he appreciates the highway officialscoming to Johnston County,, He stated the Board wanted to talk about roads, theyare interested in maintenance secondary roads and etc They realize the HighwayDepartment does as good a job as possible, Johnston County is very proud of PaulAnderson, District Highway Engineer, and the job he does, he handles his job welland his public relations are very good,Commissioner Holding introduced Tom Moore, Engineer, with Ragsdale EngineerMr Moore presented a map designating the routes of the projects the Board ofCommissioners is presenting and placing as # 1 and # 2 priorities in JohnstonCounty for new road construction Mr Moore explained these projects to the HighwaOfficials Mr Moore and Commissioner Holding explained that the # 1 priority isthe construction of a new road extending Secondary Road # 1918 Barbour Roadapproximately 1_4 miles connecting West Smithfield with the Booker Dairy Road, andtide ltrity,isfienng of 301 between Smithfield and Selma Commissioner_Holding toldithe Highway Officials two new schools have been built between Selmaand Smithfield, a high school and a Junior High; traffic from West Smithfield goingto the schools, to work at Sylvania and other industrial areas east of Smithfieldis tremendous, coming from West Smithfield you have to come through Smithfield downSecond Street to Buffalo Road or out to 301 highway A new road in this area wouldbe a fuel saver, serve schools and citizenry and a trememdous help to schools andthe industrial area northeast of SmithfieldMr Moore further commented this area needs a loop road or by -pass to schooand industry Mr Moore also apprised the highway officials of the water lines thecounty is constructing and the 201 Wastewater Facilities to serve the county andits industrial sites Mr Moore indicated the industrial growth is in a northeastdirection, these road improvements will aide the residential growth and industrialgrowthCommissioner Holding indicatedhe would like to know the cost of theseprojects and the feasibility of building the roadsE S Simpson, Superintendent of Public Schools, remarks; expressedappreciation to guests for attending, commended Paul Anderson for his interestand cooperation in helping with school traffic problems Mr Simpson furthercommented that priority # 1 a road from West Smithfield connecting Booker DairyRoad serving Smithfield -Selma Senior High and Smithfield Junior High would be ahelpful artery to schools, a safety factor, it would get the school buses out ofcongested traffic, more economic, serve industry and schools Mr Simpson statedhe was very much interested in this project and presented a letter of endorsementW B Strickland, Chairman, West Smithfield Sanitary District, remarks;Mr Anderson has done a great job in Johnston County, I am very much interested inthese projects, this connecting road would eliminate bottle necking traffic inSmithfield, the traffic coming through Smithfield is dangerous and whatever you cando will be greatly appreciated by residents of Johnston County and Smithfieldp T1November 22, 1977 ContiSenator Ed Renf row remarks; he has watched this area growin the past ten years and it has become congested with traffic, Smithfieldconnecting road # 1 priority, I certainly endorse these projects jCommissioner Howard Benton remarks; In looking at the entire county, Ifeel I have to represent the entire county as a County Commissioner, I have had noopposition to these projects from the southern end of the county, I certainly thinkthey are worthwhile projects, I feel all Johnston County favors this projectconnecting road from West Smithfield to Booker Dairy Road_Commissioner John M Booker remarks; We have a unique situation aroundSmithfield, all traffic is funnelled down North Second Street and it has more thanits load of traffic, there is no question this project is needed, no question that301 needs widening, when you bring water and sewer into an area you bring growth ,new businesses going up in this area, 301 project needs consideration, additionalcongestion and pressure in this area , it is a needed thing to widen 301 Commissioner Booker further stated that a Smithfield Civic Center was voted downon North Street because of the traffic congestion, there was a controvesy severalyears ago about placing a Junior High School in this area, we need to know the costof these projects I am encouraged to know that the State Government is thisinterested in Johnston County, we have had complete cooperation from Paul Anderson,District EngineerCommissioner J E Rogerson remarks; I think the subject has been coveredpretty well, any consideration on these projects will certainly be appreciated Shelton Castleberry remarks; I am interested in Johnston County as a wholehowever, these are top priority projects, the need is here, Johnston County did thehighway bond issue justice Tom Moore added, two shopping centers coming to West Smithfield, continuedgrowth in this areaCommissioner Frank B Holding added; I dont want Johnston County to fail to be considered because we are asking too much, any money to be spent in JohnstonCounty, this is where and what we want to talk about Tom Bradshaw, Secretary, North Carolina Department of Transportation andHighway Safety,thanked the Board of Commissioners for this invitation and