Antirecession1066005 -1°`ICA - AntirecessionJ- 0660106 -1Insurance - Antirecession1066007 -1Retirement - Antirecession150,00000131,225003,77500u0V0 008, 00342Read, approved and adopted,APPROVED AS TO FORMW R Britt sCounty Attorney13 Airport Zonings Norman C DenningChairman, Johnston County Board ofCommissionersthis 6th day of September, 1977s Kramer JacksonCounty Administrators Eleanor N CreechClerkJimmy Flowers, Chairman, Johnston County Airport Authority, and KenWindley, County Planner, met with the Board regarding land use zoning around theCounty Airport Property Mr Flowers explained this property must be zoned for thecounty to continue to receive federal funding to help finance the construction ofthe airportChairman Denning indicated he did not understand when the airport wasfirst started they were talking about zoning Mr- Flowers explained the Master Planlindicated that zoning would be required ata certain stage of the airport constructsMr Flowers further explained the Planning Board and Airport Authority had met andadopted the minimum zoning requirements acceptable by the federal officialsMr Howard Gower, a property owner, was present at the Board meeting,andrelated that he did not really favor zoning since it places certain restrictionson property Mr Flowers advised the proposed zoning would not prohibit all kindsof development, however, it would prohibit housing subdivisions or the constructionof buildings over 50 feet in height at the ends of the runways Mr Flowers furtherindicated the zoning was for the protection of the property ownersAfter much discussion, Commissioner Howard Benton moved that the JohnstonCounty Airport Authority and the Johnston County Planning Board be authorized toproceed with plans to zone property around the county airport siteCommissioner J E Rogerson seconded the mtoion which was carriedunanimously14 Consultant Services - Management Improvement Corporation of AmericaFrank Chamberlain, Area Manager, Management Improvement Corporation ofAmerica MICA made a presentation asking the Board to consider employing MICA tohelp save the county money through productivity improvement and management assistancMr Chamberlain explained the program in detail as a no risk plan to taxpayersMr Chamberlain explained the guarantee offered with these services is unconditionalif the benefits are not realized, the client does not payThe Board advised Mr Chamberlain they would take his proposal underadvisement15 Appraisal Land Value Schedule AdoptedMr Bill Hester with Associated Surveys met with the Board again regardinthe Land Value Schedule to be used in the revaluation of land in Johnston CountyThe Board being very cautious in studying and considering the land valueschedule feared that it would cause a drastic increase in taxes on farm land inJohnston County However, the Board realized that Associated Surveys has to dealwith the actual values under the North Carolina State Law and has done a fair andacceptable jobThe Board realized that taxes would increase on farm land, but hopefullythe farmers would get a considerable amount of relief on personal property, includ-ing farm machinery and equipmentAfter much discussion and study, Commissioner Frank B Holding moved thatthe following Land Value Schedule be adopted and used in the county appraisal,onfi348September 6, 1977 Cont33 Johnston -Lee Community Action Board of Directors AppointmentCommissioner Howard Benton advised the Board of Commissioners that he wassubmitting his resignation from the Johnston -Lee Community ActionBoard of Directorsand recommended Bob Williams be appointed to fill the unexpired termAfter discussion, Commissioner Howard Benton moved that Robert W WilliamsBob Williams be appointed to the Johnston -Lee Community Action Board of Directorsto fill his unexpired term, this term expiring June 1, 1978Commissioner Frank B Holding seconded the motion which was carriedunanimously34 County Cmmits Funds to Smithfield and Selma Water and Sewer Lines to 301DevelopmentThe Board again discussed the industrial development between Selma andSmithfield along 301 highwayAfter discussion, Commissioner Frank B Holding moved that the CountyBoard of Commissioners commit the county to appropriate 12,500 to the Town ofSmithfield toward the total cost of water and sewer lines to serve the Hinton -Daughtry property on Highway 301, and to appropriate 60,000 to the Town ofSelma toward the total c -ost of water and sewer lines to serve the areaalongHighway 301 from the northern boundary of the Hinton - Daughtry property to U S OAfor water and the southern town limits of Selma for isewer linesCommissioner Holding further moved this commitment is based upon thetowns Selma and Smithfield agreement to make water and sewer lines available toall residents and businesses along this route and is contingent upon contractualagreements between the two towns being acceptable to the County Board of CommissioneCommissioner J E Rogerson seconded the motion which was carried by thefollowing voteAye Commissioners Frank B Holding, J E Rogerson, Howard Benton andChairman Norman C DenningNay None Abstaining John M Booker, DVMUpon a motion by Commissioner Frank B Holding, duly seconded byCommissioner John M Booker and carried unanimously the Board adjourned, ? ?4 t ? , 1 ? ?-Eleanor N Cree ClerkNorman C Denning, Chairman?
