October 23 1978The Johnston County Board of Commissioners met in special session Monday,October 23, 1978, at 730 pm, in the Commissioners Room of the Johnston CountyCourthouse, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, Howard Benton,John M Booker, DVM, and J E RogersonMembers Absent NoneThe Chairman called the meeting to order and the following business wastransacted1 Water and Wastewater Lines - Industrial ProspectsKramer Jackson, County Administrator, along with Commissioner Frank BHolding, Industrial Co- ordinator, told the board that industrial prospects areseeking commitments from the county to install water and sewer lines to sitesshould they decided to locate in Johnston CountyCommissioner Holding told the board that one of the industries is consideringthe Eaton property site near the GTE Sylvania plant on I -95 and the other on Highway70 east of the Cutler- Hammer Smithfield plantThe board discussed this matter at length with Tom Moore, Engineer, regardingsize of lines in respect to the future needs, or whether to serve the industrialprospects considering locating now Mr Moore reported that larger lines to bothsites would cost approximately 100,000 and the smaller lines approximately 66,500Mr Moore recommended the larger lines for the Eaton site as this area may attractother industry¦512October 23, 1978 ContrMr Jackson advised there is a good chance of getting state and federalEDA grants to cover a portion of the cost The board asked Mr Jackson to seekthese grantsCommissioner Holding told the board members these industries have not madedefinite commitment to come to Johnston County, however, in their deliberationsthey require written commitments from the Board of County Commissioners for waterand sewer lines to industry sites1The board agreed the county should install the larger linesAfter much discussion, Commissioner Howard Benton moved that the countycommit to run a 12 water line and a 10 sewer line to the Eaton property site onI -95 south of the GTE Sylvania plant subject to the industrial prospect agreeing jto locate on this siteCommissioner J E Rogerson seconded the motion which was carried by thefollowing voteAye Commissioners Howard Benton, J E Rogerson and Chairman Norman CDenningNay NoneAbstaining Commissioners John M Booker and Frank B HoldingCommissioner Frank B Holding moved that the county commit to run an 8water line and an 8 sewer line to the site considered by the other industrialprospect on Highway 70 east of the Cutler Hammer plant subject to this industryagreeing to locate on this siteCommissioner Howard Benton seconded the motion which was carried by thefollowing voteAye Commissioners Frank B Holding, Howard Benton, John Al Booker, J ERogerson and Chairman Norman C DenningNay None2 Zoning Requested on Buffalo RoadI W B Duck Strickland met with the Board of Commissioners and presenteda petition from property owners living around the Clyde Pilkington farm on theBuffalo Road These petitioners oppose a junk yard being located in this areaand asked the county to zone this property along the Buffalo RoadThe board discussed this matter at length, Commissioner Benton commentedthat he welcomed this request as this might break the ice for future problemsthat may require county zoning consideration Commissioner Frank B Holding statedhe preferred to ask the towns Smithfield and Selma to zone this area MrStrickland commented this would take a special act of the legislature as thisextends beyond the towns zoning jurisdictional limitsThe board discussed this matter at length and agreed to ask Mr Jacksonand Ken Windley, County Planner, to find out what procedure is necessary for thecounty to follow to establish zoning along this area of Buffalo Road and reportback to the board at the November meeting3 Road Petition - Add to SystemCommissioner Frank B Holding moved that a petition to add a road to theState Secondary Road System received from Jim McLaurin, Clayton, North Carolina,be approved and forwarded to the Department of Transportation, Division of HighwaysWilson, North Carolina, for considerationCommissioner J E Rogerson seconded the motion which was carried byunanimous voteOctober 23 Cont4 EPA Grant Accepted - Pine Level - Four Oaks 201 Project - WastewaterCommissioner Frank B Holding moved that EPA Grant Number C370560 -4 forWastewater Treatment Construction - Pine Level - Four Oaks 201Project be acceptedCommissioner Howard Benton seconded the motion which was carried by thefollowing voteAye Commissioners Frank B Holding, Howard Benton, John M Booker, J ERogerson and Chairman Norman C DenningNay None5 Resolution - Council on AginUpon a motion by Commissioner J E Rogerson, duly seconded by CommissionerHoward Benton and carried by unanimous vote, the following resolution was adoptedRESOLUTIONWHEREAS, I, ARLENE C ELMORE, am Executive Director of Council on Aging;and;WHEREAS, I am the person whose efforts are devoted entirely to providingservices to the aging population in Johnston County;NOW, THEREFORE, BE IT RESOLVED that the Johnston County Board ofCommissioners take official action in designating Arlene C Elmore as theLocal Focal Point on aging representation ,6 Rosalind Sweet - Termination MatterThe chairman advised the board that he had received a letter from Congress-man Whitley in regards to Ms Rosalind Sweets termination with the Council onAgingThe Board of Commissioners agreed they should not become involved with thismatter and asked the chairman to turn this correspondence over to the proper person7 Appointments - Governors Volunteer Energy Conservation CorpsKramer Jackson, County Administrator, advised the board the Chairman hasbeen asked by Governor Hunt to appoint three people from Johnston County to theGovernors Volunteer Energy Conservation CorpsMr Jackson explained that these people will be involved in energyconservation activities to help North Carolina make the widest possible use of itsenergy resourcesThe Chairman gave the Clerk names to contact to see if these named personscan serve on this committeeUpon a motion by Commissioner Frank B Holding, duly seconded byCommissioner John M Booker and carried by unanimous vote, the board adjourned?,9???7 -•? -,ice, woo ,Norman C Denning, ChairmanA -
