Hospital InsuranceCommissioner Howard Benton, a member of the Hospital Board of Trustees,advised Mr Jackson and other commissioners, that the Hospital Board had discussedthe possibility of the hospital paying 100 of the hospital insurance of hospitalemployees Commissioner Benton asked Mr Jackson for insurance cost if the countyshould decided to pay 100 of the hospital insurance for county employees,r4r — __96September 5th Cont4 Subdivision - James LangleyUpon the recommendation of Ken Windley, County Planner, Commissioner HowardBenton moved that the James Langley Subdivision, southwest of Princeton on S R #2527 7 lots be approved and the Chairman be authorized to execute the subdivisionplatCommissioner John M Booker seconded the motion which was carried byunanimous voteCommissioner Frank B Holding returned to the board meeting at 1105 amSubdivision Regulations - AmendmentsKen Windley, County Planner, again met with the Board seeking approval andadoption of two amendments to the Johnston County Subdivision Regulations; ArticleVII, Section 1 In subdivisions with lot sizes of 300 acres or less, all roadsmust be designed, constructed, and paved in accordance wit hthe minimum standardsestablished by the Secondary Roads Council for acceptance on the State HighwaySytem Article VII, Section 818 All residential subdivisions located onprincipal arterials, minor arterials, and major collector roads in Johnston County,as defined by the North Carolina Department of Transportation, shall be designedso that points of access onto the highway are no closer than 600 feet apart,Variances may be granted by the Johnston County Planning Board if the top-ography, size of the property, or other conditions peculiar to the site cause anunnecessary hardship The variance shall also be granted under the terms ofArticle V, Section 3, on Page 3The board discussed and reviewed these amendments at length, however,deferred action at this time pending further study and consideration6 ? ReportsThe following reports were filed with the boardTax Collector, Electrical Inspector, Building Permits, ExtensionService, Veterans OfficeCommissioner Benton suggested that the Tax Collectors report be acomparison report, so that the Board can compare tax collections to prior yearsThe board members agreed with this suggestion and asked Mr Jackson to instructthe Tax Collector to do this in the future7 Community Base Alternative Project Grant - Mental HealthChairman Denning executed the grant application for Community Base Alterna-tive funds designated for the Mental Health Clinic This grant approved at theAugust 7, 1978 board meeting8 ? Nursing Home Community Advisory CommitteeKramer Jackson, County Administrator, advised the Board of Commissionersthat it will soon be necessary for them to appoint a Nursing Home CommunityAdvisory Committee in compliance with House Bill 1547 No action was taken on thismatter at this time9 ? Library - Narrative Report Mrs Ellen TaylorMrs Ellen Taylor, Chairman of the Design and Furnishings Committee, PublicLibrary of Johnston County and Smithfield, met with the Board and gave a narrativereport on the formation and functions of this committee Mrs Taylors appearancewas in response to a request by resolution of the Public Library Board of Trusteesasking the Board of Commissioner to concur in the dissolving of the LibraryBuilding Committee Design and Furnishings and its sub - committees Mrs Tayloremphasized that this resolution is not necessary as this committee and itssubcommittees will dissolve when the building funds are exhausted Mrs Taylor saysthe Library Board of Trustees has no jurisdiction over the Building Committeebecause this committee was appointed for indefinite terms pending the completion of the library building and its furnishingsCommissioner Howard Benton asked Mrs °Taylor what is the relationship ofthe Building Committee to the Library Board of Trustees Mrs Taylor statedthere is no relationship, this committee is separate and apart from the Board ofTrustees Commissioner Holding asked, how long it will take to spend theremainder of the building funds Mrs Taylor says the hold up has been areference section at the library and there is no new money to be spentThe Board of Commissioners emphasized they are proud of the Public Libraryand the job the building committee has done Commissioner Holding stated he felta resolution of appreciation is in order, and further suggested that KramerJackson, County Administrator, write a letter to Mrs Taylor, Chairman of theDesign and Furnishings