Previous page1 11Fit width294June 20, 1977The Johnston County Board of Commissioners met in special session in the CommissionersRoom of the Johnston County Courthouse, Smithfield, North Carolina, Monday, June 20, 1977, at730 pm, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, Howard Benton, J E Rogerson and John M Booker, DVMMembers Absent NoneThe Chairman called the meeting to order and the following business was transacted1 PUBLIC HEARING ON THE 1977 - 1978 PROPOSED BUDGETIn accordance with the Local Government Budget and Fiscal Control Act 159 -12b a PublicHearing was announced and held on June 20, 1977, at 730 pm, for the 1977 -1978 Proposed JohnstonCounty Budget in the Commissioners Room # 202 of the Johnston C ounty Courthouse, Smithfield,North CarolinaNo one appeared before the Board of Commissioners to be heared on the 1977 -1978 ProposedBudgetA written proposal was presented to the Board for consideration of not increasing the taxrate for 1977 - 1978There being no further business the Chairman closed the Public Hearing Session2 Easement - Kenly WaterlineCommissioner Howard Benton moved that Norman C Denning, Chairman, be authorized to executethe following easement agreementNORTH CAROLINAJOHNSTON COUNTYEASEMENTTHIS DEED OF EASEMENT made this 15 day of February, 1977, by and between WILLIAM M RAGLANDand wife , RICHARD BADHAM and wife , of WakeCounty, North Carolina, and WILLIAM L BUCHANAN and wife of GuilfordCounty, North Carolina, parties of the first part; and THE COUNTY OF JOHNSTON, part of the secondpart;WITNESSETHThat whereas said parties of the first part are the owners of a certain lot or tract of landin Johnston County, North Carolina; and whereas, said party of the second part desires a permanenteasement of right of way across said lands for the purpose of installing and maintaining thereon awater transmission line, and whereas, it is necessary that in so doing they lay a pipeline for saidwater line across said lands of the parties of the first part;NOW, THEREFORE, said parties of the first part, for and in consideration of the sum of TENDOLLARS 1000 to them in hand paid by said party of the second part, do hereby give, grant andconvey unto said party of the second part, its successors and assigns, the right to construct,maintain, inspect operate, protect, repair, replace, change the size of, or remove a pipeline orpipelines and appurtenances for the transportation of water, or any other liquids or substanceswhich can be transported through a pipeline, together with the right of ingress and egress to andfrom the same for the purposes aforesaid, over, under, through and across the lands of which partiesof the first part warrant they are the owners in fee simple situated in Johnston County, NorthCarolina, said lands being more particularly described as followsIiJune 20, 1977 ContBULK WATER RATEAPPLICABLE TO SANITARY DISTRICTS AND MUNICIPALITIES THROUGH ONE MASTER METER4 1977 - 1978 Budget DiscussionThe Board discussed the Health Department Budget at length with Helen Ray and Mr JacksonThe Board tentatively approved the 1977 -78 Health Department Budget with salary increases at anaverage of 79 per cent and with the exception of the employment of two new employees requested,a Family Nurse Practitioner and Accounting Clerk However, the Board advised Mrs Ray that anyfuture vacancy in the Health Department staff could be filled with a Family Nurse Practitionereven if it means more moneyThe Board tentatively agreed to fund all the Board of Educations request;
