Next page1 3Fit widthIMeeting of the Board of Commissioners for the County of JohnstonJanuary 3, 1977RoomThe Johnston County Board of Commissioners met in regular session in the Commissioners ,ofthe Johnston County Courthouse, Smithfield, North Carolina, Monday, January 3, 1977, at 10oclocka m, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, Howard Benton, J E Rogersonand John M BookerMembers Absent NoneChairman Denning called the-meeting-to orderThe following business was transacted1 Minutes - ApprovedThe Board reviewed the minutes of the December 6, 1976, board meetingCommissioner John M Booker moved that the minutes be approved as recordedCommissioner J E Rogerson seconded the motion which was carried unanimously2 Board of ElectionsJohn D Johnson, Chairman, Johnston County Board of Elections, met with the Board requestingvoting machines for five additional precincts Mr Johnson pointed out that these precincts haveover 1,000 registered voters and two or three of these precincts are voting more people than otherprecincts with voting machines such as West Ingrams Mr Johnson further advised that votingmachines would help election workers more than the voters Commissioner Howard Benton indicated,there wasnot much interestin voting machines in his precinct of West Banner The Board discussedthis matter at length with Mr Johnson and asked Commissioner Benton to work with Mr Johnson toinvestigate the need and desire for additional voting machines and report to the Board withrecommendationsMr Johnson also asked the Board to consider raising the pay for some of the electionworkers Mr Johnson emphasized there should not be as much difference in election officialspay, as they all do practically the same work when working at the pollsThe Board discussed this matter at length and the Chairman indicated that it would bestudiedMr Johnson also advised the Board thatRegistration Books are being purged for any namesof persons not voting in the past six years Mr Johnson told the Board these persons will benotified that their names are being removed from the books so they may re- register if they want toMr Johnson told the Board that the Board of Elections is also making a Jury List for theFederal Court and they pay five cents per name Mr Johnson stated there would be 18,000 names,this amountsto 90000 and requested that the Board of Elections budget be amended by this amountThe board took no official action on this request at this time3 Report - Department of Social ServicesDonald Morrison, Director, Department of Social Services, met with the Board and made asemi- annual report on the following Social Services programs Transportation, Chore Services,Adoptions, Adult Services, Food Stamp Program, Adult Medicaid and AFDCMr Morrison advised that these added services have helped reduce the Welfare rolls TheBoard was well pleased with the adoption report of fifty -nine 59 adoptions last yearMr Morrison requested a budget amendment of 7,500 for the Transportation ProgramCommissioner Howard Benton moved that this amendment be approvedCommissioner J E Rogerson seconded the motion which was carried unanimously4` Clayton Water LineHerman Jones, Mayor, Town of Clayton, along with Tom Moore and Gene Cobb, Ragsdale Engineersand Billy Morris, General Manager, Cutter Laboratories, met with the Board regarding the extensionof a water line from Smithfield to ClaytonMayor Jones stated that the future growth and industrial development of Clayton depends ona sufficient and reliable water supply, more reliable than the ground wells that now supplies theClayton Community with water Mayor Jones asked the County Commissioners,to; consider the extensionof a waterline to Clayton as soon as possible and further emphasized any delay would work a hard-ship on the Clayton communityf0dol?January 3, 1977 ContBilly Morris, General Manager, Cutter Laboratories, told the Board that they continueto have a major concern for water at Cutter Laboratories, as the plans are to expand to a productline in 1977, this will require additional water and additional employees by 1978 Mr Morrisfurther stated that each time the expansion plans are talked about the water issue comes up , andeach time he has no definite plan of action to present Mr Morris stated that he sincerely hopesthe Board of Commissioners will seriously consider the Town of Claytons request to extend the waterfacility line to Clayton as soon as possibleCommissioner Howard Benton asked Mayor Jones if Clayton would be able to get throughanother summer and the Mayor stated I have my doubts Mayor Jones related that last summer thetanks were completely pumped out during the day and filled back up at night Commissioner Benton asked the engineers if the Smithfield Plant on the Neuse River couldprovide enough water for the future needs of Clayton, Smithfield and other communities to be pumpedfrom the plant Gene Cobb and Tom Moore, Ragsdale Engineers, advised the Board that the SmithfieldPlant could produce up to four million gallons of treated water a dayThe Board seemed very eager to get this project started as they realize the Claytoncommunitys need for water The Board alsorealizes there is nopossibility of future industrialgrowth until the Clayton water problem is solved However, the Board stated to the Clayton officialsthere are several problems that need to be worked out with the Town of Smithfield, the