October -91, 1977The Johnston County Board of Commissioners met in special session Friday,October 21, 1977, at 0230 am, in the C--orimissione-r-8 Room of the Johnston CountyCourthouse, Smithfield, North Carolina, with the following members present;Norman C Denning, Chairman, Frank B Holding, Vice Chairman, Howard BentonJ E Rogerson and John M Booker, DVMMembers Absent NoneThe following business was transacted1 Clayton Waterline - Contracts AwardedTom Moore and Gene Cobb with Ragsdale Engineers, met with the Board andreviewed the low bids received on the Clayton Waterline After discussion andreview Mr Moore recommended that the contracts be awarded to the low bidderssubject to approval of the Environmental Protection Agency,-Commissioner J E Rogerson moved that the following contracts be awardedonthe Clayton Waterline construction I U?Division I Sections 1 2 WaterlineJ L Excavating, Columbia, S C 737,51950Division I Pumping StationBryant Utilities Construction, High Point, N C 245,405,00Division III TankUniversal Tank and Iron Works, Atlanta, Georgia 210,85300Division IV ElectricalEdwards Electric Company, Inc, Wilson, N C 21,78000Commissioner Frank B Holding seconded the motion which was carriedunanimously366October 21, 1977 ContThe Board in further discussion of the Clayton Waterline asked the engineeto be sure the fire hydrants on the waterline are well protected If necessary thecommissioners agreed the county would appropriate funds to construct protectionaround the hydrantsTom Moore, Engineer, told the Board the Clayton line had been engineeredfor easy tap -ons at road intersectionsMr Moore also advised the Commissioners the State Highway Department hadinformed him they would have a full time inspector on the Clayton Waterline jobbecause of the highway encroachment agreement 0Mr Moore stated this could be very expensive to the county at approximate900 an hourAfter discussion, Commissioner Frank B Holding moved that Kramer Jackson,County Administrator and Commissioner J E Rogerson negotiate with the NorthCarolina Department of Transportation officials regarding the inspection cost onthe Clayton Waterline constructionCommissioner Howard Benton seconded the motion which was carriedunanimously2 Jury Commission AppointmentCommissioner Howard Benton moved that Lloyd Gilbert of Smithfield beappointed to the Johnston County Jury Commission for a two year term expiringSeptember 1, 1979Commissioner J Rogerson seconded the motion which was carried?nanirr?u??y j ?,?• ? ;, ? ;? ?????1L , n 4• ice c Wastewater Treatment Data GeneralTom Moore and Gene Cobb with Ragsdale Engineers, and Bill Brewer,,Manager,Town of Clayton, discussed with the Board the treatment of wastewater from DataGeneral with regards to the Clayton Wastewater Treatment Facility The Commissione swere informed the Clayton Plant can not handle the additional wastewater from DataGeneral as they are not allowed by the State Health Department to take on anyadditional hook -upsThe Cutter Laboratories addition was also discussed in regards to theadditional wastewaterTom Moore says the State will be firm about auxiliary treatment of waste-water at ClaytonIt was suggested that Frank B, Holding, Howard Benton, Kramer Jackson,Tom Moore, Gene Cobb, Bill Brewer and Ben Dalton met with State Engineers regard-ing wastewater treatment for Data General4 Highway Encroachment Clayton Wa;texl heThe Board authorized the Chairman to execute the Highway Encroachmentagreement on the Clayton Waterline5 Livestock Arena GravelKramer Jackson, County Administrator, advised he had received informalbids on gravel for the livestock arena and reviewed the bids with the BoardCommissioner Howard Benton moved that Eddie West of Selma receive thecontract for the gravel and hauling of the gravel at a cost of 4,180 for theJohnston County Livestock Arena parking areas and drivewaysCommissioner Frank B Holding seconded the motion which was carriedby the following voteAye Commissioners Howard Benton, Frank B Holding, J E Rogersonand Norman C DenningNay Commissioner John M Booker`r6 Personnel PolicOctober 21, 1977 Cont- Amendment to DeleteCommissioner Frank B Holding moved that the Personnel Policy be amendedto delete in Section 4 a the employee will be advanced 10 days vacation on thefirst of January to be used during the coming calendar year; and Section 4 dwhen the maximum has been accumulated, no additional vacation leave will be earneduntil some of the accrued leave has been takenCommissioner J E Rogerson seconded the motion which was carriedunanimously7 Landfill - TractorThe Board again discussed the purchase of a tractor for the County Landfilland asked Roland -Hatcher, Landfill Manager, to again check on the tractor inWilmington and if it is still available and he feels it is in good condition to goahead and purchase this tractor If not, check with the State Surplus Agency againKramer Jackson, County Administrator, and Roland Hatcher also mentioned tothe Board they had painted one of the trash collection trucks Mr Jackson statedthe dark colors are hard to see and they painted one white to see if this was abetter color The Board had no objections to painting the trash trucksConinissioner Fran-- B bolding suggested that the county needs to takeinventory of the condition of the equipment at the county landfillUpon a motion by Commissioner HowardBenton, duly seconde d by CommissionerFrank B Holding and carried unanimously, the Board adjournedEleanor N Creech, Clerk
