Petition - S R # 1557Mrs Rochelle Bolyard of Clayton and other property owners on SecondaryRoad # 1557 met with the Board requesting that this road be considered for pavingMrs Bolyard told the Board that part of this road 1557 was paved, thereare no bridges on the remaining portion and seventeen occupied homesAfter discussion, Commissioner Howard Benton moved that this petition bemailed to the North Carolina Department of Transportation, Division of Highways,Wilson, North Carolina, requesting that this road be paved as soon as possibleCommissioner Frank B Holding seconded the motion which was carriedunanimously3 Landfill - Tire Slicing MachineRoland Hatcher, Manager, Johnston County Landfill, met with the Boardregarding the large volume of old tires received at the county landfill MrHatcher advised the Board the tire slicing machine is worn out and he is havingdifficulty slicing the tires dumped at the landfillAgain the Board discussed the matter at length, along with discussing thepossibility of charging industrial users that dump large amounts of waste at thecounty landfillAfter further discussion, Commissioner Frank B Holding moved that MrHatcher be instructed to temporarily pile up old tires brought to the landfillwithout slicing the tiresCommissioner J E Rogerson seconded the motion which was carriedunanimouslyThe Board at this time appointed Kramer Jackson, Roland Hatcher andCommissioner J E Rogerson to work with the industrial users and a policy forindustrial users fees4 New Employees_- Sheriffs DepartmentGeorge Johnson, Chief Deputy, met with the Board and introduced three newdeputies with the Johnston County Sheriffs Department; Phillip Anderson, Smith -field area; Walter J Warren, Pine Level and Micro area; and Randy Cooke, Bensonarea and southern Johnston CountyMr Johnson also told the Board he had activated the Detective Force ofthe Sheriffs Department and it was working out real well5 Social Services Board - AppointmentCommissioner J E Rogerson moved that Howard Benton be reappointed to theJohnston County Social Services Board for a term of three 3 years expiring July1, 1980Commissioner Frank B Holding seconded the motion which was carriedunanimouslyAugust 1, 1977 Cont6 Revenue Sharing Recreation Grant Applications - DeadlineCommissioner John M Booker moved that October 20, 1977, be set as thedeadline for county Revenue Sharing Recreation Grant Applications to be submittedto the County Administrators OfficeCommissioner J E Rogerson seconded the motion which was carriedunanimously7 North Carolina Association of County Commissioners Meeting- Voting DelegateCommissioner Frank B Holding moved that Kramer Jackson, County Administrato ,be designated as voting delegate for Johnston County at the North Carolina Associati nof County Commissioners Meeting in Charlotte, August 18th - 20thCommissioner Howard Benton seconded the motion which was carried unanimously8 Adult education Classes - Social Services BuildiKramer Jackson, County Administrator, advised the Board he had received aletter from Johnston Technical Institute requesting the use of the Conference Roomat the Department of Social Services for AdultEducation classes on Tuesday andThursday mornings for the school fall quarter Mr Jackson explained the requesthad been approved by the Social Services DirectorCommissioner Howard Benton moved that the above request be grantedCommissioner Frank B Holding seconded the motion which was carriedunanimously9 Home Economic Agents — Travel Expense to Seminar to BostonKramer Jackson, County Administrator, and Bruce Woodard, Extension Chairman,advised the Board two staff members of the Extension Service had been invited toattend and present a program to the National Association of Extension Economists inBoston, the subject will be Johnston Countys Special Program for Mentally Handi-capped persons Mr Woodard explained this was an honor for Johnston CountysAgents to be invited to present this program on the national level and the costwould be approximately 80000 total Mr Woodard made a request that the countyhelp pay travel expense to the seminarAfter discussion, Commissioner Howard Benton moved that 80000 beappropriated to pay the travel expense to the seminar in BostonThis motion died for the lack of a secondAfter further discussion, Commissioner John M Booker moved to appropriate50000 for travel expense to the Boston seminarCommissioner Frank B Holding seconded the motionThe Chairman called for further discussionThe Board discussed the travel expenses at length, after which CommissionerBooker withdrew his motion Commissioner Frank BHolding withdrew his motionThere was no voteAfter further discussion of this matter with Mr Woodard, CommissionerJ E Rogerson moved that 60000 be appropriated from the Contingency Fund to theExtension Service Travel line item 10- 652 -14 to help pay travel expenses for twoHome Economic Agents to the National Seminar in Boston to present a program onJohnston Countys Special Program for Mentally Handicapped PersonsCommissioner John M Booker seconded` the motion which was,carriedunanimously10 Mental Health - Salary Grade increasedKramer Jackson, County Administrator, advised the Board that Dan Searcy,Acting Director, Mental Health Clinic, is requesting one salary grade be increasedfor a Community Services Consultant position to be filled on his staff Since theposition will not be filled until September 1, 1977, this change will not necessitaa revision in the annual budgetCommissioner John M Booker moved the salary grade for the CommunityServices Consultant position to be filled September 1, 1977, be increased one