West SmithfielSanitary District and financing before this project can be startedmeeting The Board deferred action on the Smithfield to Clayton Water Line until the February Board5 Tax Refund - George McFayden, SrJohnnie Stott, Tax Supervisor, met with the Board and advised that George McFayden, Sr,had requested he be refunded taxes that he had paid on property that should have been transferredfor the tax years 1974 and 1975 This property was given to a church and should have been exemptMr Stott advised that this refund amounts to 5784 for the two years Mr Stott recommended thatthis refund be grantedCommissioner John M Booker moved that Mr McFayden be refunded in the amount of 5784for taxes paid in 1974 and 1975 on property that should have been transferred out of his nameCommissioner Frank B Holding seconded the motion which was carried unanimously6 Zoning - West Smithfield Sanitary DistrictKen Windley, County Planner, advised the Board that the second public hearing on Zoningof the West Smithfield Sanitary District will be held on January 17, 1977, at 730 pm, at theSharon Baptist Church, Smithfield7 Board of Trustees - Johnston Memorial HospitalThe Chairman advised the Board of Commissioners that legislature could be enactedspecial legislation enabling the Board of Commissioners to appoint additional members to theHospital Board of TrusteesThe Board deferred any action at this time8 District Engineer - North Carolina State Department of TransportationPaul Anderson, District Engineer, North Carolina State Department of Transportation metwith the Board and discussed several county secondary roads9 Bentonville Fire District - Amended BoundariesUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner J ERogerson and carried unanimously, the following resolution was adoptedRESOLUTION DESIGNATING AMENDED BOUNDARIES OF THE BENTONVILLE FIRE DISTRICTWHEREAS, the matter of fixing and declaring the amended boundaries of the BentonvilleFire District was duly presented,AND WHEREAS, it appears that the Bentonville Fire District has complied with minimumrequirements, as contained in resolution adopted by the Board of Commissioners on October 3, 1955,pretaining to the establishment of Fire Departments and Fire Districts in Johnston County,AND WHEREAS, the enlargement of its fire district has met the approval of the NorthCarolina Fire Insurance Rating Bureau,NOW THEREFORE, BE IT RESOLVED that the designated boundaries of the Bentonville FireDistrict °to be served by the Bentonville Fire Department be amended and officially fixed as follows248January 3, 1977 ContBENTONUILLE FIRE DISTRICTJohnston and Wayne CountiesBeginning at a,point 1 on Bentonville Road 1009, at the Ellis Branch and 04 mile northof the bridge over Mill Creek; thence in a southwesterly direction to a point 2 on Joyner BridgeRoad 1185 02 mile north of its intersection with Blackmon Mill Road 1136; thence in a south-westerly direction to a point 3 on the Blackmon Mill Road 1136, 02 mile southwest of itsintersection with Joyner Bridge Road 1185; thence in a southwesterly` direction to a point 4 onCamp Branch Road 1189 05 mile north of its intersection with Mill Creek Church Road 1188,excluding all property on Blackmon Mill Road 1136 between this and the preceding point; thencein a southwesterly direction to a point 5 on Mill Creek Church Road1188, 01 mile west of itsintersection with Weaver -Bass Mill Road 1191; thence in a southwesterly direction to a point 6on Weaver - Bass Mill Raod 1191; thence in a northwesterly direction topoint 1, the beginningf10 Community Development Funds - Town of Four OaksI Commissioner Howard Benton moved that the Johnston CountyBoard of Commissioners on behalfof the Town of Four Oaks file application for Community Development Block -Grant Discretionary Fundingj Commissioner John M Booker seconded the motion which was carried unanimously11 Anticression FundsuThe Board discussed the Anti - Recession Funds and asked Mr Jackson to find out if all or,ma portion of this money can be used to help replace classrooms the county Board of Education plansto replace at the Smithfield Elementary School These classrooms destroyed by fire12 Health Department - Sales Tax Refund WICThe Johnston County Health Departments WIC Program last year paid 12,49200 in NorthCarolina Sales Tax, which was refunded in the 1976 -1977 Fiscal Year and not budgeted The HealthDepartment has requested a budget amendment in this amountThe Board took no official action on this request at this time13 Operational Cost - Automobiles - Sheriffs DepartmentKramer Jackson, County Administrator, presented a detail report to the Board on theoperational cost of the Sheriffs Department cars Mr Jackson advised that on an average it costapproximately 17¢ a mile to operatethese cars14 Johnston Count- Request Natural Disaster AssistanceCommissioner J E Rogerson moved the Chairman be authorized to write a letter officiallyrequesting Natural Disaster Damage AssistanceCommissioner Howard Benton seconded the motion which was carried unanimouslyThe Board of Commissioners at this time recessed to go into Executive Session to discussHealth Department Administrative Personnel mattersThe Board reconvened into regular session Upon a motion by Commissioner John M Booker,duly seconded by commissioner Frank B Holding and carried the Board adjournedBorman C Denning, ChairmanGEleanor N Creech, erk
