rreers to ProceedHerman Jones, Mayor, Town of Clayton, met with the Board in regards to the proposedSmithfield to-Clayton Waterline Mayor Jones apprised the Board of the water problem in Clayton;stating Clayton has 17 wells pumping 24 hours a day with no additional reserves, Clayton is planningto dig two more wells, hopefully to relieve the water problem somewhat, however, with the Cutter Labexpansion, Clayton needs a time table on the waterlineThe Board discussed the progress of the engineering plans with Tom Moore and Gene CobbRagsdale Engineers Mr Moore advised the Board that going full blast they could be ready toadvertise for bids in 45 to 60 days, meaning the line to Clayton is 12 months away at absoluteminimumCommissioner Frank B-H6Tding stated that he, would encourage the Board to instruct theengineers to proceed with all diligence to get the Clayton line ready for bidding and furtherinstruct Kramer Jackson, County Administrator, to seek grants and any available State Clean WatermoneyThe Board agreed with Commissioner Holding and instructed the engineers to get the ClaytonWaterline project ready for bidding as soon as possible4 1977 - 1978 Proposed County BudgetKramer Jackson, County Administrator, presented to the Board of Commissioners the 1977 -1978Proposed Budget and delivered his budget message to the Board of Commissioners for study andconsideration Mr Jackson advised the Board this Proposed Balanced Budget was based on a 0093tax rate at a 95 collection ratioThe Board discussed several budget items very briefly No action was taken on the budgetat this meeting5 Appointment- Selma Board of AdjustmentUpon the recommendation of the -Selma Town Council, Commissioner Frank B Holding movedthat Sir Charlie Hatcher, Route # 2; Selma, North Carolina, be reappointed to the-Selma Board ofAdjustment for a one year term effective May 1, 1977Commissioner J E Rogerson seconded the motion which was carried unanimously6 Luncheon - Good Neighbor Day - PrincetonKramer Jackson, County Administrator, advised the Board they were invited to attend aluncheon in Princeton on Saturday, June 18, 1977, at 1230,pm Good Neighbor Day RSVPThe commissioners advised Mr Jackson they would let him know for sure at a later date7 Audit Contract- County AccountsCommissioner Howard Benton moved that Daniel G Matthews and Associates, Smithfield, NorthCarolina, be awarded the contract to audit the Johnston County Accounts for the period July 1, 1976to June 30, 1977, General Fund, Revaluation Fund, Public Assistance Fund, Debt Service, RevenueSharing Trust Fund, 8,850; Rural Fire Departments - 1575; and Johnston County Airport Authority480 for the total amount of 10,905Commissioner Frank B Holding seconded the motion which was carried unanimously8 Budget Amendment Buffalo Bridge Waterline RepairKramer Jackson, County Administrator, advised the Board he had received a bill from theTown of Smithfield for repair of the water line break at the Buffalo Road bridge in the amount of5,14801 Mr Jackson explained that 91270 of this amount was labor and the Town of Smithfieldagreed to deduct this, leaving a total due of 4,23531 Mr Jackson requested a budget amendmentin the amount of 4,23531 to cover this expenditureAfter discussion, Commissioner Frank B Holding moved that the budget be amended in theamount of 4,23531 and the Town of Smithfield be paid accordinglyCommissioner J E Rogerson seconded the motion which was carried unanimouslydMay 24, 1977 Cont9 Capital Health ServicesA encyCommissioner J E Rogerson reported on a Capital Health Services Agency meeting he attendedrecently Commissioner Rogerson advised this agency needed to have a meeting in the county todiscuss the needs of Johnston County The Board asked Commissioner Rogerson and Helen Ray, Director,Johnston County Health Department, to make the necessary arrangements for this meetingUpon a motion by Commissioner John M Booker, seconded by Commissioner Frank B Holding andcarried unanimously, the Board recessed to meet again Tuesday, May 31, 1977, at 730 pmNorman C Denning, ChairmanLEleanor N Creech, lerk
