500003 CETA,ProgramThe Boarddiiscussed the CETA Program and the employees working under this4,Rrogram in the Health Department in regards to the requested funds for new positionin the Health Departments 1978 -79 Budget It appears that some CETA positions hadbeen requested to be made permanent Mr Jackson told the Board that he had metwith Helen Ray, Director, Health Department, Donald Morrison, Director, SocialServices and Dan Searcy, Director, Mental Health Department in regards to positionsbudget requests and county funding for these departments Mr Jackson indicatedthey had reached an understanding and these directors had said they would do thevery best job possible with whatever funds the Board of County Commissionersdecided to appropriate to the departments with confidence the board would do thevery best they could in making funds available in the 1978 -1979 BudgetsCommissioner John M Booker told the Board he wanted to know what is goingto be appropriated to Mental Health for the next fiscal year as the Mental HealthArea Board will be meeting Wednesday night June 7th to try and set their budgetfor the coming fiscal year4 Law Suit Filed Against Johnston County Sheriffs Department Kramer Jackson, County Administrator, advised the Board that GeorgeJohnson, Chief Deputy, had recommended that the county retain Attorney C CCanaday to represent the Johnston County Sheriffs Department and three deputiesnamed in the law suit Mr Jackson explained that Billy Britt, County Attorney,had represented a party or parties involved in the law suit before the county wasinvolved and therefore felt this would be a conflict of interestThe Board talked with Mr Jackson and Billy Britt regarding this matterAfter discussion, Commissioner Frank B Holding moved that Billy Britt and MrJackson be authorized to negotiate with Mr Canaday regarding a fee schedule ifthey are satisfied with the fees proposed by Mr Canaday that he be retained torepresent the Sheriffs Department and named deputiesCommissioner J E Rogerson seconded the motion which was carried by thefollowing voteAye Commissioners Frank B Holding, John M Booker, J E Rogersonand Norman C DenningNay NoneAbstaining Howard Benton5 Secondary Road 1528Commissioner Frank B Holding moved that the Clerk be instructed to filea road petition with the North Carolina Department of Transportation requestingimproved maintenance on Secondary Road # 1528Commissioner Howard Benton seconded the motion which was carriedunanimously6 Drive -In WindowKramer Jackson, County Administrator, told the Board that First FederalSavings and Loan is interested in purchasing the drive -in window located at thecounty owned building formerly occupied by Smithfield Savings and Loan The Boarddiscussed this matter and decided not to sell the drive -in window7 Insurance - Water Tank - Kenly WaterlineKramer Jackson, County Administrator, asked the Board if the county is gointo insure the water tank and pumping station on the Smithfield to Kenly waterlineThe Board discussed this matter and asked Mr Jackson to find out what the townsdo and what the annual cost for insurance would be and report back to the Board472June 6, 1978 Cont8 Budget Work SessionKramer Jackson, County Administrator, presented the board with correctionsand changes made to date in the 1978 -1979 Proposed Budget The Board in studyingthe budget further made several tentative changes in budget requestsThe board agreed to ask the schools to start construction later on duringthe budget year on one of the three capital outlay projects with funds appropriatedfor SchbolCapital Outlay so that the balance could be carried over and funded ini the 1979 -80 fiscal year if necessaryThe board reviewed and discussed salary increases in all county agenciesand departments Mr Jackson emphasized that in his opinion county salary increasefor employees paid 1007o from county funds should be based on 7 across the boardMr Jackson expressed feelings this was the fair way to give salary increases thisyear The board was in agreement with this suggestionThe Board of Commissioners tentatively reduced the Capital Outlay Budgetby approximately 200,000; Clayton Industrial Commission by 100,000; JohnstonMemorial Hospital by 50,000,Benson Medical Center by 30,000 and Selma Libraryby 15,000The Board agreed to put some CETA employees at the Council on Aging ifpossible to assist this agency wcith` the position oX a full -time bookkeeperThe board discussed the Community Action Referral Service request of5,650 which had been deleted from Community Actionss budget request Afterdiscussion, Commissioner Howard Benton suggested that 2,000 be appropriated tothe Community Action budget to assist with the Referral Services Program TheBoard agreedThe board again discussed the School Budget requests and the Chairmanagain indicated that he wanted the Board of Education to be able to fund oneconstruction project a year The Board of Commissioners had previously tentativelyappropriated approximately 350,000 to the schools for construction projects TheBoard of Education having appeared before the board at the Public Hearing indicatedto the board there will not be enough money to complete one project, and advisedthey would need another 150,000 to complete one of the three requested construct-ion projects However,the appropriation was not changed at this timeCommissioner John M Booker told the board the Mental Health Budgetneeded 103,000 from the county as requested, the State and Federal Governmentshave already cut the Mental Health Budget by 64,000 putting this department in acritical situationThe Chairman polled the commissioners in regards to the appropriation forthe Mental Health Clinic; Commissioner Howard Benton agreed with 75,000,Commissioners Frank B Holding and J E Rogerson agreed with this amount,Commissioner John M Booker said he was satisfied with the 75,000 tentativefigure Chairman Denning said he would like to be in the position where the countycould appropriate more, however, this is not the caseThe Board further discussed the overall budget and tentatively agreedona fifteen cents tax rate increase in order to meet the obligations and needs of the1978 -79 Proposed BudgetMr Jackson repoted to the board that the dog drop box request in theDog Wardens budget is to replace the drop box at the Dog PoundThe radio request in the Agricultural Extension Budget is for MiltonParker, who does not have a radioThe Town of Smithfield has indicated its appropriation to the libraryfor an operating budget will be in the same amount as the countysCommissioner Howard Benton reported that theroof on the courthouse isin bad shape and the county will be running a risk if they wait another year torepair or replace the roofUpon a motion by Commissioner Frank B Holding, duly seconded byCommissioner John M Booker the board recessed until Thursday, June 15, 1978, at730 pmNorman C Denning, ChairmanEleanor N Creech, Clerk