salargradeCommissioner Howard Benton seconded the motion which was ServiceElectrical InspectorVeterans OfficeTax SupervisorDog WardenJohnnie Stott, Tax Supervisor, filed the following with the Board for theirinformationRecent changes by the Legislature concerning G S 105 -312 no longerrequires the Tax Supervisor to get the approval of the Board of Commissioners prioto making assessments and notifying the taxpayers when they have not listed theirtaxes The law does require, however, the Tax Supervisor to submit a writtenreport at each meeting containing a list of the taxpayers that have been assessed,notified of action to be taken,etcThe list will be the same as what has been known as the Afterlist The law was effective immediately and since we are in the process ofpreparing our original billing, the first report is a negative report 12 Building Insulation InspectorKramer Jackson, County Administrator, advised the Board that the CountyCommissioners is required by law to designate by September 1, 1977, a personresponsible for enforcement of Building Code Insulation and Energy Utilizationstandards and to advise the Engineering and Building Codes Division of theDepartment of Insurance Mr Jackson further explained the named person is toattend school sponsored by the Department of Insurance and to enforce a permitsystem beginning January 1, 1978 This person named by the Board will be responsitfor certifying all claims made by individuals for federal and state tax creditsfor installing energy saving insulation and equipmentThe Board discussed this matter at length, however, deferred the appoint-ment until the next board meeting on August 16, 197713 Advertisement for Bids - Sheriffs Cars and Landfill TruckKramer Jackson, County Administrator, presented bid specifications to theBoard for review for eight automobiles with police package for the SheriffsDepartment and one pick -up truck for the county landfillAfter review of the specifications, Commissioner Frank B Holding movedthat Mr Jackson be authorized to advertise for bids for eight automobiles withpolice package without the AM radio with rear speakers for the Sheriffs Departmentand one pick -up truck without factory installed air conditioning for the countylandfillCommissioner John M Booker seconded the motion which was carriedunanimously14 Four Oaks Rescue Squad - Paving Rear EntrancePaul Anderson, District Engineer, North Carolina Department of Transport-ation, Division of Highways, advised the Board it is not permissable for SecondaryRoad funds to be expended for the paving of rear driveway entrances to firedepartments and rescue squad buildings15 Health Department - New EmployeesShirley Mozingo, Nursing Supervisor, Johnston County Health Department,met with the Board and introduced four new employees with the Johnston CountyHealth Department; Velaline Sanders, RN; Robin W Corbett, Nurse part time;Susan M Lehman, Nutritionist, and Mattie Rogers, Aide -Child Health16 Selma Request EDA FundsMayor Ed Peedin and Ken Collings, Manager, Town of Selma, met with theBoard and presented the following resolution for the Boards considerationLeIlIr319August 1, 1977 ContRESOLUTION OF PETITION FORCOUNTY SUPPORT OF SELMA PROJECTSWHEREAS, the Economic Development Administration EDA has indicated thatthe County of Johnston will be provided a 755,000 allocation under Round II of theLocal Public Works Capital Development and Investment Program; andWHEREAS, the project area is the County of Johnston and t1ae allocation isbased on the total county unemployment rate and total county needs; andWHEREAS, earlier this year in anticipation of the County fo Johnston beingallocated Public Works Grant monies beyond the application sub- mitted by the Boardof Commissioners for Round I funds, the Town of Selma prepared four projects thatmeet all the requirements for eligibility by EDA and are local ;public work projectsthat are needed by the people of the Town of Selma and by the people of the areassurrounding Selma1 Construction of sewer collection line and pumping station on EastAnderson from Seaboard Coastline Railroad tracks to city limits;estimated cost 61,000002 Construction of a municipal parking lot at Pollock and RailroadStreets; estimated cost 26,800003 construction of a sewer collection line on Ricks Road from Highway70 -A to the Seaboard Coastline Railroad Crossing; estimated cost23,00000 Clean projects of the Town of Selma aspart of the County of Johnston application for funds under Round II of the LocalPublic Works ProgramDULY ADOPTED THE 28 DAY OF JULY 1977The Board of Commissioners discussed this request with Mayor Peedin andCol Collings and advised if the Board allocated funds to Selma, it would beobligated to share this money EDA grant money with other towns in the countyThe Commissioners further advised these funds are already fully committed for theconstruction of the water line linking Smithfield to Clayton17 Creation and Appointment of the Johnston County Industrial Facilities andPollution Control Financing AuthorityCom_rissioner Howard Benton introduced the following resolution which wasread at lengthA RESOLUTION CREATING THE JOHNSTON COUNTY INDUSTRIAL FACILITIES POLLUTIONCONTROL FINANCING AUTHORITY AND APPOINTING A BOARD OF COMMISSIONERS FORSAID AUTHORITYWHEREAS the Board of County Commissioners has determined that the creationof an industrial facilities and pollution control financing authority in the countywill promote the right to gainful employment opportunity, private industry, the pre-vention and control of the pollution of the air, land and waters of theState ofNorth Carolina, and the safety, morals and health