itsinterest in presenting these priorities Mr Bradshaw commented that it showsthat you are interested in these projects and it is very helpful for the Departmentof Transportation to know what priorities you have The Board and guests werealso told that a certain amount of road funds over and above the secondary roadmoney would be coming to Johnston County, but the Department of Transportation doesnot know how much at this time Mr Bradshaw first told the Board of Commissionersthat his staff considers the replacement of the Neuse River Bridge between Claytonand Archer Lodge as the number one bridge replacement project in North CarolinaThe Board was very pleased to hear this news Mr Bradshaw further emphasized,however, that the final decision on spending funds for bridge replacement would bemade by the North Carolina Board of Transportation, and if the Board went alongwith his staffs recommendation, the bridge could be replaced in the next two orthree years Mr-Bradshaw and other highway officials responded very favorablyto the Boards proposal of priorities, however, made no definite commitments MrBradshaw stated that he and his staff are aware of,-the need to widen 301 highway;and the proposal of the West Smithfield connecting road certainly sounds valid anddeserves consideration The Highway Officials agreed with the planning, as theseareas growthey could certainly see the need for a connecting road Mr Bradshawand the Highway Officials could not promise that the Board of Transportation wouldinclude these Johnston County projects in the states seven year Highway ImprovemenProgramMr Billy Herring, Board of Transportation Member, did not commit himselfon any project, however, did state that right -of -way donations would speed up theWest Smithfield connecting road projectThe Board of Commissioners was also told that even if the connecting roadwas approved in the near future, it would be three or four years before con-struction would begink?jMr Bradshaw told the Board the HighayDepartme t would do a preliminarystudy on how to get the road connecting West Smithfield with Booker Dairy Roadbuilt Commissioner Holding stated again the Board would like to know the costof construction of this roadChairman Denning again thanked Mr, Bradshaw and the Highway Officials forcoming to Johnston County to hear these needs, and, at this time, Chairman Denningrecessed this meeting to visit the proposed site for the road connecting WestSmithfield to Booker Dairy Road,The Board of Commissioners reconvened at 3 00 oclock pm, in theCommissioners Room of the Johnston County Courthouse, Smithfield, North Carolina,the meeting called to order by Chairman Norman C, Denning, all members presentAt this time, by motion of Commissioner Howard Benton, seconded byCommissioner John M Booker and carried unanimously, the Board declared ExecutiveSession for the purpose of discussing a personnel and compensation matterAfter discussion of this matter, by motion of Commissioner Frank B Holdingseconded by Commissioner John M Booker, and carried unanimously, the Board ofCommissioners went back into regular session at 3 50 pmThe following business was transacted1 Contract - County of Johnston and Town-of `Clayton Data General AuxiliaryTreatment FacilityBy motion of Commissioner J E, Rogerson, duly seconded by CommissionerFrank BHolding and carried unanimously, the Board authorized the Chairman toexecute the following contractNORTH CAROLINAJOHNSTON COUNTYTHIS CONTRACT made and entered into ths?22 day of November, 19775 by andbetween THE COUNTY OF JOHNSTON, party of the first part, and THE TOWN OF CLAYTON,party of the second part;WITNESSETHThat whereas the Town of Clayton has need of the sum of 75,000 from partyof the first part for the construction of a sewage and was-te disposal facility toserve Data General Corporation which-plans to build a multi - million dollar plantat Clayton; and whereas th-e party of the first part is-willing to advance toparty of the second part said sum of 755000,00to assure the construction of saidsewage and waste disposal facility fo`r Data r4eneral CorrporAtion;, And whereas theparty of the first part considers i,t in the befit tntere,--it Q? tLotb- pA,rtie? FKNOW ALL MEN BY THESE PRESENTS, That Johnston County, a body politic andcorporate, a corporation, hereinafter called Grantor , in consideration of thesum of 100, in hand paid by CAROLINA POWER LIGHT COMPANY, the receipt whereofis hereby acknowledged, hereby grants unto said CAROLINA POWER LIGHT COMPANY,hereinafter called Company , its successors and assigns, the right, privilegeand easement to go in and upon that certain tract or lot of land situated inPine Level Township in said County and State, containing 071 acres, more or less,being the land shown and described on a map entitled I -95 Rest Area PumpingStation Site prepared by Ragsdale Engineers, PA and dated February 16, 1977,and to construct, maintain and operate in, upon, and through said premises, in amanner suitable to it, with poles, wires, cables, underground conduits, and othernecessary apparatus and appliances, a line, or lines for the purpose of trans-mitting power by electricity, together with the right at all times to enter uponsaid premises for the purpose of inspecting said lines and making necessary repairand alterations thereon;
