Town of PrincetonKramer Jackson, County Administrator, advised the Board the Town ofPrinceton Board of Commissioners had passed an order to ask permission of the Boardof County Commissioners for Princeton to adopt the County Mobile Home Ordinance andalso for Wayne Strickland, Code Enforcement Officer, be allowed to enforce the MobilHome Ordinance for the Town of PrincetonThe Board discussed this matter at length and asked Framer Jackson toconsult with the County Attorney regarding who would have the authority the Boardof County Commissioners or the Town of Princeton and report back to the Board,iNovember 7, 1977 Cont11 Water and Wastewater Facilities to Data General - Contracts AwardedTom Moore, Ragsdale Engineers, met with the Board and presented the bidsopened on November 3, 1977, at 230 pm, for Water and Wastewater FacilitiesImprovements for Data General Corporation Bids were received for Division ISection I - Water MainSection II- Sewer Force Alain and -Division II - SewagePumping StationThe Board of Commissioners reviewed these bids at length with Mr MooreMr Moore advised the Board that only two 2 contractors bidding on this projectsubmitted bids on Division II - Sewage Pumping Station Kramer Jackson, CountyAdministrator, and Tom Moore told the Board they were not sure the contract couldbe awarded on the Sewage Pumping Station with only two bids Mr, Jackson, at thistime, telephoned the Institute of Government and the State Local GovernmentCommission for an opinion on the bidding procedure on the Sewage Pumping StationAt this time, Commissioner Howard Benton moved that the contract forDivision I - Section I Water Main and Section II - Sewer Force Main be awarded toBillings and Garrett, Raleigh, N C, low bidder, at a total bid price of 122,707Division I - Section I - Water Main 78,34950; Section II - Sewer Force Main44,35825Commissioner Frank B Holding seconded the motion which was carriedunanimouslyKramer Jackson, County Administrator, reported to the Board that theInstitute of Government advised, if all legal advertising requirements had beenmet and, in case of an emergency, they felt it permissible to act on awardingthe contract for Division II - Sewage Pumping StationUpon a motion by Commissioner Howard Benton, duly seconded by CommissionerJ E Rogerson and carried unanimously, the following resolution was adopted;WHEREAS, Ragsdale Engineers, Smithfield, North Carolina, exercised goodfaith in advertisement for bids on Division II - Sewage Pumping Station of theWater and Wastewater Facilities Improvements for Data General Corporation, Clayton,North Carolina; andWHEREAS, the engineers received only two bids upon a critical time framefor the completion date of this project; and further based upon the CountyAdministrators telephone call to the North Carolina Local Government Commissionand the Institute of Government;NOW, THEREFORE, BE IT RESOLVED that the Johnston County Board ofCommissioners declare an emergency situation exist and awards Division II -- SewagePumping Station contract to Bryant Utilities Construction, High Point, NorthCarolina, low bidder, at a total bid price of 50,64000At this time, Commissioner Frank B Holding asked Tom Moore, Engineer, ifthe 201 Wastewater Facility line from Pine Level could include Princeton Mr Mooradvised that Princeton is in another 201 area12 Health Department - New EmployeesHelen Ray, Director, Johnston County Health Department, met with the Boardand introduced the following new employees Sandra Cox, Receptionist, AliceChappell, PHN, Julie Redd, Health Educator, Pansie Guy, Practical Nurse and EvelynBlake, PHN13 Abortion - FundinHelen Ray, Director, Health Department and Donald Morrison, Director,Department of Social Services, met with the Board regarding the funding of welfareabortionsMrs Ray and Mr Morrison indicated that earlier this year Congress votedto end federal aid to counties for abortion under the Medicaid ProgramMrs Ray reported that 95 abortions were funded through the Department ofSocial Services last year however, without federal assistance or an additionalcounty apporpriation, the department does not have the funds to continue financingabortions Mrs Ray also reported the average cost for an abortion ranged from250 for in- patients to 155 for out - patients, this cost does not include thedoctors fee5,ti1iINovember 7, 1977 ContCommissioner Frank B Holding commented he felt some county money shouldbe appropriated for extreme circumstances were there is no means of support, andthere should be some assistance for people with health problems and need abortionsthat can not afford to payCommissioner Benton asked what impact if no action is taken and abortionsare