Award First Phase ConstructionractJimmy R Flowers, Chairman, Johnston County Airport Authority, and Tom Moore, Engineer,met with the Board regarding bids received on the first phase of construction of the JohnstonCounty Airport Mr Flowers gave a report on the activities of the Airport Authority advising theBoard of Commissioners they are ready to start construction on the first phase of the airport MrFlowers also advised the Board that this facility will be 90 funded by the Federal GovernmentMr Flowers further advised the Board the Airport Authority had accepted the low bid onthe first phase of construction and requested the Board of Commissioners approvalCommissioner Frank B Holding moved that the Johnston County Board of Commissioners concurwith the Johnston County Airport Authority in acceptance of the low bid of W E Blackmon ConstructiCompany, Smithfield, North Carolina, for Schedule One 1 of construction of the Johnston CountyAirport and award of a contract subject to receipt of funding from the Federal Aviation Administratiand the State of North CarolinaCommissioner Freddie Adams seconded the motion which was carried unanimously2 Johnston County Rescue Squad AssociationPaul Langdon, President of the Johnston County Rescue Squad Association, and representativesfrom all eight rescue squads met with the Board of Commissioners for a conference regarding thecontinued existence of the Johnston County Rescue Squad Association and problems existing withinthe association It seems at this time the Benson Rescue Squad has voted to withdraw from thecounty association, stating that it seemed to serve no purpose as they could determineMr Langdon stated to the rescue squad members present and the Board of Commissioners thatif the association should continue all squads should and will have to support and adhere to theconstitution and by -laws, which states that all matters are to go before the Rescue Squad Associationbefore approaching the,Board of Commissioners xtrThFet?nton tRescue,FSquadndita ?fpr the record, they_ had never appeared before theBoard o County Commissioners with any requestsThe Board of Commissioners emphasized that the rescue squad units should get together anddecide what they want to do and then the Board of County Commissioners will support the associationThe Board also advised the rescue squad members, that a member of the Board of Commissioners wil metwith the association to help in any way possibleCommissioner Howard Benton stated, in discussion, that in his opinion and observation,there was and is a difference of opinion and this is good, you got to have different opinions,and personally I would like to see the association continue, you have to forget the past, the Boardmaybe has not been to well informed, however, the rescue squads are rendering a wonderful service Commissioners Frank BHolding, Freddie Adams and Larry Castleberry agreed with CommissionerBentons comments and indicated there is no question about the services rendered by the county rescuesquads, and the Board appreciates itIn conclusion, Mr Langdon indicated to the Board of Commissioners that the Johnston CountyRescue Squads will have a set of guide lines by January 1, 1977, for the Boards considerationThe Board of Commissioners and the Rescue Squad members stated this had been a worthwhileand beneficial meeting3 Kenly Water Line SquibbMayor Gilbert Ray Whitley of Kenly met with the Board indicating interest in the Smithfieldto Kenly Water Line226September 21, 1976 ContiICommissioner Holding advised the Board that Squibb had started clearing and grading land atthe new plant site near Kenly and the county should be prepared and ready with the engineeringdesign for the water line in order to insure the availability of water at the site in keeping withthe Squibb scheduleCommissioner Howard Benton moved that Kramer Jackson, County Administrator, be instructedto write a letter authorizing Ragsdale Engineers to proceed with the water line design to KenlySquibbCommissioner Freddie Adams seconded the motion which was carried unanimouslyThe Board also discussed the operation and maintenance of the water line from Smithfieldto Kenly and asked Kramer Jackson, County Administrator, to call the town officials and set up ameeting date to discuss and negotiate for maintenance4 Board of Education - Purchase of Property at Cleveland SchooliKramer Jackson, County Administrator, advised the Board that he had received a letter fromE S Simpson stating that the Board of Education desired to purchase 134 acres of land from MrsMargaret Lee at the Cleveland School, between the school and the highway, for 6,250 and the Boardof Education requests the Board of Commissioners approval or disapproval of the proposed priceAfter discussion, Commissioner Frank B Holding moved that the Board of Commissionersapprove the price of 6,250 based on the request and approval of the Board of Education and alsoIbased on the fact that the property is desirable and adjacent to the schoolCommissioner Freddie Adams seconded the motion which was carried unanimously5 FHA Grant — Cutler Hammer Water LineKramer Jackson, County Administrator, presented a check to the Board of Commissioners fromthe Farmers Home Administration in the amount of 70,000, grant money for the Cutler Hammer WaterLine6 ESC Request Additional Office SpaceKramer Jackson, County Administrator, advised the Board that the Employment SecurityCommission is requesting the additional space in the ESC building when the Department of SocialServices discontinues the selling of Food Stamps at this locationThe Board instructed Mr Jackson to check into the Employment Security Commission requestUpon a motion by Commissioner Freddie Adams, duly seconded by Commissioner Frank B Holdingand carried unanimously, the Board adjournedNorman C Denning, ChairmanEleanor N Creech, C erk
