Coachmans CoveUpon the recommendation of Ken Windley, County Planner, Commissioner HowardBenton moved that Coachmans Cove Subdivision, Route 1, Four Oaks, 12 lots beapproved and the Chairman authorized to execute the subdivision platCommissioner J E Rogerson seconded the motion which was carriedunanimously10 Moccasin Creek Drainage DistrictGordon Peedin with the Moccasin Creek Drainage District met with the Boardrequesting funds to help pay for maintenance of the Moccasin Creek Drainage District,The Board indicated this was a worthy project that has improved the drainage ofthis areaAfter discussion, Commissioner Frank B Holding moved that the MoccasinCreekDrainage District be assisted in the amount of 3,000Commissioner J E Rogerson seconded the motion which was carriedunanimously11 Surplus Property Stored in MicroThe Board again discussed the surplus property stored in Micro WayneStrickland told the Board that the food items and medicine had been destroyed asrequired, old papers had been denoted to paper drives and twenty -five cots hadbeen distributed to the Rescue Squads Mr Strickland also advised there is a 200bed emergency hospital unit and a generator and other small items remainingThe Board asked Mr Jackson to write the Director of the North CarolinaCivil Preparedness Agency to determine how the county should dispose of thispropertyMr Jackson asked Wayne Strickland to furnish him an inventory list of allproperty stored in Micro12 Community Watch - RevenueJimmy Nelson, Supervisor, Johnston County ABC Board, reported to the boardupon request that beer and wine sales would increase revenue to the county byapproximately 70,00018 Johnston County Airport - Opening 12 oclock Noon - Hanger AgreementJimmy R Flowers, Chairman, Johnston County Airport Authority, met withthe Board and advised that the airport is open as of 12 oclock noon today MrFlowers also requested permission from the Board to lease space at the new airportto individuals who want to build hangars or shelters for their airplanes at arental fee of 10 a year and after fifteen years the hangers or shelters willbecome county propertyCommissioner John M Booker recommended the request be granted,Commissioner Frank B Holding moved that the above request be SystemCommissioner J E Rogerson moved that the above request be grantediCommissioner Frank B Holding seconded the motion which was carriedunanimouslyI20 Wilsons Mills Fire Station - PavediBy motion of Commissioner John M Booker, duly seconded by CommissionerHoward Benton and carried unanimously, the following resolution was adopted;RESOLUTIONWHEREAS, Paul Anderson, District Engineer, Division of Highways, NorthCarolina Department of Transportation, met with theBoard of Commissionersrequesting that 2,200 from Secondary Road Construction Funds be used to pave adriveway at the Wilsons Mills Fire Station; andWHEREAS, the Board is of the opinion that 2,200 of Secondary Road fundsshould be expended for this improvement;NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of requesting improvements in maintenance and paving of Secondary Road # 1528Mrs Ennis stated in her opinion the secondary road is not up to standard conditio sand has been neglected for many yearsPaul Anderson, District Engineer, present at this time told Mrs Ennis hewould be glad to check on the maintenance of this roadPUBLIC HEARING ON 1978 -1979 BUDGET - 230 PMHealth Department - Helen Ray, Director and several employees met with theBoard representing the Johnston County Health Department in protest of the Boardstentative decisions in the 1978 -1979 Health Budget and made the followingstatements;We are losing 3 clerical positions and we are only asking for 2 to befunded by July 1 This still leaves us short by one These 2 positions are forthe switchboard operator and 1 of the receptionists at the front desk Now thesepositions are filled by CETA employees One of our receptionist is paid in fullby WIC and 100 of her time has to be justified for our WIC program It takes2 at the front desk, without them it will be virtually impossible to function andcarry out the services that we render The same goes for the switchboard operator,If these 2 positions are not funded we will have to pull each secretaryfrom her clinic and desk work 2 days a week One day for the switchboard and oneday for the desk at the front We are alternates for each other already, so whenthe secretary is out that you alternate for, her work has to be done as well asyour own and it has to be thorough not just skimming over the surface This meansthat the 2 positions will put more work on each secretary includin gthe adminis-trative secretary whom will have to do her share at the front and switchboardSince these 2 positions have b een filled with CETA positions it has helpedar tremendously We now have time to give our clinics and find it toeach secretary yj be very rewarding When we have to be pulled from our work 2 days a week for theswitchboard and front,desk, this will change our work greatly We will not be ablto do justice to either of our jobs because of the pressurewe will be underAll clinics will have to be cut drastically because we will not have enoughclerical personnel to do all the paperwork and keep it up to date We will not beable to complete our task in only 8 hours a day This will become very frustratinto us and to our supervisors when we cannot perform to the best of our abilityI have worked at the Health Department for almost 5 years and our caseloadhas tripled in this time I worked at the switchboard when it was first installedlast year for 3 months full time I also had my other job to do I did both byworking after hours, nights and weekends at home to keep up with everything and` I did not get paid for this extra time The switchboard