Committee, thanking this committee for its time anddedicated services and that the Board of Commissioners is looking forward to thecompletion of this project and the spending of these funds by the end of thecalendar year1?kSeptember6th ContCommissioner Holding also suggested that the board be furnished a reportwhen the project is completeMrs Sandra P Johnson, Chairman, Library Board of Trustees, expressedrespect and appreciation for the job the Building Committees have done, however,indicated the Library Board feels the building funds need to be spentHarold Medlin and Eleanor Keller, board members, also present at thismeeting indicated they stand by the resolution and action of the Library Board ofTrustees to dissolve the building committee and sub - committeeEleanor Keller, at this time, also expressed appreciation to the Board ofCommissioners and Kramer Jackson, County Administrator, for the help received fromthe county maintenance crew for remodeling and some moving in the Johnston CountyRoom at the Public Library 10 Engineers - Department of TransportationPaul Anderson, District Engineer, North Carolina Department of Transport-ation, met with the board and introduced Mr R F Coleman, Division Engineer,and Mr J L Bailey, Maintenance Supervisor in Johnston County Mr Wade Pridgen,Assistant Division Engineer also visited with the board with Mr Anderson, MrColeman and Mr Bailey11 Recreation Grant Applications - ApprovedThe following recreation grant applications for 1978 -79 were presented tothe board for considerationCommissioner J E Rogerson seconded the motion which was carried byunanimous vote12? Banner Fire District -- Request for Special Tax ElectionUpon a motion by Commissioner Howard Benton, duly seconded by CommissionerJ E Rogerson and carried by unanimous vote, the following resolution was adoptedRESOLUTIONWHEREAS, a petition was duly presented to the Johnston County Board ofCommissioners by at least fifteen per cent of the residents living and residing inthe area lying outside the corporate limits of any municipality in Johnston County,which area is designated as the Banner Fire District NOW, THEREFORE, it is requested that the Board of Elections of JohnstonCounty hold a special election in said district for the purpose of submitting tothe qualified voters in said area the question as to whether or not there shall belevied and collected in said area a special tax not to exceed 15¢ on the one hundredollar valuation of all taxable property, real or personal, in said area for thepurpose of providing fire protection in said fire district13? Hospital Administrator — IntroductionMr Terry Carson, Administrator, Johnston Memorial Hospital, was introducedto members of the Board of County Commissioners by Commissioner Howard Benton,member of the Hospital Board of Trustees Mr Carson is the new HospitalAdministrator as of August 1, 1978 Mr Carson is originally from Cleveland, Ohioand comes to Johnston County from Florence, South Carolina17 Road Petitions - S R 1559 and 2366The board was presented road petitions from property owners on SecondaryRoads 1559 and 2366 requesting paving of these roadsCommissioner Frank BHolding moved that these petitions be forwarded tothe North Carolina Department of Transportation, Division of Highways forconsiderationCommissioner John M Booker seconded the motion which was carried byunanimous vote18 New Road RequestCommissioner Frank S Holding told the board that Mrs Janet Lee waspetitioning the North Carolina Department of Transportation to add a new roadto the Secondary Road Program The board did not have this petition in hand atthis meetingThe clerk does not have this petition in hand as of this date, 11thof September, 1978After discussion that the petition would be received at a later date,Commissioner Frank B Holding moved that the request be mailed to the NorthCarolina Department of Transportation, Division of Highways, for considerationCommissioner John M Booker seconded the motion which was carried byunanimous vote19 Auditorium Rental - Agricultural BuildingKramer Jackson, County Administrator, and Bruce Woodard, Extension Chairmantold the board the renting of the auditorium at the Agricultural Building isgetting to be a real problem Groups renting are abusing the facility and causingproblems on week -ends Mr Jackson and Mr Woodard explained that sometimes theyhave to make several trips to the building on week -ends because of some disorderor accidentThe board discussed this matter at length and agreed that a county buildingdoes not need to