June 13, 1977 - Recessed1 2Fit width2Meeting of Board of Commissioners for the County of JohnstonJune 13, 1977The Johnston County Board- of Commissioners met in special session in the CommissionersRoom of the Johnston County Courthouse, Smithfield, North Carolina, Monday, June 13, 1977, at 730pm, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, Howard Benton, J E Rogersonand John M Booker, DVMMembers Absent NoneThe Chairman called the meeting to order and the following business was transacted1 Property for Elevated Water Tank and Pumping Stations - Clayton WaterlineTom Moore, Engineer, met with the Board in reference to property sites for the elevated tankand pumping stations for the Clayton Waterline Mr Moore told the Board he had checked on severalsites and talked with the owners regarding the county taking a purchase option on the sitesAfter much discussion on the Clayton Waterline and the financing of this line, CommissionerFrank B Holding moved that Tom Moore and Kramer Jackson, County Administrator, be authorized tonegotiate for a six 6 month purchase option on three sites to the best of their ability for anelevated water tank and two pumping stations for the Clayton Waterline construction CommissionerHolding further moved that the option price of these sites be applied toward the purchase priceCommissioner J E Rogerson seconded the motion which was carried unanimously2 1977 -1978 Beset StudThe Board continued study and discussion on the 1977 -1978 Proposed County BudgetKramer Jackson, County Administrator, presented to the Board factful statistics on theJohnston County School System, as the school budget had been discussed at length without finaladoptionThere was much discussion on the school budget, especially the vocational and special taxlevy of 175 cents It was emphasized that the Board of Education and the countys school principalswanted the full proceeds, all current and all delinquent, collected from the 175 cents vocationaland special tax levySince the Board has adopted a single tax levy there has been much controversy over the singlelevy tax and its affect on the 175 cents school vocational and special tax rate The single levytax would customarily grant a fixed appropriation to the schoolsChairman Denning stated that all members of this board are friends to the educationalfield even though we have not always been able to produce all that has been requestedCommissioner Booker indicated he would like to take a look at the entire school budgetbefore making a decision on the vocational and special school requestAfter a lengthy discussion on the school budget and the vocational and special tax rate,Commissioner Howard Benton moved that all current and all delinquent tax revenue collected from the175 cents vocational and special tax rate be pledged to the schools next year 1977- 1978Commissioner Frank B Holding seconded the motionThere - -,was discussion on the matter Commissioner Booker again indicated that he would likefor the Board to consider going over_the entire school budget request before making this commitmentChairman Denning called for a vote on Commissioner Bentons motion and the motion carriedas stated by the following voteAye Commissioners Frank B Holding, Howard Benton, J E Rogerson and Chairman Norman CDenningNay Commissioner John M Booker3 Budget Study ContinuedThe Board continued work on the 1977 -1978 budget and reviewed the following requests;Technical Institute, Special Appropriations, the Board agreed with the recommendations in theSpecial Appropriations Budget tentatively with the exceptions of Council of Governments, TriangleJ and State Forest Service In these line items the Board tentatively approved 17,865 for TriangleJ and 25,994 for the State Forest ServiceThe Board also studied the Real Property, Contingency and Revenue Sharing Budgets TheBoard tentatively appropriated 50,411 for the contribution to the Mental Health Revenue Sharingbudget andtook New Horizon School line item out of the Revenue Sharing budget, as it will becarried in the Department of Social Services Budget294June 13, 1977 ContThe Board discussed the Public Library request, but made no final decision at this timeThe Board briefly discussed the possibility of a tax rate increase this yearUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner J ERogerson and carried unanimously, the Board recessed to meet again Monday, June 20, 1977, for aPublic Hearing on the 1977 -1978 Proposed Johnston County Budget•0Norman C Denning, ChairmanEleanor N Creech, Clerk
