ApprovedThe Board reviewed the minutes of the May 2, May 2 Board of Equalization and Review andthe May 24th, board meetingsCommissioner Howard Benton moved that the minutes of the May 2, May 2 Board of Equalizationand Review and the May 24th board meetings beapproved as recordedCommissioner J E Rogerson seconded the motion which was carried unanimously2 New County Extension AgentBruce Woodard, Chairman, County Extension Service, met with the Board and presented MiltonParker, Jr Mr Woodard explained that he had interviewed and is recommending Mr Parker to fillthe vacancy in his staff Mr Woodard told the board members that Mr Parker has a Master of Sciencedegree and a Master in Horticulture Mr Woodard stated that the county is very fortunate to beable to get a pdrsdr-? with Mr Parkers qualificationsThe board talked with MrPaPkbr titer which, Commissioner J E Rogerson moved that theBoard concur with Mr Woodards recommendation for the employment of Milton Parker, JrCommissioner Howard Benton seconded the motion which was carried unanimously3 Subdivision Regulations - Real Estate DevelopersWayne Cross, Curtis Johnson and Cecil Heavner met with the Board in regards to the CountySubdivision Regulations to become effective July 1, 1977 These real estate developers came askingthe Board of Commissioners to consider a six month delay in the effective date of the SubdivisionRegulations OrdinanceMr Johnson andMr Cross indicated they realized the county had to have subdivisionregulations, but agreed these regulations were too tight Mr Johnson stated its going to beimpossible to comply with this ordinance and have any lots available that people can affordAnother objection from the developers was the process of county approval of a subdivisionplan Mr Johnson and Mr Cross stated it would take nearly eight months to get anything startedKen Windley, County Planner, assured the developers that the County Planning Board intended to get asubdivision plan approved in about two monthsThe developers also indicated the subdivision regulations seemed to be geared toward urbandevelopment rather than rural developersMr Heavner stated he was in agreement with Mr Cross and Mr JohnsonJohn Berndt, Planner, with the North Carolina Department of Natural and Economic Resources,present at this meeting, responded that certain rules of these subdivision regulations are gearedtoward urban area subdivisions where water and sewer are available and the less restricted rules willbe applicable to the rural areasNorman B Grantham, Chairman, Johnston County Planning Board, also told the developers thatthe Planning Board would be available to work with them and issue variances in cases where theregulations might not be feasible or applicableCommissioner Howard Benton advised the real estate developers the Board is trying to promotegood orderly growth, certainly there has to be some regulations, anything started will cause someproblems The Board will give attention to any problem that would stymie orderly growth, it is notthe Boards intention to cause any developer any problem, we can always go back to the PlanningBoard Chairman Denning assured the developers if problems arise that you cannot live with, thePlanning Board and Board of Commissioners will try to do something to help you If something dontwork and there is anything we can change we will Commissioner Holdingalso told the developers, it is not the intentions of the Board towork a hardship on the people or developers 288June 6, 1977 ContMr Grantham advised the developers these regulations had been under consideration sinceSeptember of 1975iAfter this lengthy discussion, the Board agreed that it was time to give the County Sub-division Regulations airy and see how it workedIn conclusion, Mr Johnson commented to the Board of Commissioners, if you leave an openmind for revisions, thats all we can ask a,4 Department of Social Services - New Employee - Rent Reimbursement Day Care Center -Administration Cost ReimbursementDonald Morrison, Director, Department of Social Services, introduced Diane Williams, a newemployee with the Department of Social Services WIN ProgramDon Morrison advised the Board that a contract between the County and the State will providerent reimbursement for the Council on Aging Day Care CenterMr Morrison also advised the Board that the County and the S -ate Department of SocialServices entering into a contract would reimburse administrative cost to the county for 1976 -19775 Medicaid - Pilot ProjectDon Morrison, Director, Johnston County Department of Social Services, told the Board thatthe State had given permission for a Pilot Project on Medicaid payments made in Johnston CountyMr Morrison stated this would enable a direct control of medicaid cost as the department couldevaluate each case6 New Horizon SchoolDonald Morrison also advised the Board of Commissioners by transferring the fiscal manage-ment of New Horizon School to the Department of Social Services it would enable the County toqualify for federal funds and grants