Bingo License - Smithfield Loyal Order of the MooseKramer Jackson, County Administrator, told the board that the St toDepartment of Revenue has asked for a letter endorsing the re- issuance o,? a bingolicense to the Smithfield Loyal Order of the Moose ClubThe board discussed this matter, however, took no official action at thistime488August 7 Cont17 Waterline- Temporary 1umping Station Agreem Smithfield - ClaytonKramer Jackson, County Administrator, presented a letter from MayorHerman Jones, Town of Clayton, requesting the boards approval and endorsement onthe following conditions for providing temporary water service to the Town ofClayton1 The Town of Clayton will operate and maintain the temporary pumpingstation and will be responsible for all expenses pertaining thereto2 Since the water must pass through the West Smithfield SanitaryDistrict system, the Town of Smithfield will deduct the temporarypump meter reading from the WSSD water use in billing them for sewage3 The Town of Clayton will pay the WSSD monthly for water consumed atthe bulk water schedule of the Town of Smithfield4 This temporary agreement shall have no effect on any future agreementconcerning jurisdictional boundaries for water service for thevarious units of government involvedAfter discussion, Commissioner J E Rogerson moved that the Board ofCounty Commissioners approve and endorse these conditionsCommissioner Howard Benton seconded the motion which was carried byunanimous vote18? Accident Claim - Courthouse East StepsThe board received a letter from James E Floors, Attorney At Law, ofSmithfield, N C, of an accident on the east end steps of the Courthouse on orabout Monday, June 5, 1978 Mr Floors indicated in his letter that he had beenretained by Mrs Jackie O Narron, the injured party, and was by this letternotifying the board of the accident claimThe Board of Commissioners asked Mr Jackson to check on the countysinsurance coverage in regards to this accident and report back to the board30 ? Office Space - Sheriffs DepartmentKramer Jackson, County Administrator, told the board that the Sheriffhas requested the office space in the basement where the Board of Elections officewas locatedThe Board of Commissioners took no action on this request at this time31 Supplemental Wages - Veterans OfficeCommissioner J E Rogerson moved that Marie Creech and Merle Whitley,employees in the Veterans Service Office, be paid an extra 2000 each permonth effective July 1, 1978, for additional duties in the absence of L P Creech,Veterans Service Officer, until such time as he returns to work or a new officerappointedCommissioner Frank B Holding seconded the motion which was carried byunanimous vote32 ? Community Based Alternative FundsThe Board of Commissioners at different times during this meeting discussedthe Community Based Alternative Funds Dr Dan Searcy, Director, Johnston CountyMental Health Clinic, and Don Morrison, Director, Johnston County Department ofSocial Services, again met with the board to renew their request for these fundsin the amount of 23,758 Dr Searcy and Mr Morrison stated they are requestingthe funds jointly Mr Morrison again explained that he is responsible for board-ing the status offenders and Dr Searcy told the board the Mental Health Clinic isreserving two beds for the status offenders and works with the offenders so theycan return to school and society By law status offenders can no longer be sentto training schools and have to be housed in the countyMr E S Simpson, Superintendent, Office of Public Instructions„ told theboard the school system needs the funds to hire special teachers for each highschool to work with these status offenders as they need special attention andtutoring Mr Simpson told the board without the full grant 23,758 it will benecessary to split a teacher between North Johnston and PrincetonThe board discussed this matter at length Commissioner John M Bookerfavored the funds going to the Mental Health Clinic, however, he also indicatedhe had no objection to dividing the grant between Mental Health and Social ServicesAfter much thought and consideration of these requests, Commissioner HowarBenton moved that the Community Based Alternative Funds be allocated in thefollowing manner; Social Services 9,000, School 11,35200 and Mental Health3,40600Commissioner John M Booker seconded the motion which was carried byunanimous voter494August 7 Cont33 ?