is very demanding andconfining It has to be covered 9 hours every day and you must know the answerto at least a zillion questions or so it seems at times If you dont know theanswer to the questions you must know who to give the call to and fast becauseusually before you get through with that call at least one other line is ringingif not 2 or 3 linesIIIWIJune 5, 1978C;ontYou cant even go to the restroom without calling one of the othersecretaries to answer it for youI thinkit is essential to have a full time position for this You cannottake work from your desk all the time to work at the switchboa;rd There are justsome things that have to be done at your own deskAs far as the front desk does, someone has to register each patient asthey come in and this is full time even with 2 people working as fast as possibleWe give out numbers to the patients as they come in because of the overflow at thefront desk This is due to the lack of space at the registration desk Some daysthe numbers willgo beyond a hundred in less than 2 hours, then the patient iscalled back and their file is pulled and put in place for the specific clinic thatthey need for the dayWith our caseload, naturally we have more patients which means more mastercards, and folders to be pulled, refiled and it is necessary that all this be keptin good order alphabetically and the folders kept in good repair When some of ourpatients come, all their information has to be changed in the folder and it can getto rather lengthy when you have 8 to 12 people in the same household and all thesecards have to be pulled and the addresses and etc have to be changed The switch-board operator has to make these changes and also fills out all new records on eachnew patient when they come in and makes a family folder for the family, Sometimethe new patient has to wait for some time as she is answering four lines on theswitchboard and this naturally slows down our clinicsOne Thursday in each month, delinquent records are pulled numbering betwee350 -400 records All secretaries help with this and it is an all day procedure asthe records have to be refiledTherefore, we as clerks in the Johnston County Health Department ask thatyou reconsider the 2 clerical positions that have been cut from our budgetWe are proud of what we do for the people in our county and our HealthDepartment We hope that you share our feelings in this and will help our situatioas much as you see fitRespectfully yours,Secretaries at the Health DepartmentB We wish to present at this time our concerns and disappointments regardingthe budget cuts of the Health Department as printed in the Smithfield Herald onMay 26, 1978 We were given permission by our Board of Health to appear todayafter presenting our concern to them on Tuesday night, May 30thWe feel our concerns are very justified if some of the budget cuts areallowed to stand as presented in the paper The programs affected are as followsF P Family Planning - At present, the Family Planning program holdsthree clinics a week serving approximately 50 patients 12 -20 patients are seen onFriday morning Beginning July 1, it will be necessary to discontinue the Fridayclinic if the 12 time lab technician position request is not approved We wouldnot be able to pick up the overload in our other clinics for the same reason, Acut in our Family Planning clinic will mean an increase in our Maternity Clinicwhich may increase the AFDC caseload in our countyMaternity - We saw 340 patients in 1977 If the 12 time lab technicianis not approved, we will have to raise the financial requirements This wouldleave a group of women unable to financially acquire good health care Thesepatients would be drop -ins at our hospital and this would increase the cost to thecounty as well as increase their risk for complicationsSchool Health - In 1977 we provided6800 services to 2500 students, 3600 hearing test 720 repeat test1200 students referred - 907o increase in follow -up this year276 sick students seen by school nurse, 2300 students taught 1 -2 hourson various health related topicsWe have had the services of an LPN through CETA If this position cannotbe continued through CETA, and other positions continued as asked for through theHealth Department budget, we will have no recourse but to discontinue school healthservices to the students of Johnston County except for communicable diseasescreening, rx, referral and follow -upChild Health - We have increaoa our caseload by 400 children in the last6 months, with less than 12 receiving medicaid Cutbacks due to insufficient stafwill result in the following 1 decrease our clinics from 3 full days per week toone full day and two half days This will be especially hard on the children whoare sick since they would be unable to receive health care due to inability to payThe children we could not see, would be overloading the hospital emergency room andDr Daniels office 2 These cutbacks would decrease the time residents couldobtain immunizations 3 Infant high risk tracking and SSI for disabled childrenwere recently turned down even though requested by the state, due to insufficientstaff and timeWe ask your consideration of the needs of Johnston Countys futuretaxpayers-464June 5, 1978 CoatSatellite Clinics - Outlying clinics and home visitationIf the positions requested in the Health Department budget are not fundedour portion of the program will be affected by 1 curtailing some of our homevisiting We make approximately 100 delinquent visits per month and these willhave to be stopped The top priority for visitation will be the referrels from theteaching hospitals and physicians outside the center 2 Delay us from establishia satellite clinic in Princeton We have had many requests for this service in-cluding support form Dr Jones