holding Term - July, 1982Shirley Cohen Term - July, 1985Robert Williams Term - July, 1985Commissioner James W Cash seconded the motion which was carried14 Little River Project - Public Law, 566The county manager advised that the Johnston Soil and Water ConservationDistrict Board has asked if the county would be interested in the proposed PubliLaw 566 Small Watershed and Flood Prevention Act Project on Little River, inWake, Franklin and Johnston Counties The manager explained that any positiveindication from the board would mean that the district would support planningefforts to begin on this project Ermit Stancil, Chairman, Johnston Soil andWater Conservation District Board, indicates that his board is interested onlyin carrying out the positive or negative interest of the Board of CountyCommissioners The manager further advised that the county could be asked toappropriate county funds should the county wish to encourage this projectThe board discussed this project, however, finding no reason toencourage planning efforts on the project at this time, and asked the countymanager to respond accordingly15 ReportsThe following reports were filed with the boardFinancial, Electrical Inspections, Tax Collections and DogWardeniThe county manager discussed the financial report with the board atlength with regard to the expenditures being about 10 less than the revenuesat this time The manager explained that he contributes this to the county notspending for water and sewer lines as in the past five years CommissionerHolding showing interest in the collectionof beer and wine taxes, asked themanager to report on this revenue itemIJanuary 4th ContinuedThe board also discussed tax collections with regard to the bulk of therevenue for ad valorem taxes ,being 15aid in November, Deeember and January TheChairman recalled that the county at one time gave a discount if taxes were paidearly, however, in considering the interest rates at this time, the boardfeltthat county funds and tax collections are in good standing as they are16 County Seal AdoptedThe County Manager presented a proposed county seal for the boardsconsideration The new seal has an outline of the countys boundary line, asketch of the courthouse, circled by a gold rope The board liked the newseal Commissioner Benton commented there was just a little something missing,therefore, Commissioner Frank B Holding moved that the new seal presented bythe county manager be approved subject to final approval by Commissioner Bentonand the county managerCommissioner James W Cash seconded the motion which was carried17 Easements Southern Railway - Water Line to Pine LevelCommissioner Frank B Holding moved that Norman C Denning, Chairman,Johnston County Board of Commissioners, be authorized to execute the agreementbetween Southern Railway and Johnston County, concerning the installation oftwo 16inch water pipe line crossings to be located 30 feet north of mile postH -110 and 849 feet northwest of mile post H -110 to point of switch then 1083feet north on sput, Selma, North Carolina, on the Selma to Pine Level WaterLine ProjectCommissioner John M Booker seconded the motion which was carried18 County Departments - Consolidation and ReorganizationThe board gave final approval to the county manager for severaldepartments to be consolidated under a new county department called Planningand Public Works This--department to be supervised by the county planner,,andto be made up of the following divisions;Planning;