not performed Mr Morrison replied they would end up as welfare children Commissioner John M Booker asked who determined whether a woman shouldreceive services and have an abortion with financial assistance from the countyMrs Ray in answer to Commissioner Bookers question stated, this is done by theDepartment of Social Services, Mr Morrison commented that his staff certifieswhether a womans financial resources entitle her to public assistance Theeligible clients are informed about the abortions and then the decision is left upto themCommissioner Holding again emphasized that some provisions need to be madein extreme cases Commissioner Benton agreed that the county needs to come up withfundsAfter discussion, Commissioner Frank B Holding moved that the two agenciesbe instructed to work with hardship cases as they see fit, to be as discreet aspossible in granting funds for abortions, but help people that need it CommissionHolding further moved that 19,000 be transferred from the salary line item 1061002 to Family Planning line item 1061081 in the Department of Social ServicesBudgetCommissioner Howard Benton moved to amend Commissioner, Holdings motion byinstructing these departments to make a monthly report to the Board of Commissioneron abortion casesCommissioner Holding agreed to the amendmentCommissioner Howard Benton seconded the motion and the amendment which wascarried unanimously14 Federal Flood Insurance ProgramKen Windley, County Planner, introduced to the Board Craig Barfield, Statecontract man for Federal Flood Plain insurance with the Department of NaturalResources and Community DevelopmentMr Barfield explained to the Commissioners what they have to do at thisstage in order to receive federal funding for the Smithfield -Selma 201 FacilityProject Mr Barfield advised the county needs to put in an application to theFederal Flood Insurance Administration to require building permits for allconstruction and improvements and to inspect homes in flood prone areas in orderto minimize flood damage Mr Barfield also advised that an official must reviewand approved these permitsThe Board discussed this matter at length and asked Mr Jackson to givepublic notice of a public hearing on Monday, December 5, 1977, at 10 oclock a,m,on the Flood Plain Insurance Program15 Tax Supervisor - Afterlist - Refunds - ReleasesA Johnnie Stott, Tax Supervisor, made an Afterlist report #3 for themonth of October, receipt # 31,951 through 32,787, value 2,814,145, total29,32024B Mr Stott also asked the Board to review a letter to be mailed to tax-payers who have not as of this date after several notices listed property for taxesfor 1977 The Board gave their approval of the letterC Refunds and Releases1 C L Byrd - Cleveland Township - 1710 refund Mr, Byrd requeststhis refund for years of 1975 and 1976 due to a double listing, also listed toJennings McClung Recommendation - that it be granted2 Mrs Goldy S Denning - Ingrams Township - 4650 refund Mrs,Denning requests refund under Senior Citizens Exemption This would have beengranted had application been filed during proper time period, Recommendationthat it be granted3 Mr C W Gelder - Ingrams Township - 553,70 release Mr, C W,Gelder of Gelder and Associates, Inc requests that taxes and penalties totaling55370 be released These taxes havebeen listed in name of Asphalt Concrete Paving Company there has never been a company named this, Ready Mix Concretof Dunn purchased the land in 1969 and erected a metal building pretty soon afterthe purchase Ready Mix has been paying taxes on the lot 6,68 acres In 1970Ready Mix name was changed to Gelder and Associates, Mr Gelder has been payingthe tax on the 6,68 acres since the 1970 transaction, For some reason, no one haspaid taxes on the metal building since 1972 The building has been listed toNovember 7, 1977 ContAsphalt Concrete Paving Co described as building on leased land Mr Gelder acknowledges the fact that he owns the building but he does notfeel he should pay penalties imposed and questions whether he is liable for taxesfor which he received no notice4 Melvin G, Lee - 1395 refund MrPleasant request refund on 1500 valuation for 1977 for Senior Citizens ExemptionRecommendation that it be granted6 Anthony Chappell - Wilders Township - 4720 refund Mr Chappellreuests refund of 4720 based on personal property valuation of 4475 MrChappells personal property is in New Orleans, La He made an error in listingin personal property on mail -in form Recommendation - that it be granted7 Freeman Heath - Ingrams Township -- X2720 refund Mr Heath requestsa refund in the amount of 27,20 due to a clerical error cau4_nghis vehicle to beassessed incorrectly Recommendation -
