tMay 31, 1977The Johnston County Board of Commissioners met in special session in the Commissioners Roomof the Johnston County Courthouse, Smithfield, North Carolina, May 31, 1977, at 730 pm, with thefollowing members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, Howard Benton, J E Rogersonand John M Booker, DVMMembers Absent NoneThe Chairman called the meeting to order and the following business was transacted1 Discussion - 1977 -1978 Proposed BudgetKramer Jackson, County Administrator, advised the Board there hadbeen a change in theProposed Health Department Budget and presented the Board with revised copies Mr Jackson told theBoard that County participation of the Health Department Administration Budget was approximately80 , however, of the total Health Department Special Programs the county participation percentagewas much smaller, about 12 Mr Jackson also advised the Board the Johnston County Health Department had won a NationalAward for its participation in the WIC ProgramIn discussion of the 1977 -1978 Salary Plan for county employees, the Board was advised bythe administrator they had more authority this year in the setting of salaries for the Department ofSocial Services and the Health Department than ever before, the Board does have the authority to setsalaries for these departments this yearThe Board discussed compensation to board members and tentatively agreed that the compensationshould remain the same at 3500 per meeting for the Chairman and 2500 per meeting for members,plustravel reimbursement2 School Budget Study and DiscussionMr E S Simpson, Superintendent, Johnston County Schools, was called to the Board meetingto discuss the requested budget for the Johnston County School System The Board noted the Board ofEducation is requesting a 243 increase over last years approved budget and the County Administratoris recommending a 16 increase over last years approved budget appropriationThe Board reviewed the Board of Educations requests; Capital Outlay 296,686, Current Expense1,720,133 and Special and Vocational 882,767, totalling 2,899,586, and an additional 375,314requested from the Revenue Sharing FundThe Board asked Mr Simpson, what amount he had requested for salary increases, Mr Simpsonindicated 10 , 8 per cent salary and 2 increment The Chairman asked Mr Simpson, will this beit , Mr Simpson said this is it and of course watching what you folks do and the State Chairman Denning also asked Mr Simpson, how many teachers are you paying full salaries fromlocal funds , Mr Simpson replied 36 Commissioner Howard Benton asked Mr Simpson, if the teachers were on a fixed salary, and IVIrSimpson replied, regular classroom teachers salaries are uniform, however, with special teachersyou have to meet the market 286j May 31, 1977 ContIMr Simpson further advised the Board of Commissioners that the biggest increase in Current jExpenses this year was for utilities Commissioner Holding indicated he was very afraid to seethe Current Expense budget go upCommissioner Benton asked Mr Simpson if he could get the Capital Outlay budget -down andMr Simpson replied, not without cutting teachers and cutting off the thermostat,,The Board of Commissioners discussed the school budget request at length, but took noofficial action at this meeting3 Triangle J Council of Government - Budget RequestThe Board discussed the budget request from the Triangle J Council of Governments and notedan increase from 14,887 to 17,865 The County Administrator recommended a 10 increase in thisyears budget for this line itemAfter discussion, the Board tentatively approved the requested 17,865 for-Triangle J for1977 -19784 State Forestry Budget RequestThe Board ,briefly discussed the State Forestry budget request and several more budget items,and tentatively agreed and authorized Mr Jackson to figure salary increases for county personnelon an eight 8 percent averageUpon a motion by Commissioner John B Booker, duly seconded by Commissioner J E Rogersonand carried unanimously, the Board adjourned•Norman C Denning, ChairmanEleanor N Creech, Clerkfa l
