3164October 17, 1977The Johnston County Board of Commissioners met in special session Monday,October 17, 1977, at 10 oclock am, in the Commissioners Room of the JohnstonCounty Courthouse, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, HowardBenton, J E Rogerson and John M Booker, DVMMembers Absent NoneThe following business was transacted1 Jury Commission Member - ResignationY ?-` The card 0 s discussed an appointment to the Johnston Count4kJ-d ±y Commission as Mr L J Worthington recently appointed to this commission hassub `itted his resignation effective immediately The Board discussed this appoint-ment at length and realizing that time was of essence agreed °toask LloydGilbert of Smithfield to serve as the Boards appointment to the Jury Commissionreplacing Mr Worthington In trying to contact Mr Gilbert the Board learned hewas out of town and agreed to meet again in special session on Friday morningOctober 21st at 930 am to make Mr Gilberts appointment official if he agreedto serveThe Board in learning that the other two members of the Jury Commissionhad resigned, praised the retiring board members, and asked Framer Jackson, CountyAdministrator, to write each retiring member a letter of appreciationMr Jackson asked the Board if they were willing to provide funds for theJury Commission to employ four 4 clerical workers for about twoor three weeks toassist the Commission prepare a list of jurorsCommissioner John M Booker moved that funds be made available to theJury Commission for clerical assistance Mr Jackson noted that it is undeterminethe exact amount needed at this timeCommissioner Frank B Holding seconded the motion which was carriedunanimously2 Resolution - Grant Smithfield Selma 241 Fa Jl ityUpon a motion by Commissioner Howard Benton, duly seconded by CommissioneJ E Rogerson and carried unanimously, the following resolution was adoptedWHEREAS, the United States Environmental Protection Agency under theprovisions of the Federal Water Pollution Control Act Amendments of-1972 hasauthorized the making of grants to aid eligible units of government in financingthe cost of construction of wastewater facilities; andWHEREAS, the County of Johnston has made application for grant assistancefrom the United States Environmental Protection Agency under the provisions of theFederal Water Pollution Control Act Amendments of 1972 to aid in the construction othe second stage regional wastewater facilities to serve the Smithfield Selma 201Area specifically to serve the Pine Level and Four Oaks Area, andWHEREAS, the United States Environmental Protection Agency has offered agrant in the amount of 73,237 for the Step II phase of said facilitiesgritOctober 17, 1977 ContNOW, THEREFORE; BE IT RESOLVED BY THE JOHNSTON COUNTY BOARD OF COMMISSIONERSTHAT THE County of johnston accepts this grant offer in the amount of 73,237 andhereby agreesto all Standard and Special Conditions of the EPA grant agreement,and +hereby authorizes_the County Administrator to execute this grant agreement1Duly adopted the 17 Liu day bf ,October, 19773 Meeting - North Carolina Economic Growth ConferenceKramer Jackson, County Administrator, reminded the Board of tale meetingTuesday, October 25, 1977, at 7 oclock pm, at the Agricultural Building Thesubject wi] -1 be on how State Government can improve North Carolina, Economic conditio s4 Tree Program - Extension ServiceThe Board of Co;Lnissioners suggested that- Bruce Woodard, Chairman, JohnstonCounty Extension Service, be encouraged to have a big fruit tree ,program this year5 Additional CETA FundsKramer Jackson, County Administrator, told the Board the county had beenoffered additional CETA funds, however, at this time, he had suggested this moneybe offered to the schoolsUpon a motion by Commissioner Frank B Molding, duly seconded by CommissioneJohn 4 3ooker and carried unanimously, the Board recessed to meet again Friday,October 21, 1977, at 930 amNorman C Denning ChairmanEleanor d Creech, Clerk