in aid covering most of the agencys operating cost, but wouldnot affect the operation of the schoolAfter discussion, Commissioner Howard Benton moved that the fiscal management of the NewHorizon School be transferred to the Department of Social ServicesCommissioner J E Rogerson seconded the motion which was carried unanimously7 Community Watch Signs - Whitley HeightsIvey Pittman of Whitley Heights came before the -Board requesting permission for WhitleyHeights residents to erect Community Watch signs in the communityCommissioner Frank B Holding moved that the Whitley Heights Community be granted permissionto purchase and erect these signsCommissioner John M Bookerseconded the motion which was carried unanimously8 Industrial Development - Johnston CountyBob Busby, Pete Williams and Tom Medlin met with the Board representing the GreaterSmithfield -Selma Chamber of Commerce Mr Busby explained that a committee had been formed torecruit industry in the Greater Smithfield -Selma Area and they would need supplies, audio - visualequipment, literature and other items to provide information about the area to show prospectsMr Busby asked the Board for 3,500 this year from the County and advised they wererequesting 2,000 from Smithfield and Selma in support of the industrial recruitment programChairman Denning commented that this was real good if it could be broadened to include otherareas of the county Commissioner Benton agreed that they needed to include other areas, as theBoard felt obligated to all other areas of the county Commissioner Holding indicated the Boardwould have to provide funds for this purpose to all chambers in the county if they agreed to fundthe Smithfield -Selma Chambers request The county is already promoting industrial growth bybuilding water lines to new industries,rMr Jackson suggested that in order to compromise, the county could purchase the equipmentand make it available to any chamber in the county that needed it riThe Board suggested that the group met and decide if the industrial committee could expand Gits efforts to include all areas of the county and get back with the Board at a later datej9 Fire Works Display - Four Oaks - 4th of July rCommissioner Howard Benton moved that the Four Oaks Civitan Club be granted permission tohave a fireworks display on July 4, 1977Commissioner John M Booker seconded the motion•which was carried unanimously4June 6, 1977 ­Cont10 Extensions - Recreation GrantsCommissioner Howard Benton moved that the following organizations be granted a 120 dayextension on the use of 1976 -1977 Revenue Sharing Recreation grants; Bentonville Recreation Council,Johnston 4 -H Clubs, The Salvation Army and the Town of BensonCommissioner J E Rogerson seconded the motion which was carried unanimously11 Brogden School Building - Brogden CommunityMrs Helen Ray, Director, Johnston County Health Department, notified the Board that theowner of the Brogden School Building had not responded to a letter from her declaring the buildinga public nuisance General Statutes of North Carolina as amended, Chapter 1357 of the Session Lawsof 1957, 130 -20 Abatement of NuisancesThe Board instructed the County Attorney to look into the situation and find out what thecounty could do legally12 Landfill - Dumping TiresKramer Jackson, County Administrator, explained that Roland Hatcher, Landfill Manager, wantto know if he should continue to permit retail tire dealers to dump tires, picked up out of thecounty, at the landfill Up to this time, Mr Hatcher has been accepting the tires and they arebeginning to stack up, and are more than he cantake care of with the present tire slicing machineThe Board discussed this matter and indicated they should give serious consideration tocharging a fee for dumping and handling industrial waste at the county landfill The Board is ofthe opinion that industries expect to pay for dumping waste at the county landfillAfter further discussion, the Board asked Mr Jackson and Commissioner J E Rogerson tocheck and see what Wilson County does about the disposal of old tires13 Tax Refunds - Noble N Peedin - Faye Lampe and Ella Ann HoldiJohnnie Stott, Tax Supervisor, met with the Board and recommended a tax refund for NobleN Peedin, Boon Hill Township Mr Stott explained that MrPeedin had paid 4480 for 1976 taxesthat was due to be paid by Ms Grace Peedin of Princeton Mr Stott also recommended a tax refund for Faye Lampe and Ella Ann Holding, ClevelandTownship, in the amount of 8358 for 1976 taxes paid Mr Stott explained that 91 acres valuedat 8,170 was double listedCommissioner J E Rogerson moved that the above recommendations for tax refunds to NobleN Peedin and Faye Lampe and Ella Ann Holding be approved as requestedCommissioner Howard Benton seconded the motion which was carried by the following voteAye Commissioners Howard Benton, J E Rogerson, John fi Booker and Norman C DenningNay NoneAbstaining Frank B Holding14 Resolution - Beef for Fathers DayUpon a motion by Commissioner J E Rogerson, duly seconded by Commissioner Frank B, _161-dingand carried unanimously, the following resolution was adoptedSTATE OF NORTH CAROLINACOUNTY OF JOHNSTONWHEREAS, beef is a traditional American food, and,WHEREAS, the family is the backbone of our country and an important source of strength inour modern society; and,WHEREAS, the beef industry is the largest segment of our nations agricultlural industryand is vital to our economy as well;WHEREAS, beef is one of Americas finest foods - -- nutritious, rich in protein and otherhealth- building factors proven bleneficial to people of all ages; andWHEREAS, it is important tha`?