Our team members will be needed in the center,helping staff clinics, instead of out in the county as we are nowTB VD Program - with the loss of the positions requested in the HealthDepartment budget and our CETApositions we will have to make the following cutsin our service 1 VD clinic from 5 days to 2 days a week 2 X -rays taken onehour, three days rather than three days per week 3 Case finding and educationthrough skin testing in industries, rest homes, senior citizens feeding sites,etc will be discontinued In 1977, 329 cases of venereal disease were rx and 136potential cases were rx Thirty -four cases of TB were rx with 2 cases detectedthrough our skin testing program in the industries, rest homes,-etcCommunicable diseases, ie, TB and VD without proper detection, rx andfollow -up will infect more of our county residentsBP Screening - We have been offering this service to patients that walk inrequesting it or upon referral from teaching hospitals or local physicians wantingto keep acheck on their patients Any elevated BP reading is referred to thepatients physician of choiceIndustries that do not have a plant doctor or nurse, senior citizens groupand the local Heart Association have requested our help with BP screening andeducational programs With the help of two CETA positions we have been able tocomply with their requests If these positions are curtailed, our activities willhave to ceaseEducation is one of the first steps toward prevention of chronic orcommunicablei,diseasesCancer Detection - This is a part of our chronic disease outreach andeducation program Utilization of the CETA positions have enabled us to extendthe program to our Clayton and Benson Satellite clinicsDiscontinuing the CETA positions and not funding the lab tech position asrequested in the Health Department budget will mean our discontinuing of serviceson Monday and possibly in the outlying clinics No lab services would be availableexcept those of extreme needIn summary, you have heard of the drastic steps we must take as of July 1,in order to provide the best and most comprehensive service possible with the staffavailable to our county residentsTo work in the health care field offers each of us much job satisfactionwhen we can perform at our highest level It is very frustrating to know the needis in the community, have the community request our service, but be unable to doanything about fulfilling this needAgain, we ask you considerationin funding the four positions not 9 asstated in the paper for a county policy This includes liability,comprehensive collision and medical coverageSupplies Cost used on most recent study from the Wayne County HealthDepartment 00424 per mileMaintenance Cost used on Wayne County Study 00153 per mileAverage for annual cost -Cost 5,100 depreciated at 5 years 1,02000Insurance premium 29600Supplies @ 15,000 miles yrx 0424 63600Maintenance @ 15,000 miles yr x 0153 22950TOTAL 2,1815015,000 miles yr x 15 cents mile 2,25000Our car cost was based on a similar model and size as the Wayne CountyHealth Department has Plans are to use the cars for 75,000 miles which wouldprobably be a five year period There was no figure used for the salvage value ofthe cars This should be an additional savings to the county if the figure wereused i?IJune 5, 1978 ContMr Powell also presented travel figures for persons needing vehiclesThe sanitarians from January - December, 1977 traveled 49,000 miles; 3;Nurses 17,290 miles and administrative 7,527 miles Mr Powell again asked theBoard to reconsider the purchase of automobiles for the Health DepartmentAfter the presentations; Mrs Ray told the Board the Health Department coucollect approximately 100,000 if they could charge the patients that can affordto pay Mrs Ray further indicated that many people would need free services,however some can payMrs Ray also told the Board they appreciated this time to appear beforethe BoardThe Board discussed the HEALTH Department Budget requests at length andemphasized their interest in Public Health, however, the Board related there isjust not funds available to fund all requestsChairman Denning, Health Board Member, indicated this is a fine groupof employees and they are doing a good job It is the opinion of the Board of Commissioners that the county can notpossibly match all federal funding, as it seems the federal grants start off inlarge amounts and keep decreasing, leaving more responsibility on the localgovernment, and it is time the local governments say something to alleviate thisproblem2 COUNCIL ON AGINGPaul Keller, Council on Aging, met with the Board of Commissionersrepresenting the Johnston County Council on Aging and asking the Board to consider3,700 additional funds to help employ a full time bookkeeper Mr Keller explainethat the Council on Aging has a part -time bookkeeper now and they need a full -timebookkeeper in order to have an efficient account system with regards to federalgrants, county matching funds, nutrition programs, financial reports and etcMr Keller thanked the Board for their time3 MENTAL HEALTHMrs Julia Elsee, President, Johnston County Mental Health Association,expressed much concern for the people that the Mental Health Center serves, ifthis budget is cut this could curtail programs and services offered and Mrs Elseeemphasized that more and more people are seeking early help for Mental illnessproblems The Mental Health Clinic is staffed with devoted employees getting tothe problems early The Mental Health Association applauds what the center isdoing and they request the Board to seriously consider appropriating the requestedamount of 103,000Statement from Mental Health Association presented by Helen SpenceWe the Mental Health Association of Johnston County, recognizing our dutyto insure