Meeting Board of Commissioners for the County of JohnstonApril 19, 1979The Johnston County Board of Commissioners met in special called sessionTuesday, April 19, 1979, at 730 pm, in the Commissioners Room of the JohnstonCounty Courthouse, Smithfield, North Carolina, with the following members present;Norman C Denning, Chairman, Frank B Holding, Vice Chairman, J ERogerson, John M Booker, DVM, and James W CashMembers Absent NoneThe Chairman called the meeting to order and the following business wastransacted1 Water and Sewer Lines - Penn Compression MouldingKramer Jackson, County Administrator, advised the board that bids forwater and sewer contracts for Penn Compression Moulding, Inc, were opened April10th at 230 pm Ten bids were received for the water and sewer construction,and have been reviewed by Ragsdale Engineers Mr Jackson further advised thatJohnson Brothers, Lillington, North Carolina, furnished the low bid at 56,51709Tom Moore, Engineer, indicated he had checked the bids and recommended the contractbe awarded to Johnson Brothers of Lillington, N CAfter discussion, Commissioner J E Rogerson moved that the contract toinstall water and sewer lines toPenn Compression Moulding, Inc, be awarded toJohnson Brothers, Lillington, N C, low bidderCommissioner James W Cash seconded the motion which was carried by thefollowing voteAye J E Rogerson, James W Cash and Norman C DenningNay NoneAbstaining Frank B Holding and John M Booker2 ABC FundsKramer Jackson, County Administrator, advised the Board of Commissionersthat additional ABC revenue in the amount of 75,000 had been distributed to thecounty from the ABC Board This contribution is unanticipated revenue from theABC Board3 Budget Amendment - General Fund -Penn CompressionCommissioner James W Cash moved that the following budget amendment bemade; increase revenues 1034701 75,000; add expenditure 1069174 waterand sewer construction 75,000Commissioner J E Rogerson seconded the motion which was carried by thefollowing voteAye J E Rogerson, James W Cash and Norman C DenningNay NoneAbstaining Frank B Holding and John M Booker, DVM4 Sewer Pump - Repair Catch -Me -EyeKramer Jackson, County Administrator, advised the board that the sewerpump at the Catch -Me -Eye pumping station needed repair Mr Jackson explainedthis is the pump donated by the Town of Selma to the county to be installed atthis site The engineers have determined it will cost approximately 500 torepair the pumpAfter discussion, Commissioner Frank B Holding moved that the countyappropriate 500 to repair the sewer pump at the Catch -Me -Eye pumping station,this appropriation to be transferred from the Contingency Fund 4074090 of theGeneral Fund to the Capital Outlay Account 12740153Commissioner Holding further moved that it is to be clearly understoodthat the county does not intend to support or maintain these water and sewer lineson an on -going basis, this approval for repair to this pump is an exception be-cause this pump was a donation to the county from the Town of SelmaCommissioner John M Booker seconded the motion which was carriedunanimously572IApril 19, 1979 ContTom Moore, Engineer, at this time, along with Mr Jackson, talked with theboard about plans for a dedication of the Smithfield to Kenly Waterline it wasdecided that a pig picking would be held Monday, May 7th at 12 oclock noon atthe County water tank site on U S Highway 301 Mr Moore and Mr Jackson areto take care of all the arrangements and invitations5 Johnston County Housing Assistance Program - ResolutionUpon a motion by Commissioner Frank B Holding, duly seconded byCommissioner James W Cash and carried unanimously, the following resolution wasadoptedRESOLUTIONWHEREAS, Kramer Jackson, County Administrator, brought before the JohnstonCounty Board of Commissioners the Administrative Services Agreement between theNorth Carolina Housing Finance Agency and the County of Johnston; andWHEREAS, the County of Johnston is to enter into an agreement to administerSection 8 of the United States Housing Act of 1937, as amended by the Housing andCommunity Development Act of 1974; for the purpose of administering housingassistance under this program for housing located in the County of Johnston, NorthCarolina;NOW, THEREFORE, BE IT RESOLVED that Kramer Jackson, County Administrator,be authorized to execute the`Administrative Services Agreement between the Countyof Johnston and the North Carolina Housing Finance Agency6 Van Request - Sheriffs DepartmentKramer Jackson, County Administrator, presented a request from the SheriffOffice for one of the vans turned in from the Department of Social Servicescounty transportation system Mr Jackson told the board the Sheriffrequestedthe van to use for transporting prisoners The board denied this request7 Landfill ReportCommissioner Frank B Holding gave a brief report on the Johnston CountyLandfill and the board discussed the county _-landTlll- system with regards to theSolid Waste Study being prepared by Ragsdale Engineers8 Mr Jackson told the board members that Mrs Ann Cooke; President, JohnstonCounty Classroom Teachers, had invited them to a banquet on May 101979 at 7 oclocpm at the Smithfield Junior High School9 The board members and Mr Jackson also discussed a meeting with the Townof Smithfield and committee members appointed by the Chairman of the board torepresent the Board of County Commissioners Mr Jackson said this meeting wastobe held either Monday or Tuesday night, andhe would advise as soon as he hearsfrom the town The purpose of this meeting is to discuss the water lilies -and theSmithfield Water Plant10 Budget Ameridment- _Housing, Assistance ProgramKramer Jackson, County Administrator, advised the board to operate theJohnston County Housing Assistance Program for April, May and June it will require a budget amendment of 10,500, with this revenue coming from the North CarolinaHousing Finance AgencyAfter discussion, Commissioner Frank B Holding roved thAt_the, budget -beamended by 10,500;