be rented for the convenience of out of countyi +groups and if itis going to cause any problems for county employees, and if it is not deemed abenefit to the county The board also stressed and emphasized the auditorium shoulbe used for county functions benefitting the county and further that it may be usedby State and Federal agenciesCommissioner Frank B Holding moved that Mr Jackson and Mr Woodard amendthe rules and regulations for rental of the Johnston County Agricultural BuildingAuditorium to fully protect the county and county property and suggested a rentalfee of 50 Commissioner Holding further moved that Mr Woodard and Mr Jacksonuse full discretion in renting,the auditoriumCommissioner John M Booker seconded the motion which was carried byunanimous voteSSeptember 5th `Cont20,1 Tax Release and Refund RequestsJohnnie Stott, Tax Supervisor, met with the board and presented the followinrequests for release and refunds for the month of September1 Robert Wallace Williams, Jr - 149 Angier Road, Smithfield, N C,Smithfield Township - requests a release for 1978 taxes in the amountof 1419 The request is based on a 1973 Montego that was flooddamagedRecommendation That this release be grantedThe board discussed this release request at length and asked Mr Stottand Mr Jackson to check with other counties to find out how they would handle atax matter of this kind The board took no action at this time pending furtherconsideration2 Donna W Creech, 402 Poole Drive, Selma, N C, Selma Township -requests a refund in the amount of 581 for valuation of 625 for 1977Ms Creechs vehicle was incorrectly pricedRecommendation That this refund be granted3 Gladys Sanders Johnson, Route # 3, Box L 9, Clayton, N C - Civil Preparedness Co- ordinatorKramer Jackson, County Administrator, told the board that Wayne Strickland,Acting Civil Preparedness Coordinator, has requested to be relieved of this positioras soon as possible Mr- Jackson told the board he had written David L Britt,Director, State Division of Civil Preparedness, asking why a Civil PreparednessCoordinator should be designated in Johnston County Mr Britt responded statingthe responsibilities of the Governing Body as stipulated in G S Chapter- 166A -7,which places a tremendous responsibility upon the Governing Body of the county toestablish and maintain a Civil Preparedness Agency Mr Britt also offered theservices of the State Civil Preparedness Agency to assist in developing a goodCivil Preparedness Program in Johnston County The board discussed this matter and indicated that maybe a part -timeCoordinator could be worked out The board took no further action at this time,howgver, told Mr_ St,rickliand they would take this matter up again in OctoberWayne Strickland also told the board that the emergency hospital andequipment stored in Micro will be moved by the State on Saturday, September 9thThe board instructed Mr Jackson and Mr Strickland to sell any items not moved bythe State23 ? Danny Ray Jones - Handicapped - Requesting County AssistanceMr Needham Jones appeared before the board seeking help for Danny RayJones, his son Mr Jones explained that Danny Ray Jones had been in a badaccident which had crushed his left arm Mr Jones stated that Danny Ray had beenunable to work full time or at his usual occupation which was construction workbecause of this handicap and needed financial assistance for an operation MrJones told the board he had tried everywhere for help with no success Mr Jonesalso explained that Danny Ray had tried to do what he could and had worked at lightjobs Mr Jones also stated that Danny Ray was left with two small children, andfurther that he had helped him all he possibly could and that he desperately needssome assistance from somewhereThe board was very concerned and explained to Mr Jones that CommissionerHoward Benton,represented the Board of CountyCommissioners on the Social ServicesBoard and Commissioner Benton would talk with him and see what could be doneMr Jones thanked the board for their interest and concern24 , Tax Warrant - Continental Classics - Failure to List Property for TaxesHarper Godwin, Tax Collector, asked the board to authorize Johnnie Stott,Tax Supervisor, to sign a tax warrant for failure to list property for taxesagainst Continental Classics, Incorporated, and Harry Weiss as principal officerThe board agreed and authorized Johnnie Stott, Tax Supervisor, to signa tax warrant for failure to list property for taxation against Continental ClassicIncorporated, and Harry yieiss as principal officer25 ?
