Previous page1 3Fit width452May 17, 1978The Johnston County Board of Commissioners reconvened in regular sessionWednesday, May 17, 1978, at 730 pm, in the Commissioners Room of the JohnstonCounty Courthouse, Smithfield, North Carolina, with the following members present;Norman C Denning, Chairman, Howard Benton, J E Rogerson and JohnM Booker, DVMIMembers Absent Frank B HoldingiThe Chairman called the meeting to order and the following business wastransactedi1 Ad Valorem Tax - Neighboring CountiesKramer Jackson, County Administrator, presented a report on surroundingcounties ad valorem taxes and per capita tax rate in comparison with JohnstonCounty2 Budget Work SessionKramer Jackson, County Administrator, brought the Commissioners up to dateon budget work so far, reviewing the budget changes that had been considered3 Resolution - CETA ConsortiumKramer Jackson, County Administrator, reported that he and Chairman Denninhad attended a meeting in Raleigh with CETA officials regarding the City of Raleigh sdecision to discontinue the present consortium agreementMay 17, 1978 ContMr Jackson told the Board that this action could cause a` reduction inJohnston Countys CETA program, as a reduction in federal funding would mean lossof jobs in the county Johnston County has approximately 300 full time CETAemployees in the towns, school system, Technical Institute and countyAfter discussion and upon amotion by Commissioner Howard Benton, dulyseconded by Commissioner John M Booker and carried unanimously, the followingresolution was adopted;RESOLUTIONWHEREAS, The Comprehensive Employment and Training Act of 1973 as amended,declares that units of local government which have a total population ofone hundred thousand or more are eligible prime sponsors The City ofRaleigh qualified to serve as prime sponsor; andWHEREAS, The Counties of Johnston, Lee and Chatham with appropriateresolutions adopted by each of these units of government have joined withthe City of Raleigh for the purpose of receiving manpower funds under theComprehensive Employment and Training Act of 1973 as amended, andWHEREAS, Johnston, Lee and Chatham Counties have enjoyed a pleasant andbeneficial three year partnership with the City of Raleigh, andWHEREAS, The Johnston County Board of Commissioners believe a decision todiscontinue the present consortium agreement with the City of Raleigh willcause a reduction in Johnston, Lee and Chatham Counties CETA programs,thereby, causing loss of jobs to many of our citizensNOW, THEREFORE BE IT RESOLVED that the Johnston County Board of Commissionermeeting in regular session on May 17, 1978, approve and adopt this resolutiorequesting the Raleigh City Council to continue the Raleigh, Johnston CountyLee County, Chatham County CETA Consortium, and further hereby authorizethe Chairman of the Johnston County Board of Commissioners to execute thisresolution;DULY, ADOPTEDTHE ,]7th DAY ,OF, MAY, 19784 Schedule B License - ResolutionUpon a motion by Commissioner J E Rogerson, duly seconded by CommissionerHoward Benton and carried unanimously, the following resolution was adopted;RESOLUTIONWHEREAS, it is provided in Chapter 158, Public Laws of 1939, in an actentitled, Revenue Act of 1939 , under Article 11 Section B, License Taxes ofsaid Chapter, as amended, that the counties of North Carolina or any of them mayimpose and levy a county license or privilege taxes for the privilege of carryingon the business exercises, exercising the privilege of doing the act named therein,beginning June 1, 1978 and ending May 31, 1979;WHEREAS, the County of Johnston, a body corporate and politi -c in the Stateof North Carolina, by and through its Board of Commissioners, desires to imposeand levy said license and privilege taxes in Johnston County for the said tax year1978 -1979, in strict accordance with the provisions of said Article II, ScheduleB; and to impose and levy said taxes, and to require reasonable reports fromdistributors in order to make the tax levy and collection effective, in amounts,to full extend and limit authorized under said Article II, Schedule B;NOW, THEREFORE, DID RESOLVE, that the Board of Commissioners of JohnstonCounty do hereby impose and levy in and for the County of Johnston, North Carolina,for the tax year beginning June 1, 1978, and ending May 31, 1979, license andprivilege taxes provided for and authorized under the provisions of Article II,Schedule B, of Chapter 158, Public Laws of 1939, as amended, and which under saidArticle the Counties of North Carolina are authorized and empowered to impose andlevy, collect and require reasonable reports from distributors in order to make thetax levy and collection effective; and did resolve further, that said Board ofCommissioners does hereby impose, levy and require reasonable reports from distrib-utors in order to make the tax levy and collection effective in amounts to the fullextent and limit authorized under said Article II, Schedule B5 Surplus Property - Civil Preparedness AgencyKramer Jackson, County Administrator, told the Board that Jiggs Broadwellhad requested several items of the surplus property owned by the county and storedin Micro The Board indicated they would like to talk with Mr Broadwell regardingthis request454May 17, 1978 Continued6 Budget Work SessionTheBoard continued work on the 1978 -1979 Proposed Budget, but made nofinal decisions at this timeUpon a motion by Commissioner John M Booker, duly seconded by CommissioneJ E Rogerson and carried unanimously, the Board recessed to meet again Monday,May 22, 1978, at 730 pmNorman C Denning, ChairmanEleanor N Cree h, Clerk
