Doctors OfficesS Billy Strickland met with the Board of Commissioners requestingpermission to pave the property owned by the county behind Dr Ihrahims Officeapproximately 30 x 45 feet adjoining pavement easement of Dr Woodalls officeAfter discussion Commissioner Frank B Holding moved that Mr Stricklandbe granted permission to pave this area provided the Hospital Board of Trusteesis in agreement with this requestCommissioner J E Rogerson seconded the motion which was carriedunanimously2 Solid Waste Grant - Triangle JCommissioner Frank B Holding asked Kramer Jackson, County Administrator,to check on the possibility of getting a grant from Triangle J Council of Govern-ments for a county -wide Solid Waste Study3 Budget Amendment - Agricultural Extension ServiceCommissioner Howard Benton moved that a budget amendment be made byincreasing Miscellaneous Revenue 1033501 by 2,500 and this amount appropriatedto the Agricultural Extension Service Account 1065274Commissioner Frank B Holding seconded the motion which was carriedunanimously4 Budget Amendment - Soil Conservation ServiceCommissioner J E Rogerson moved that a budget amendment be made byincreasing the Fund Balance Account 1039900 by 5,12449 and this amountappropriated to the Soil Survey Account -Fir wo,lding seconded the motion which was carriedpnan imotls ly `5 Budget Work SessionThe Board began the budget work session with the Health Department on page23 The Board discussed the Health Department Administration Budget and madeseveral changes in this budget deleting a budget request for five new positionsAfter much study and consideration the Board tentatively reduced the HealthDepartment Administrative Budget request by approximately 31,200The Board continued budget work and study with the Veterans Office,Agricultural Extension, Non - Departmental, Special Appropriations and the CapitalOutlay Fund The Board made several changes in the Capital Outlay requests withtentative commitments of 250,000 to Johnston Memorial Hospital and 350,000 tothe Board of Education this 350,000 is to include the Smithfield Junior HighGym commitment of 62,850The Board also tentatively agreed to purchase a new Bookmobile for thePublic Library of Johnston County and Smithfield, to pay for one -half of the costof the roof repair and appropriate 45,325 toward the Operating Budget The Boardasked Mr Jackson to notify Hubie Talton, Smithfield Town Manager, of the Boardsdecision on the Public Library BudgetIn brief discussion ofsalary increases, Commissioner Howard Benton askedif Donald Morrison, Director, Johnston County Department of Social Services, hadmade the necessary adjustments in this departments salaries to get them back inline with other county departments percentage increases Mr Jackson stated hehad not heard from Mr Morrison regarding this matter as of this dateiifrMay 25, 1978 ContinuedThe Board discussed the Mental Health Budget request of 103,000 at lengthand talked about an appropriation of 75,000, however, Commissioner John M Bookerindicated that he was in favor of appropriating the requested amount of 103,000and did not agree to compromise with the 75,000 The Board deferred furtheraction on this request at this time pending further budget studyThe Board briefly discussed the necessity of a property tax increase,however, made no decision at this time6 Draina --e Ditch - Woodrow AtkinsonCommissioner Frank B Holding told the Board that Mrs Woodrow Atkinsonhad called him regarding a ditch that is not draining properly CommissionerHolding asked Kramer Jackson, County Administrator, to contact Paul Anderson,District Engineer, and ask him to investigate this problem Commissioner Rogersonsaid he would be glad to go with Mr Anderson to see Mrs Atkinson7 Wilsons Mills Fire District CommissionChairman Denning told the Board that Jim Uzzle, Chief, Wilsons Mills FireDepartment had requested that Charlie Wood, D B Youngblood and Charles Medlinbe appointed to the Wilsons Mills Fire District CommissionThe Clerk advised the Chairman and Board of Commissioners that she wasalmost sure this Commission had already been appointed several months agoAfter further discussion, Commissioner Frank B Holding moved that CharlieW Wood, D B Youngblood and Charles Medlin be appointed to the Wilsons MillsFire District Commission provided that this Commission has not already beenappointedCommissioner Holding further moved that in the event this Commission hasalready been appointed this motion will be null and voidCommissioner J E Rogerson seconded the motion which was carriedunanimously8 Water Meter - Kenly WaterlineCommissioner Frank B Holding told the Board that Selma and Micro seemedto be satisfied to place the water meter behind Pittmans Barbeque off PittmansRoadUpon a motion by Commissioner John M Booker, duly seconded by CommissioneFrank B Holding and carried unanimously, the Board adjournedNorman C Denning, ChairmanEleanor N Creech, Clerk
