t 258Meeting of Board of Commissioners for the County of JohnstonFebruary 15, 1977The Johnston County Board of Commissioners met in special session in the CommissionersRoom of the Johnston County Courthouse, Smithfield, North Carolina, Tuesday, February 15, 1977, at7 oclock pm, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, Howard Benton, J E Rogersonand John M Booker, DVMMembers Absent NoneChairman Denning called the meeting to orderThe following business was transacted1 Right of Way Agreement - Southern RailwayCommissioner Frank B Holding moved that Norman C Denning, Chairman, Johnston County Boardof Commissioners be authorized to execute the agreements between Southern Railway Company and theCounty of Johnston, North Carolina, concerning the construction and maintenance of a 16 inch waterpipeline crossing upon the railway property right of wayCommissioner J E Rogerson seconded the motion which was carried unanimously2 Revenue Sharing Assurance FormKramer Jackson, County Administrator, advised the Board that he had received the AssuranceForm for Revenue Sharing Entitlement Period 8, and the county will be receiving 861,000 in the nextfiscal year, approximately 26,000 short of the budget estimate3 Countyto Receive Additional CETA FundsKramer Jackson, County Administrator, advised the Board he had been told by the CETA Officein Raleigh that Johnston County could expect to get an additional allocation from the U SDepartment of Labor by March 1st, and these funds would enable the county to double the number ofemployees on the CETA program Mr Jackson explained that the new money is to be used for newprojects and the employment of people to carry out these projectsThe Board discussed with Mr Jackson many projects that could be done with people employedby the CETA Program Mr Jackson reminded the Board that CETA workers could be used to assist theappraisal firm with the upcoming revaluation of all Johnston County real propertyThe Board stated they were very sincere in trying to help the unemployed through the CETAprogramThe Board asked Mr Jackson to use some CETA employees to clear the area for the countypark along Swift Creekat the Johnston County Airport site The Airport Authority Board and theBoard of Commissioners to coordinate in the designation of the area for the county parkCommissioner Frank B Holding recommended that a crew be used to clean up the trash dumpsalong county secondary roadsAfter discussion of many projects, Commissioner Frank B Holding moved that Kramer Jackson,County Administrator, be authorized to communicate with all county agencies, such as the AirportAuthority, Technical Institute, Landfill, Hospital, School System and the Mental Health Clinic todetermine whether or not these agencies want CETA positions to work on improvements for groundand facilitiesCommissioner Howard Benton seconded the motion which was carried unanimously4 Welder LandfillKramer Jackson, County Administrator, advised the Board that Roland Hatcher, Manager,Johnston County Landfill, had talked with him regarding the County purchasing a portable welderto use in repairing the garbage containers at sites throughout the countyAfter discussion, Commissioner Howard Benton moved that Commissioner J E Rogerson andChairman Denning be authorized to work with Mr Hatcher to purchase a heavy duty portable welderfor the Johnston County LandfillCommissioner John M Booker seconded the motion which was carried unanimously5 Revaluation Firms InterviewedThe Board of Commissioners, along with Johnnie Stott, Tax Supervisor, met with andinterviewed three appraisal firms interested in doing the county revaluation of property; W PFerris, Inc, Carroll- Phelps Company and Associated SurveysAfter much discussion with each firm represented the Board indicated they would take thismatter under consideration and asked Mr Jackson to put it on the March agendaJiF262February 15, 1977 ContThe party of the second part agrees to pay to the then owners any and all damagesto crops, timber, fences or other improvements on said premises that may arise fromthe exercise of the rights herein granted, said damages, if not mutually agreedupon, to be ascertained and determined by three disinterested persons, one of whomto be appointed by the party of the first part, one by the party of the second part,and the third by the two so appointed, and the written award of such three personshall be final and conclusive, unless appealed to the Superior Court as by lawprovidedIN TESTIMONY WHEREOF said party of the first part has caused these presents to besigned in its name by its Mayor, and its corporate seal to be hereto affixed andattested by t`he Clerk, and said party of the second part has caused these presentsto be signed in its name by its Chairman of Board of Commissioners of JohnstonCounty, and its corporate seal to be hereto affixed and attested by its Clerk, theday and year first above writtenATTESTCLERKATTESTEleanor N CreechCLERKTOWN OF SELMAByMAYORBOARD OFCOHMISSIONERS OF JOHNSTONCOUNTYBY Norman C DenningCHAIRMANUpon a motion by Commissioner Frank B Holding, seconded by Commissioner John M Bookerand carried unanimously, the Board adjournedNorman C Denning, ChairmanEleanor N Creec C Jerk
