3Fit widthMeeting of Board of Commissioners for Johnston CountyMarch 29, 1977The Johnston County Board of Commissioners met in special session Tuesday, March 29,1977, at 730 p m, in the Commissioners Room, Johnston County Courthouse, Smithfield, NorthCarolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, Howard Benton, J E Rogerson,and John M Booker, DVMMembers Absent NoneChairman Denning called the meeting to order and the following business was transacted1 Grants - Kenly Waterline SquibbKramer Jackson, County Administrator, greeted the Board with good news regarding the grantsfor the Smithfield -Kenly Waterline Squibb Mr Jackson reminded the Board that the estimatedcost of the waterline to Kenly was 1,460,000 and at bid opening, today the low bids amounted to1,158,976 Mr Jackson advised the Board that EDA and Clean Water grants had been awarded toJohnston County totaling 979,535 reducing the local cost to the county at approximately 200,000After discussion, Commissioner Howard Benton moved that Kramer Jackson, County Administratorbe authorized to execute the Offer of Grants for the State EDA Grant of 200,000 and Federal EDAGrant of 600,000 for the Smithfield -Kenly Squibb Waterline, EDA Project # 04 -01- 01532Commissioner John M Booker seconded the motion which was carried by the following voteAye Commissioners Howard Benton, John M Booker, J E Rogerson,Frank B Holding and Norman C DenningNay None2 Four Oaks Pine Level 201 Wastewater Facility Interceptor LinesTim `Broome, RagsdaleEt ire ws;; ?Imngwit ? Mayor Theodore Thornton, Four Oaks, and MayorSam Godwin, Pine Level, met with the Board to—discuss the county sponsorship of the Four Oaks -Pine Level Wastewater Facility Jackie McLamb and John Soles, Farmers Home Administration andEd Barnes, Local Government Commission, were also present at this meetingMr Broome advised that he had been working for about nine months with the Farmers HomeAdministration trying to secure grant money for the two towns He stated to the Board that thecost of the interceptor lines connecting Four Oaks and Pine Level to Smfld was estimated at 1,264,0with 903,000 EPA Grant eligible, leaving 360,000 local cost, the towns to come up with 290,000of the 360,000, the balance of 70,000 would be the countys share50 ofIn discussion, Mr Soles stated The Farmers Home Administration will fund the towns share ,if the county makes a commitment for the local cost match for EPA grants, as the towns can qualifyfor FHA grants but the county cannot, however, the county may sponsor the ,facilityCommissioner Howard Benton asked if the towns could maintain the lines Mayor Thorntonand Mayor Godwin confirmed that the towns have the capability of maintaining their linesMr Barnes, Local Government Commission, stated that he needed to know what the towns willpay in order to make a decision for the towns to hold a bond election as they should go ahead andprepare for a local electionIn determining that the countys share of the Four Oaks - Pine Level 201 WastewaterFacility would be approximately 70,000, Commissioner Howard Benton moved that the County ofJohnston assume sponsorship of the wastewater interceptor lines between Four Oaks and Smithfieldand Pine Level and SmithfieldCommissioner John M Booker seconded the motion which was carried by the following voteAye Commissioners Howard Benton, John M Booker, J E Rogerson,Frank B Holding, and Norman C DenningNay NoneThe Board of Commissioners expressed their appreciation to Jackie McLamb and John Soles,Farmers Home Administration, and Ed Barnes, Local Government Commission for their assistance andcooperation in this matter12,270I ?March 29, 1977 Cont3 Resolution - Application for State Federal Grants - Four Oaks - Pine LevelWastewaterFacilityRESOLUTIONWhereas, the North Carolina Clean Water Bond Act of 1971 has authorized the making ofgrants to aid eligible units of government in financing the cost of construction of wastewatertreatment works, wastewater collection systems, and water supply systems, andWhereas, Resolution 74 -31 of the North Carolina Board of Water and Air Resources estab-lished a policy for approving State grants from the Pollution Control Account of the Clean WaterFund for step grants for wastewater treatment works projects, andWhereas, Title II of the Federal Water Pollution Control Act Amendments of 1972 P L92 -500 U S C 1251 et seg authorized the award of step Federal Construction Grants for wastetreatment works, andWhereas, the County of Johnston intends to request State and Federal grant assistanceto aid in Steps II and III for the second stage facilities as set forth in the Smithfield -SelmaArea Section 201 Facilities Plan , consisting ofinterceptors and pumping facilities to servethe Pine Level and Four Oaks areasNOW THEREFORE, BE IT RESOLVED, BY THE BOARD OF COMMISSIONERS OF THE COUNTY OF JOHNSTONThat the County of Johnston will arrange financing for all remaining costs of theproject if approved for State and Federal grant awardsThat the County of Johnston will adopt and place into effect on or before completionof the project a schedule of fees and charges which will provide adequate funds forproper operation, maintenance and administration of the systemThat the County of Johnston will provide for efficient operation and maintenance of theproject on completion of construction thereofThat Per M Kramer Jackson, County Administrator, and successors so titled, is herebyauthorized to execute and file Step II III applicationson behalf of the County ofJohnston with the Environmental Protection Agency and the State of North Carolina forgrants to aid in the construction of the project described aboveThat Mr M Kramer Jackson, County Administrator, and successors so titled, is herebyauthorized and directed to