adequate mental health services for this county, do hereby urge ourCounty Commissioners to appropriate the total amount asked for by the JohnstonCounty Mental Health Center in the countys 1978 -79 budgetIt is our belief that our countys mental health center is providingexcellent services to the mentally ill as well as offering a number of servicesto other individuals who may not be classified as chronically mentally ill, but whoare in need of therapeutic counselingWe also recognize the value of a mental health center that reaches out tothe communities of Johnston County, not only does our mental health center helpthose who walk through its doors, but the center also carries on an excellentprogram throughout the countyin the form of educational workshops and coursesThe center meets the needs of a broad range of Johnston County citizenseach year through its service program based on total community needs During theperiod of January 1977 through January 1978, Johnston County Mental Health Centerserved some 300 individuals with over 2000 of those receiving treatment servicesKnowing all these things, let the records show that the Mental HealthAssociation of Johnston County is greatly concerned about a possible reduction inmental health services to Johnston County Citizens if Johnston Countys Commissionefail to provide the total amount 103,000 asked for by the Johnston County MentalHealth Center for the year 1978 - 1979C W Tarlton, Thelma Barnes and Tom Berkau spoke on behalf of the MentalHealth Center asking that the Board of County Commissioners give due considerationto a problem that is paramount to Johnston County and it; citizenry466June 5, 1978 ContinuedCommissioner Howard Benton stated thereis no question in mymind that theMental Health Center is rendering a service that cannot be replaced and it concernsme greatly that all programs cannot be funded properlyand I hope a cut will notcurtail programs Commissioner Benton further indicated the federal governmentgets things started on a big scale and gradually withdrawsCommissioner John M Booker indicated the Mental Health Budget is nottight but critical 4 Johnston - Lee Community ActionLeon Penny, Executive Director, Johnston - Lee Community Action met withthe board appealing the cut of 5,645 from the Community Action 1978 -79 Budgetrequest Colonel Penny advised the board that if this amount is cut this agencywill lose 22,000 in federal funds Colonel Penny asked the board to considermatching funds to assist the agency with an Information Referral Center for peoplein the county in need of various public and governmental services Colonel Pennyindicated this service would be an asset to the citizenry and agencies in thecounty Colonel Penny asked the board to examine the priorities in givingconsideration to this request5 JOHNSTON COUNTY BOARD OF EDUCATIONMembers of the Johnston County Board of Education met with the board againasking the board to reconsider their tentative funding for the Johnston CountySchool SystemJames Ellerbe spoke advising the board they feel that schools are the mostimportant investment in the county and as a matter of priorities the Board ofEducation reaffirms the need for funds asked for in the Capital Outlay BudgetJohn Radford stated that all three Capital Outlay project are real needsand if the Board of Education drops behind this year, next years need will betwice as much and it is his hope that in some way the Board of Commissioners willcome up with county funds the School Board is asking for in this years budgetrequestSherwood`Parker says all three Capital Outlay projects are major needs andhopes the Board of Commissioners will take another look and get the money fromsomewhereWade Stephenson agreed with what had been said as he indicated he hadinspected the needs and the funds requested are a small part of the real needsand their duty at this time is to give all consideration to these needsMr Simpson, Superintendent, indicated the need of the county schoolsis a very clear matter Mr Simpson asked the board to do all you can to keepup with the Capital Outlay Budget on a year to year basis, we appreciate what youhave done and request that you do all you can for the Capital Outlay Budget thisyear Ray Boyette, Chairman, told the board the need is tremendous,when theBoard of Education funds all the small capital outlay projects including theSmithfield Junior High Gym they will need an additional 150,000 to complete onecapital outlay project Mr Boyette further stated they presented the budgetrequest as it is needed, they presented what was most urgent Mr Boyette thankedthe board for allowing them to appearThe Chairman and board members expressed appreciation to the Board ofEducation and Mr Simpson for their attitude and considerationIn discussion of the School Budget the Chairman and board membersemphasized they wanted the Board of Education to be able to fund one capital outlayproject in the 1978 -1979 Budget6 JOHNSTON TECHNICAL INSTITUTEDr John the Board that construction delays have °postponed thecompletion of the Clayton Waterline until late fall and Claytons wells will hardlyproduce enough water for daily needs, leaving no water for emergencies MayorJones told the Board if Clayton had a fire or a break in a water line they wouldbe in serious troubleBilly Morris, Cutter Laboratories, told the Board the situation is serious,as the plant had faced a possible shutdown as their water storage tank for fireprotection has been drained and Clayton is unable to furnish enough water from itspresent wellsMayor Jones asked the Board of Commissioner to purchase a small pump thatwill pump approximately 145,000 gallons of water a day from Smithfield to Claytonsince the pipeline is in the ground, however, the pumping station and water