-, Che people of North Carolina and the County of Johnstonrecognize the importance of beef in their everday life; andWHEREAS, the North Carolina Cowbelle Association was organized June 289 1973, and is honoringthe beef industry on Fathers Day for their contribution to the strength and welfare of ourgreat county, state and nation;NOW, THEREFORE, WE, Norman C Denning, Frank B Holding, John M Booker, Howard Benton andJ E Rogerson, Commissioners of Johnston County, do HEREBY PROCLAIM the use of BEEF FORFATHERS DAY ON June 19, 1977, We respectfully urge all business organizations, producers29015and consumers to cooperate in this observance We urge the servingof beef in all homes onthis day, that it may take its rightful place among those foods served on -such special daysand in so doing recognize the improtance of the beef industry to our state, national andlocal economyIN WITNESS WHEREOF, we have hereunto set our hands and caused the GREAT SEAL OF JOHNSTONCOUNTY to be affixed heretoSEALCounty Health ServicesNorman C DenniJohn M Booker, DVMFrank B HoldingHoward BentonJ E RogersonHelen Ray, Director, Johnston County Health Department, met with the Board with statisticson patient care at the Health Center Mrs Ray emphasized that the Health Department needed morerevenues and more people to operate a good effective health program and to meet the demands of thepublic It was indicated on this report that in order to meet the growing needs of the people ofJohnston County, the Health Department needed to expand its programs and this could not be donewithout more revenues and more personnel Mrs Ray proposed that the Board of Commissionersconsider charging fees at the Health Department in order to compensate for some of the increasedrevenues needed, in turn this would reduce thecost to the county Mrs Ray told the Board thatseveral employees had left because of the amount of work at the centerThe Board did not react favorably to charging fees at the Health Center, however, theyasked Mrs Ray to take this proposal before the Board of HealthEXECUTIVE SESSIONAt this time, Commissioner FrankBHolding moved that the Board of Commissioners recessCommissioner Holding further moved that the Board of Commissioners go into Executive`Sessionfor the purpose of discussing a litigation against the County of Johnston, Sheriff Aaron Wood acidSpecial Deputy J L Blackie MartinCommissioner J E Rogerson seconded the motion which was carried unanimouslyIThe Board of Commissioners instructed the County Attorney to negotiate settlement on thecase Ecks Hauling and Rigging Company of Montoursville, Pennsylvania vs Johnston County, SheriffAaron Wood and Special Deputy J L Blackie Martin The Board further instructed the CountyAttorney to report back to the Board for action on the part of the county before any settlement ispaidAt 355 pm, it was moved, seconded and carried unanimously that Executive Session beclosed, therefore, upon a motion by Commissioner John M Booker, duly seconded by CommissionerC Frank B Holding and carried unanimously, the Board of Commissioners reconvened in regular session} as this time16 Public Works Construction Grant to CountyKramer Jackson, County Administrator, told the Board that Johnston County may receive905,203 from the Federal Government to be used for Public Works Construction projects This905,203 is Johnston Countys share of 4 billion being allocated by the U S Economic DevelopmentAdministration to areas throughout the nation with high unemployment rates Mr Jackson furtheradvised the Board that County Government is expected to receive 247,000, the Town of Smithfield507,000, and the remaining 196,203 to be allocated as decided upon by all local governing bodiesin the county Mr Jackson also explained the rules of the EDA Public Works funding, stating thatprojects must be started within 90 days after grant approved, and could not be used on any projectsthat contract have already been let, this would eliminate any school projects or any other projectswhere the contracts have already been let However, the Board discussed briefly other anticipatedconstruction projects that could qualify under the Public Works Construction funding, such as theClayton Waterline constructionUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner Howard Bentonand carried unanimously, the -Board recessed to meet again Tuesday, June 7, 1977, at 730 pmNorman C Denning, ChairmanEleanor N Creech, ClerkIiiI a