of the people of the State ofNorth Carolina, and thereby promote the general welfare of the people of the Stateof North Carolina; andWHEREAS, the Board of County Commissioners has filed with the Departmentof Commerce of the State of North Carolina and the Local Government Commission ofthe State of North Carolina notice of its intention to adopt a resolution creatingsuch an authority, such filing having been made at least thirty days prior to theadoption of this resolution;NOW, THEREFORE; BE IT RESOLVED by the Board of Commissioners of the Countyof Johnston as follows320August 1, 1977 ContSection 1 There is hereby determined and declared to be a pressing,existing and future need for an authority, as more -fully described and defined inthe Industrial and Pollution Control Facilities Financing Act, Chapter 159C of theGeneral Statutes of North Carolina, as amended the Act , to function in JohnstoCounty, North Carolina, to promote the right to gainful employment opportunity,private industry, the prevention and control of the pollution of the air, landand waters of the State of North Carolina and the safety, morals and health of thepeople of the State of North Carolina, and thereby promote the general welfare ofthe people of the State of NorthCarolina- Section 2 There is hereby created pursuant to the Act in JohnstonCounty, North Carolina, a political subdivision and body corporate and politicof the State of North Carolina -known as The JohnstonCounty Industrial Facilitiesand Pollution Control Financing Authority the Authority Section 3 There are hereby appointed as members of the first Board ofCommissioners of the Authority to serve at the pleasure of the County Board ofCommissioners the 12,900 for work recently done along the creekThe Board discussed this matterthis request when the 201 Project Sewerright -of -way near the I -95 Rest Area19 Smithfield - Clayton Waterlineat length and agreed they would considerlines are laid on the drainage districtTom Moore, Ragsdale Engineers, met with the Board and advised the engineersare ready to advertise for bids on the Clayton Waterline construction, estimatedcost at 1,500,000The Board inquired if this estimate cost included the utility lines toData General Corporation and Mr Moore advised it did notAfter much discussion, Commissioner Frank BHolding moved that RagsdaleEngineers be authorized to proceed with the engineering for water and sewer linesfrom Clayton to Data General Corporation, located on State Highway # 42 east ofClaytonCommissioner J E Rogerson seconded the motion which was carriedunanimously20 Revaluation - Land Value ScheduleJohnnie Stott, Tax Supervisor, Bill Hester and Jack Lewis with AssociatedSurveys, met with the Board of Commissioners and presented a schedule of land valuefor the Boards considerationThe Board discussed these values at length with Mr Hester, however,decided to postpone the adoption of a Land Value Schedule until the next boardmeeting21 County Administration - Caution By BoardCommissioner Frank B Holding advised Mr Jackson that in the event thereis anything regarding county personnel, monies, including CETA funds, that needthe attention of the Board of Commissioners or that the Board should be aware ofto notify them immediately The County Administrator was also instructed to callto the attention of the Sheriff the responsibility of the administration of thecounty jail and to take every precaution in the affairs of the county jail The Board very definitely pointed out the fact of not knowing does not alleviateany responsibility Mr Jackson at this time told the Board he had planned to officiallyrequest the North Carolina Local Government Commission to come to Johnston Countyand set up or revise the financial system in the Finance Office22 Airport - Land Use PlanninKen Windley, County Planner, met with the Board of Commissioners regardingLand Use Planning around airport property Mr Windley advised the Board that theFAA had indicated to the Airport Authority that they may not receive additionalfunding if Land Use Planning is not put into effect Mr Windley also emphasizedthe county is subject,_to suit from citizens around the airport without Land UsePlanning It was notedthere has been several public hearings on Land Use Planninbut the majority of the citizens do not understand Land Use Planning and how itaffects them The Board agreed at this time they were not informed enough to makeany comments or recommendations as to the Land Use Planning, this should be takenback to the Airport Authority23 Clavton Waterline - EDA Application for GrantCommissioner John M Booker moved that Kramer Jackson, County Administratorbe authorized to file an applicationfor a EDA grant to help complete financingof the Clayton WaterlineCommissioner Frank B Holding seconded the motion which was carriedunanimously24 Mental Health Area BoardChairman Norman C Denning named a committee of Commissioner Howard Benton,Commissioner John M Booker, M W Stancil and Kramer Jackson, County Administratorto work on a proposal to establish the County of Johnston as of June 30, 1977 MsGilbert had been on sick leave since October 1, 1976Commissioner Frank B Holding advised the Board that he had received acall from an unidentified party stating an individual living about 121 miles fromthe Plantation Store on highway 96 north had two lions in a cage at their homeThe Board of Commissioners agreed that the salary of Levan Powell andHarvey Edwards, Johnston County Health Department, be adjusted to the correctgrade and classificationUpon a motion by Commissioner John M Booker, duly seconded by CommissionerFrank B Holding and
