The Johnston County Board of Commissioners met in special called sessionMonday, March 13,1978, at 7 oclock pm, in the Commissioners Room of theJohnston County Courthouse, Smithfield, North Carolina, with the following memberspresentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, HowardBenton, J E Rogerson and John M Booker, DVMMembers Absent NoneChairman Denning called the meeting to order and welcomed the industrialleaders to this meetingKramer Jackson, County Administrator, introduced the Carolina Power andLight representatives attending this meeting, Greg Pittillo, Industrial Engineer,Tom Williams, Industrial Power Engineer Raleigh office, and Rick Davis, EngineerGoldsboro Mr Jackson explained to the industrial representatives present thismeeting was called by the Board to hear your concern as to how the cut -back inenergy requirements will effect your operation The following industries were represented Jerold, Cutler Hammer,Smithfield, Allied Mills, Inc, Champion Products, Inc, Glenwood ManufacturingCompany, Overton, K R Edwards, Carolina Packers, Chicopee, Guy C LeeManufacturing, Fieldcrest Mills, Inc, Pepsi -Cola Bottling Company, CutterLaboratories, GTE Sylvania, Griggs Equipment, Inc and Burlington Industries, Inc1 Carolina Power and Light Representatives Engineer_— Energy PhasesCraig Pittillo, representing Carolina Power and Light Company, discussedpending energy programs and phases to be implemented if necessary by the State,Industrial representatives participated in a two hour exchange of questionand answers with Mr Pittillo Mr Pittillo explained and discussed the differentphases in detail, stating that nothing was absolutely set at this time as plansare formulated every day, by a day by day evaluation Mr Pittillo also statedthat CP L is trying to work with the industries in every way possible and tointerrupt production as little as possible by stretching out the coal supplyThe Board of Commissioners offered their services to the industrialleaders and indicated they stand ready and available to assit in any way possible2 Subdivision - River RidgeUpon the recommendation of Ken Windley, County Planner, Commissioner HowarBenton moved that the River Ridge Subdivision Lewis Wilson, Developer in BeulahTownship be approved and authorized the Chairman to execute the subdivision platCommissioner Frank B Holding seconded the motion which was carriedunanimously430March 13, 1978 Cont3 Resignation of Gerald Coley, CoronerCommissioner Frank B Holding moved that the resignation of Gerald Coley,Coroner, effective March 17, 1978, be accepted by the Board of CommissionersCommissioner J E Rogerson seconded the motion which was carriedunanimously4 Appointment Coroner ?Commissioner Howard Benton moved that V J Underwood of Smithfield be ,appointed to fill the unexpired term of Gerald Coley as CoronerCommissioner John M Booker seconded the motion which was carriedunanimously5 Foam Truck -- Fire DepartmentsCommissioner Frank B Holding moved that Carroll Machine Works, Smithfield,be paid in the amount of 373449 for work done on the foam truck for the CountyFire Association Commissioner Holding further moved that 375000 be transferredfrom the Contingency Fund 1099900 and appropriated to the Fire DepartmentBudget - Equipment line item 1053074 to cover this expenditureCommissioner John M Booker seconded the motion which was carriedunanimously6 Energy Saver for County BuildingsKramer Jackson, County Administrator, furnished the Board membersinformation from Energy Economics, Incorporated This firm has completed a studyof five county buildings to determine potential savings if heating and airconditioning were automatically programmed and controlled when space is notoccupiedMr Jackson asked the Board to review this proposalUpon a motion by Commissioner John M Booker, duly seconded by CommissioneFrank B Holding and carried unanimously, the Board adjournedi?4_arman C Denning, Chairman _J ? ?Eleanor N Creech, Clerki