furnish such information as the appropriate Federal or Stateagencies may request in connection with such applications or the project; to make theassurances as contained above, and to execute such other documents as may be requiredin connection with the applicationsThat the County of Johnston has substantially complied or will substantially comply withall Federal, State, and local laws, rules, regulations, and ordinances applicable to theproject and to Federal and State grants and loans pertaining thereto; and herebyauthorized the above designated representative to execute an affidavit so statingAdopted this the 29 day of March, 1977, at Smithfield, North CarolinaNorman C DenningChairman, Johnston County Board of Commissi ers4 Resolution - 201 11ast6water - -Seaboard-Coastline RailroadRI r,01 I ITTnNBe it resolved by the Board of County Commissioners of the County of Johnston in regularmeeting assembled that the Chairman of said Boardbe, and he hereby is, authorized to enter intoan agreement with the SEABOARD COAST LINE RAILROAD COMPANY, and to sign same on behalf of theCounty whereby said Railroad Company grants unto said County the right or license to install andmaintain, for the purpose of a sewer main, a line of 6 -inch ductile iron pipe across the rightof way and under tracks of said Railroad Company at or near Selma, North Carolina, as particularlydescribed in said agreement, which agreement is dated February 17, 1977, a copy of which agreementis filed with the Board of County Commissioners5 Budget,Amendment4i j ` µAK- ,w 4r ?,,COmtTFsiQner Hoard Rebn dared that 11,81100 be transferred from the County Contin-gey Fund to the General Fund Account,Paving Social Services Parking Lot, account # 10- 666 -76Commissioner John M Booker seconded the motion which was carried unanimouslyiiMarch 29, 1977 Cont6 Johnston Memorial HospitalMarvin Johnson, Chairman, Darius Wilder and Kenneth Jones, Hospital Trustees, alongwith Bob Terrell, Administrator, Dr Lyndon Jordan, Dr Stratton Story and Dr Thomas Johnsonand Lloyd Gilbert retired administrator met with the Board to discuss renovation and ex-pansion of the hospitalMr Johnson explained they had eiof the hospitals needs The consultantTrustees; 1 a new hospital, 2 phasedoperating rooms, and 3 nursing towerthe hospital expansion needed would coststated that a new 220 bed hospital wouldnployed an architect and consultant to make a studyhad made several recommendations to the Board ofadditions, with supporting services new labs, newMr Terrell and Mr Johnson- advised the Board thatapproximately 6 million dollars Mr Terrell furthercost 16 millionDr Story, Dr Johnson, and Dr Jordan expressed their concern regarding the hospitalexpansion needs These doctors related they were not practicing as efficiently as they wouldlike to or could with better facilities and more accomodating features Dr Jordan also ex-pressed great concern regarding the Emergency Room working conditionsThe Hospital Board of Trustees and the Board of County Commissioners both realized thatfinancing this project would be the number one problem as it may have to be funded by a hos-pital bond issue Commissioner Frank B Holding asked of any possibility that the proposedexpansion could be done in several phases so the county could pay as they go Dr Jordan re-sponded that he would question whether or not the hospital improvements should be done over aperiod of years, as the county has almost doubled in the number of doctors in the past fewyears Dr Jordan further reminded the Board many citizens are leaving Johnston County formedical care Dr Johnson advised the Board of the accreditation problems the hospital ishaving because of the many things that need correctingCommissioner Howard Benton told the Hospital Trustees that he and the Board appreciatedtheir interest and efforts, but he feels the procedure for this situation should be to make adefinite proposal to the entire Board of Trustees and then come before the Board of CountyCommissioners with sound recommendations for consideration In conclusion, Chairman Johnson told the Board of Commissioners they did not expect adecision at this time, but wanted the Board to be apprised of the hospital problems so theycould be thinking about a solution, however, the board was reminded that 6 million dollars isnecessary if Johnston County assumes the role of an adequate hospital facility in the nextten 10 yearsChairman Denning suggested scheduling another meeting with the Hospital Board of Trustees,the architect and consultant to discuss the hospitals needs7 Kenlv Welcome for New Sauibb IndustCommissioner John M Booker moved that the individuals and businesses of the Kenly arearesponsible for the friendly get together and pig pickin for the Squibb Industry be commendedfor the interest and cooperation extended to the Squibb people, as they certainly made anexcellent impression on the guestCommissioner Howard Benton seconded the motion which was carried unanimouslyMr A Hartland Mershon, Editor, Kenly News, was present at this meeting8 Livestock Arena - Electrical ContractorKramer Jackson, County Administrator, advised the Board that the Electrical Contractorfor the Johnston County Livestock Arena could not secure a 100 Performance Bond as requiredin the specifications Mr Jackson advised the Board the county had an option, to withholda percentage of payment; or withdraw the bid and award to the next low bidderThe Board asked Mr Jackson to talk with the contractor to see if he would agree forthe county to be billed for all materials and supplies used on the job siteUpon a motion by Commissioner Howard Benton, duly seconded by Commissioner John M Bookerand carried unanimously, the Board adjournedOrman C Denning, Chairman oEleanor N Creec Clerk
